About this file

This is a Work Package document that outlines the transport, storage, and training requirements for the rehabilitation of a 42-foot Munson Landing Craft at Lake Roosevelt National Recreation Area. The work package is divided into three primary service areas: vessel transport, controlled shop environment storage, and operational training for National Park Service personnel.

The transport component requires the contractor to provide safe, fully insured transport of the vessel from its current location at 1008 Crest Drive, Coulee Dam, WA 99116 to a designated repair facility, and subsequently return it to the Lake Roosevelt NRA boat launch in Lincoln, WA. The contractor must supply all necessary equipment including cranes, forklifts, and trailers, along with proper cradles, tie-downs, and blocking to prevent hull damage. All transport must comply with DOT, USCG, and environmental regulations, with comprehensive documentation including pre- and post-transport condition reports with photographs. The storage facility must be a secure, weather-protected indoor environment with 24/7 security, proper ventilation, and adequate space for repair operations. The training component requires on-site instruction for up to four NPS employees, consisting of approximately four hours of classroom instruction covering standard operating procedures, navigation systems, and maintenance procedures, plus four hours of hands-on vessel operation training including docking, mooring, GPS systems, and emergency protocols. The contractor must provide laminated quick-reference checklists, printed SOPs, training materials, attendance rosters, and certificates of completion. Acceptance criteria include safe transport with no damage, secure and compliant storage, successful training documentation for all designated personnel, and final owner walkthrough and acceptance. The contractor warrants safe workmanship for all activities and the accuracy of training materials for a minimum of 12 months, with ongoing support available for clarification or assistance during that period.
