1) The Technical Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror's proposal. Legibility, clarity, and coherence are very important. Proposals will be evaluated against the Technical subfactors defined below. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements.
Statements that the Offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as "standard procedures will be employed" or "well known techniques will be used," etc., will be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of their facilities and expertise and will base its evaluation on the information presented in the Offeror's proposal. Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.
2) The Technical Volume shall, at a minimum, be prepared in a form consistent with the PWS and the evaluation criteria for award. The section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the contractor's technical competence and ability to comply with the contract task requirements specified in the PWS. The Offeror shall address as specifically as possible the actual methodology that would be used for accomplishing the
PWS tasks including how the Offeror will:
a) Explain how you will apply recognized industry best practices and innovative techniques for mowing and edging on a defined schedule.
b) Explain how you will implement efficient, environmentally responsible methods for leaf and debris removal.

3) The Technical Volume shall be organized with a Table of Contents, Exceptions/Assumptions used, and Technical Narrative including:
a) Subfactor 1: Equipment and Staffing Plan
i. The Offeror shall provide a detailed equipment plan, specifying equipment type (year, make, model), quality, quantity, leased or owned.
ii. The Offeror shall provide a staffing plan that clearly demonstrates a plan to retain, recruit, and replenish qualified personnel. Commitment Letters shall show confirmation from the key personnel that they are committed to work for the Offeror on the pending contract.
b) Subfactor 2: Quality Control Plan.
i. The Offeror shall provide a comprehensive execution plan, maintenance plan, hazardous material plan, and procedures for encountering delays as specified in the
PWS.
ii. Quality Control Plan (QCP): The Offeror shall provide a QCP that includes all items listed in the PWS.
c) Subfactor 3: Phase-In Plan
i. Phase-In: Offeror shall provide a Phase-In plan that is adequate IAW PWS. Plan shall include timelines, personnel actions, and responsibilities of key personnel. Plan shall specify in writing a training program and a date for transferring responsibilities for the work under this requirement.
c. Volume III - Past Performance
1) The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant Past Performance, focusing on and targeting performance which is relevant to the effort as it directly relates to the work being procured under this solicitation.
2) The Offeror shall include documentation regarding their recent and relevant past performance as it directly relates to the work being procured under this solicitation.
The Offeror SHALL NOT go back any farther than five (5) years, from the issue date of this RFP, for the submitted data. The past performance data shall document a successful history of past contract performance. Relevant efforts are defined as services/efforts that are the same as or similar to the effort required by the RFP. Data concerning the Offeror shall be provided first, followed by each proposed major subcontractor, teaming partners, and/or joint venture partners in alphabetical order.
3) In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the Offeror's Past Performance Volume and information obtained from other sources, such as SAM.gov, Contract Performance Assessment Retrieval System (CPARS) or similar systems and commercial sources.
Offerors are reminded that both independent data and data provided by Offerors in their proposals may be used by the Government to evaluate the Offeror's past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the Offerors.
Proposals that do not contain the information requested by this paragraph will not be considered. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received.
4) In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)).
Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered
"acceptable."
5) Submission Requirements. The Offeror shall submit a Past Performance Volume containing the following:
a) Table of Contents
b) Summary Page - The submission shall consist of a matrix that indicates functional areas, performance periods, and customers, with a brief description of the work performed, sufficient to demonstrate a clear understanding of the mission, and major PWS functional areas. The intent of this element is not to provide a technical discussion of each functional area of the contract, but rather to demonstrate the Offeror's experience in each functional area of the PWS through a quantitative assessment of current and previous work performed.
c) Specific Relevant Contracts - The Offeror shall provide documentation outlining the Offeror's past performance with contracts, which is the same or similar in nature, size, and complexity to the services being procured under this solicitation. The submittal shall include rationale supporting your assertion of relevance and how it was determined that the work performed previously was the same or similar in nature, size, and complexity to the work specified by this solicitation. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate.
6) Past Performance Questionnaire - Attachment 3 is for the contracts identified on each Specific Relevant Contract Reference. The Offeror shall forward a copy of the
Past Performance Questionnaire to the points of contact responsible for monitoring performance under such contracts. The points of contact shall return the questionnaires directly to the KO and CS prior to the 12:00pm CST TBD 2025 RFP closing date. Any questionnaires not returned directly to the KO and CS will not be reviewed and evaluated. The information contained in the questionnaires will be used to evaluate the Offeror's past performance. New entities that have no past customers shall annotate on the Summary Page that they have had no previous clients and that questionnaires cannot be provided.
d. Volume IV - Cost/Price
1) General. The Government reserves the right to require the submission of Other Than Certified Cost or Pricing Data as is deemed necessary to arrive at a fair and reasonable price. Cost analysis shall be examined to determine cost realism. All Excel formulas, lookup tables, and links should be intact, and no links shall exist to files not included with the submission. Excel workbooks shall not contain hidden spreadsheets, columns or rows. Offerors shall not submit PDF or flat files for Cost/ Price. A flat file is one without formulas or is protected in such a way to preclude proper evaluation. Failure to comply with these formatting requirements will result in rejection of the proposal. Offerors' submittals shall be free of viruses, Trojans, spyware, and other malicious code for which appropriate detection and removal/quarantine software exists.
2) Submission Requirements. The Offeror shall submit a Cost/Price Volume containing the following:
a) The Offeror's response shall consist of a cost/price proposal corresponding to Attachment 5, Pricing Sheet, and all CLINs. The Cost/Price proposal for all services and
CLINs shall contain two Sections: the Cost/Price Narrative Section and the Cost/Price Proposal Section. Cost Narrative portion shall be provided in PDF format, with a
Table of Contents. The cost narrative shall provide the basis of estimate for all major elements of cost proposed. The Cost Narrative Section shall contain all the narrative explanations used in deriving calculated costs (including appropriate references to individual spreadsheets). These narratives shall clearly explain the methodologies, calculations, exceptions, and assumptions used in developing each cost element.
b) The direct labor rates proposed will be utilized in accordance with prevailing wage rates published by the Department of Labor at time of award that will be incorporated into the resulting contract. The awardee will not be allowed to invoice at rates above those included in the current wage standard. If it becomes necessary for the awardee to incur costs for labor categories not included in the during performance of the contract, the awardee will have to first obtain the Contracting Officer's approval through a revision to the labor rates via modification to the contract.
c) In the Cost/Price Narrative Section, provide an explanation of the method of cost build-up, including the basis used in applying rates and factors. The source of rates and factors shall be identified. The indirect rates proposed shall reflect the Offeror's actual cost accounting practices and indirect rate structure. All indirect rates and factors shall be supported by calculations. The components of the calculations shall be broken down into the individual elements that comprise them. These elements shall be fully explained, including how the amounts were computed both in text and figures. The details of each individual cost pool and base shall be provided.
d) The Cost/Price Proposal Section shall contain Attachment 5, completed by the Offeror. Attachment 5 contains detailed pricing elements for all Grounds Maintenance
Areas and tasks, and separate sheets for each ordering period. *Note: PWS Attachment 5 contains two distinct standards for High Visibility Areas as described in TE-E1
IMCOM Standard, and TE-E2, Supplement to IMCOM Standard. These standards shall be priced separately. The Government shall determine the High Visibility standard used at the Task Order level.
e) All Offerors propose phase-in costs commensurate with the PWS requirements. If no phase-in costs are proposed, the proposal will not be considered. All Offerors shall propose phase out costs. Individual spreadsheets shall be completed for each ordering period. All final monetary extensions shall be in whole dollars and two decimal places only. Offerors shall not provide unbalanced pricing which may increase performance risk and have unreasonably high prices.
