About this file
This is a Work Package document detailing structural and deck work requirements for the rehabilitation of a 42-foot Munson Landing Craft. The work encompasses hull and pilot house floor coatings, grip tape replacement, hatch seal installation, LED lighting and searchlight systems, sacrificial anode replacement, winch and cable systems, hydraulic spuds and steering systems, deck job box installation, upholstery work, and welding/structural repairs. All materials must meet marine-grade standards with specific compliance requirements including ABYC standards for electrical systems and USCG compliance for lighting. The contractor is responsible for surface preparation using pressure washing and mechanical methods, corrosion control, coating application with thickness and adhesion verification, hydraulic system inspection and servicing, and final testing of all systems prior to owner sign-off.
Acceptance criteria require that all coatings meet specified standards, grip tape is fully adhered and sealed, hatch seals pass pressure testing, lighting systems are fully functional and compliant, hydraulic systems operate without leaks, and the deck job box maintains watertight integrity. A minimum 12-month warranty is required on all coatings, hardware, lighting, upholstery, and hydraulic work, with manufacturer warranties applying to selected components. This work package is part of a firm fixed-price solicitation (140P8326Q0057) issued by the National Park Service, Lake Roosevelt National Recreational Area, with an estimated 120-day period of performance, a total small business set-aside under NAICS code 336611 with a 1,300-employee standard. Site visits are scheduled for July 29 and August 5, 2026, with all inquiries and offers due by August 19, 2026, at 3:00 PM Eastern Time to hal_hoversten@ios.doi.gov.

Work Package C – Structural & Deck Work C.1 Purpose To perform structural repairs, surface preparation, coatings, outfitting, and deck system upgrades to restore the vessel’s hull, pilot house floor, and deck-mounted equipment to safe, functional, and compliant condition. This includes corrosion control, lighting upgrades, hydraulic system servicing, and outfitting improvements.
C.2 Scope of Work C.2.1 Hull and Pilot House Floor Coatings
· Conduct pre-survey and documentation of existing hull and deck condition.
· Pressure wash and mechanically prepare all surfaces (cleaning, sanding, grit blasting, degreasing).
· Remove rust, scale, and loose coatings using mechanical or abrasive methods.
· Apply corrosion-inhibiting primer and marine-grade topcoat system per manufacturer specifications.
· Verify coating thickness and adhesion using calibrated gauges.
· Match final paint color and finish to existing vessel appearance, subject to Owner approval.
C.2.2 Grip Tape Replacement
· Remove deteriorated grip tape from all ladder rungs.
· Clean, degrease, and dry surfaces to ensure proper adhesion.
· Install new UV-resistant, marine-grade non-skid grip tape with edge sealing.
C.2.3 Hatch Seals
· Remove all worn or damaged hatch seals.
· Supply and install new marine-grade rubber gaskets sized to each hatch.
· Test each hatch for watertight integrity post-installation.
C.2.4 Lighting and Searchlight Installation
· Supply and install LED lighting fixtures suitable for marine environments:
· Watertight, corrosion-resistant, and ignition-protected.
· Install marine-grade LED searchlight with adjustable mount and operator control.
· Wire all lighting systems using marine-rated wiring, breakers, and switches per ABYC standards.
· Test lighting circuits for load, insulation resistance, and functionality.
C.2.5 Sacrificial Anodes
· Remove all existing anodes from hull, rudder, shafts, and trim tabs (as applicable).
· Install new zinc or aluminum anodes based on hull material compatibility.
· Torque fasteners to specification and ensure clean metal-to-metal contact.
C.2.6 Winch and Cable Replacement
· Inspect and test the function of the hydraulic winch mounted to the deck.
· Remove and properly dispose of the existing winch cable.
· Install new galvanized or stainless steel marine winch cable of appropriate diameter and length.
· Spool cable under tension to prevent kinking.
· Perform test lift/pull to verify operational integrity.
C.2.7 Hydraulic Spuds and Steering Systems
· Remove, rebuild, and reinstall hydraulic spuds mounted to the bow.
· Inspect and repair/replace all hydraulic lines, pumps, controls, valves, and connections.
· Inspect and service hydraulic steering controls, linkages, bushings, and associated equipment.
· Purge air from hydraulic lines and make necessary adjustments.
· Replace the pilot house steering wheel with a marine-grade unit.
C.2.8 Deck Job Box Installation
· Provide and install a heavy-duty, marine-grade, lockable deck job box for tool and equipment storage.
· Secure job box to deck using stainless steel fasteners and corrosion-resistant backing plates.
· Apply marine sealant around all penetrations to maintain watertight integrity.
C.2.9 Upholstery
· Remove and re-upholster the captain’s chair and jump seat cushions using marine-grade, UV-resistant materials.
· Ensure all seams are double-stitched and foam is mildew-resistant and properly contoured.
