The vessel will be delivered from and returned to Puget Sound Naval Shipyard in Bremerton, WA.
The vessel is 69 feet 10 inches long, 22 feet wide, with a 3-foot 6-inch draft, 55 long-ton full displacement, aluminum hull, and is 13 years old. Government-furnished property includes the vessel (acquisition cost $1.7 million) and a 40-kilowatt marine generator (acquisition cost $74,000 per unit, two generators total), with total GFM value approximately $2.062 million.
The procurement uses lowest-priced, technically acceptable evaluation. Technical factors include corporate experience documentation, paint inspector certifications, facility capabilities narrative, quality management plan, and past performance. Evaluation criteria are lowest-priced technically acceptable. NAICS code is 336611 (Ship Building and Repairing); PSC is J019. Multiple amendments (0001 through 0005, posted November 19 through December 5) updated the statement of work, price worksheet, and responses to requests for clarification.
