About this file

This is a Work Package specification document for vessel rehabilitation. Work Package D establishes requirements for developing Standard Operating Procedures (SOPs) and installing marine-rated safety labeling for a 42-foot Munson Landing Craft operated by the National Park Service at Lake Roosevelt National Recreational Area. The contractor must conduct onboard assessments, interview NPS crew, and develop comprehensive SOPs covering startup, shutdown, winterization, and emergency operations, with deliverables including flowcharts, checklists, laminated quick-reference materials, and both printed and digital PDF versions for operational use.

The labeling component requires identification and installation of marine-grade placards on all critical vessel systems including switches, breakers, control panels, valves, and emergency equipment using engraved polymer, anodized aluminum, or etched stainless steel affixed with marine-rated adhesives or corrosion-resistant fasteners. Acceptance criteria mandate that SOPs be vessel-specific and owner-approved, placards be fabricated from marine-rated materials with secure installation, all switches and valves be properly labeled in USCG-compliant locations, and final owner sign-off following walkthrough and documentation delivery. The contractor must provide draft SOPs for review, placard material samples, labeling layout plans, final SOPs in both formats, and an as-built labeling diagram with installation report. Work Package D includes a minimum 12-month warranty on workmanship and installed placards, with manufacturer warranty applicable to materials and adhesives. This work package is part of a firm fixed-price total small business set-aside (NACS 336611, 1300 employee threshold) with offers due August 19, 2026, and an estimated 120-day period of performance.

Work Package D – Standard Operating Procedures (SOPs) & Safety Labeling D.1 Purpose To develop vessel-specific Standard Operating Procedures (SOPs) and install durable, marine-rated placards, binders, and labels for all critical systems. This work enhances operational safety, crew readiness, and regulatory compliance by ensuring that all vessel systems are clearly documented and labeled in accordance with best practices for marine operations.

D.2 Scope of Work D.2.1 SOP Development

· Conduct onboard assessment of vessel systems, controls, and operational procedures.

· Interview NPS crew and operators to document current practices and identify gaps.

· Develop clear, step-by-step SOPs for the following operational categories:

· Startup Procedures: Pre-checks, ignition, system activation, safety verifications.

· Shutdown Procedures: Power-down sequence, fuel/electrical isolation, post-run checks.

· Winterization: Fuel stabilization, heater use, drain-down procedures, valve positioning.

· Emergency Operations: Fire, flooding, power failure, steering failure, man-overboard response.

· SOPs shall include:

· Flowcharts, checklists, and diagrams for ease of use.

· Laminated quick-reference checklists for the pilot house and engine room.

· Printed and digital (PDF) versions for onboard and administrative use.

D.2.2 Placards and Labeling

· Identify and label all critical vessel components, including:

· Switches, breakers, and control panels.

· Valves (fuel shutoff, bilge, raw water, winterization).

· Emergency gear (fire extinguishers, EPIRB, life rings, emergency shutdowns).

· Fabricate placards using marine-grade materials:

· Engraved polymer, anodized aluminum, or etched stainless steel.

· UV-resistant, corrosion-proof, and permanently affixed.

· Affix placards using marine-rated adhesives or corrosion-resistant fasteners.

· Ensure all labeling is consistent, legible, and compliant with ABYC and USCG standards.

D.3 Submittals

· Draft SOPs for Owner review and approval prior to finalization.

· Samples of proposed placard materials and engraving/printing methods.

· Proposed labeling layout plan identifying all labeled components.

· Final SOPs in both printed and digital formats.

· As-built labeling diagram and installation report.

D.4 Acceptance Criteria

· SOPs are vessel-specific, clearly written, and approved by the Owner.

· Placards are fabricated from marine-rated materials and installed securely.

· All switches, valves, and electronics are properly labeled.

· Emergency procedures are displayed in visible, USCG-compliant locations.

· Owner sign-off following final walkthrough and documentation delivery.

D.5 Warranty

· Minimum 12-month warranty on workmanship and installed placards.

· Manufacturer’s warranty applies to placard materials and adhesives.
