About this file
This file contains special requirements for key personnel and key trades assignments for a federal contract opportunity regarding the rehabilitation of a 42-foot Munson Landing Craft at Lake Roosevelt National Recreation Area. The solicitation (140P8326Q0057) is a total small business set-aside under NAICS code 336611 with a 1,300-employee threshold, issued by the Department of the Interior National Park Service Pacific West Region, with a period of performance estimated at 120 days.
The contractor must assign a minimum of three key personnel: a Project Manager, Job-site Superintendent, On-Site Quality Control Manager, and On-Site Safety Manager, with the latter three positions able to be filled by the same qualified individual if appropriate. All key personnel must submit resumes detailing education, experience, training, certifications, and licenses. During the first 180 days, no personnel substitutions are permitted except due to illness, death, or employment termination, with notification to the Contracting Officer required within 15 calendar days. After 180 days, substitution requests require 15 days' advance notice with detailed explanations and comparable resumes. Additionally, the contractor must identify firms to perform five key trades—Movers, Sitework, Roofing, Masonry Restoration and Repair, and Woodwork (or designate as self-performed)—with these assignments permanent for the contract duration. Key trade substitutions require Contracting Officer approval at least 15 days in advance with detailed justifications and qualification statements. Questions and offers must be submitted by email to hal_hoversten@ios.doi.gov by 3:00 PM Eastern Time on August 19, 2026.
