About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood is soliciting comprehensive grounds maintenance services for Fort Hood (Fort Cavazos), Texas, covering approximately 3,700+ acres across the Main Cantonment, West Fort Hood, and Belton Lake Outdoor Recreation Area. The contract will be structured as a firm-fixed-price, non-personal services agreement with five one-year ordering periods from November 2025 to October 2030, including 30-day phase-in and phase-out periods. The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to perform grounds maintenance including mowing, trimming, edging, debris removal, weed control, and chemical sterilant application while maintaining strict performance standards with grass heights between 4-10 inches depending on area classification. The government will evaluate proposals using a tradeoff source selection process where past performance is significantly more important than technical factors, and technical factors are more important than price. Amendment 2 has extended the proposal submission deadline to 09:00 AM CST on October 20, 2025, with comprehensive proposal requirements including technical, past performance, and cost/price volumes.
This opportunity is designated as a Total Small Business set-aside under NAICS code 561730 (Landscaping Services), with the previous contract number W9115120C0014 available for reference on FPDS.gov. The total estimated contract value is approximately $17.5 million over the five-year performance period, with annual values ranging from $3.45 million in the first year to $3.52 million in the fifth year. The maintenance requirements cover 3,161.06 total mow acres and 90.30 spray acres across 131 distinct areas including high visibility zones, common areas, airfields, operations areas, and morale, welfare, and recreation locations. Performance standards mandate a 96% Acceptable Quality Level with specific maintenance frequencies of 14-day intervals for high visibility areas and 21-day intervals for common areas. All work will be performed at Fort Cavazos, Texas, with a contractor laydown yard provided at 991 South Range Road Spur, and the contractor must ensure all personnel have appropriate U.S. residency and language proficiency requirements.
