About this opportunity

The U.S. Coast Guard seeks dockside repairs to the USCGC STURGEON (WPB-87336), with quotations due July 27, 2026 at 10:00 AM local time. The procurement is a 100% Women-Owned Small Business set-aside, issued as a Request for Quotations under FAR Class Deviation 25-21, Rev 1 subpart 12.

Place of performance is South Portland, Maine (259 High Street, South Portland, ME 04106). Performance runs from November 10, 2026 to December 8, 2026. The work comprises a W-5 maintenance overhaul on the vessel's two MTU 8V396TE94 main diesel engines and control system configuration updates. The contractor must furnish a qualified technical representative with demonstrable MTU marine engine overhaul and commissioning experience, manage all engine fluids and disposal per federal and local regulations, perform comprehensive disassembly, inspection, and reassembly of designated components, and conduct dock and sea trials using diagnostic systems and acceptance test records. All work must comply with SFLC Standard Specifications 0000, 0740, 5550, and 6310, applicable Coast Guard technical publications, and MTU manufacturer manuals. Only MTU-certified parts are permitted; aftermarket non-certified components are prohibited. The contractor must procure and maintain Ship Repairer's Liability ($500,000 per occurrence), Comprehensive General Liability ($500,000 per occurrence), Longshoremen's and Harbor Worker's Act coverage, and State Workmen's Compensation coverage prior to performance, with insurance certificates naming the Coast Guard vessel and contract number.

The pricing structure is Firm Fixed Price, with quoters providing a composite labor rate (dollars per hour) and material markup/handling fee (percentage). The government will furnish cylinder heads (16 units), turbochargers, jacket water pumps, starters, and potentially new charge air coolers, injectors, cylinder liners, and pistons. Quoters must submit a cover letter, price schedule, past performance references (up to three from the past three years), and technical capability documentation including detailed project planning with proposed schedule, resources, critical path analysis, schedule risk identification and mitigation, and identification of qualified MTU personnel. Site visits are strongly encouraged by July 20, 2026; questions and drawing requests are due July 20, 2026. Evaluation weighs technical capability and past performance as significantly more important than price. NAICS 336611, Ship Building and Repairing; PSC J998, Non-Nuclear Ship Repair (East).
