About this file

This document is a Questions and Answers (Q&A) file for a Mowing Contract at Fort Hood, Texas. The solicitation involves grounds maintenance services across multiple locations, including Belton Lake Outdoor Recreation Area (BLORA), 69th ADA Footprint, Yoakum-Defrenn Heliport, various motor pools, barracks, a stadium, and the West Fort Hood Clinic. The contract is a re-compete, with the previous contract number W9115120C0014 available on FPDS.gov.

The Q&A document details a completed optional site visit that comprehensively covered nine stops, highlighting key maintenance considerations such as joint responsibility areas with City of Killeen staffing, special event venues, and specific ground maintenance requirements. Proposals are to be submitted via email to Mr. Ryan Hoover and MAJ Dylan Hanback by the deadline, which is set for Central Daylight Time (CDT/CST). Vendors are advised to carefully review the included map books to accurately identify maintenance areas and are permitted to request base access to conduct independent site observations.

1. Was the site visit optional? Will there be another? Can you share the Site visit Summary?

The Site Visit was optional, there are no additional site visits planned. Vendors can request base access and use the attached map to conduct their own observation.

Stop 1: Belton Lake Outdoor Recreation Area (BLORA)

Discussed the importance of coordination with BLORA staff due to the Nature of Lights Celebration held annually. This area has joint responsibility with grounds that are adjacent which are maintained by government personnel (MWR Staffing), which means that you must pay close attention to maps to ensure you are maintaining the correct grounds. There is also an unfenced staging area at BLORA that will allow the contractor to stage equipment when not in use at their own risk

Stop 2: 69th ADA Footprint

This area is situated on the east side of the main post. Key considerations include the ongoing construction of additional facilities at the far end, which will require future grounds maintenance. A walkthrough of the site was conducted to review and discuss the full scope of work.

Stop 3: Yoakum-Defrenn Heliport

This area has joint responsibility with grounds that are adjacent which are maintained by City of Killeen Staffing on an Intergovernmental Support Agreement

(IGSA) which means that you must pay close attention to maps in the solicitation to ensure you are maintaining the correct grounds.

Stop 4: 88030 Warrior Way

At this stop, we reviewed the surrounding area, including the open fields located to the east of 88030 which was previously a housing area but now has been demolished. We also identified key points to focus on as we transition to Site 5. These include the motor pools positioned on the right side of the route, which contain designated spray areas and mowing, and the barracks on the left side, which are situated in tighter spaces that present maneuverability challenges.

Stop 5:

1001 High Visibility Area

At this stop, we assessed the surrounding area, including the grounds at Building 1001, which is recognized as a high-visibility location. As we prepared to transition to Sites 6 and 7, several key points were highlighted. While we will be driving through Site 6 without stopping, it remains a critical area due to the stadium, which hosts numerous special events throughout the year and will require event-specific grounds maintenance.

Additionally, as we departed the stadium and proceeded west along Tank Destroyer Boulevard, emphasis was placed on closely reviewing the map books included in the solicitation. This will be essential for accurately identifying which areas fall under the scope of the maintenance contract.

Stop 6: Stadium

Drive through

Stop 7: West Fort Hood Clinic

This stop was used to discuss West Fort Hood area and identify joint responsibility with grounds that are adjacent which are maintained by City of Killeen Staffing on an Intergovernmental Support Agreement (IGSA) which means that you must pay close attention to maps in the solicitation to ensure you are maintaining the correct grounds.

Site 8: Skipped

Site 9: 90129 Parking Lot

Identified a culvert area in the parking lot that must be maintained on the contract. Ended Tour in the parking lot of 90129 informing offerors to submit all questions
