About this file

This is a Request for Quote (RFQ) for Grounds Maintenance Services at Fort Hood, Texas, issued by the U.S. Army Material Command. The solicitation is set aside for Women-Owned Small Business (WOSB) concerns and covers a five-year contract period from November 2025 to October 2030, with an estimated total value of $10,000,000. The contract requires comprehensive grounds maintenance for over 3,700 acres, including mowing, edging, weed control, debris removal, and seasonal upkeep across Fort Hood's main cantonment, west areas, and Belton Lake Outdoor Recreation Area.

The procurement includes five ordering periods, each with base grounds maintenance services and optional special cut requirements. Key performance requirements include maintaining grounds to IMCOM Capability Standards, using environmentally responsible methods, and executing tasks on defined schedules. The contract will be awarded using a tradeoff source selection process, with past performance significantly more important than technical factors, and technical factors more important than price. Offerors must submit detailed proposals addressing equipment and staffing plans, quality control, phase-in strategies, and past performance demonstrating relevant experience. An Industry Day and site visit are scheduled for September 17, 2025, to familiarize vendors with the work sites and requirements.

LIMITATIONS ON SUBCONTRACTING (FEB 2023) (DEVIATION 2021-O0008)

(a) This clause does not apply to the unrestricted portion of a partial set-aside.

(b) Definition. Similarly situated entity, as used in this clause, means a first-tier subcontractor, including an independent contractor, that--

(1) Has the same small business program status as that which qualified the prime contractor for the award (e.g., for a small business set-aside contract, any small business concern, without regard to its socioeconomic status); and

(2) Is considered small for the size standard under the North American Industry Classification System (NAICS) code the prime contractor assigned to the subcontract.
