About this opportunity
The Department of the Army Materiel Command, through its Mission and Installation Contracting Command at Fort Sam Houston, is soliciting proposals for laundry and dry cleaning services at Fort Meade, Maryland, with proposals due July 27, 2026. The procurement is a Woman-Owned Small Business set-aside issued as an Indefinite Delivery, Indefinite Quantity contract with Firm Fixed Price line items, foreclosing competition outside that category.
Place of performance is Fort George G. Meade, Maryland. The contractor will operate and manage laundry distribution and collection points for linen and specialty item exchange across authorized customer locations including the DFAC at Building 8502, RSO/Chaplin at Building 4419, APAC/DINFOS at Building 8606, and LRC at Building 4432. The NAICS code is 812320, Drycleaning and Laundry Services; PSC code is S209, Housekeeping–Laundry/Drycleaning.
Services encompass laundering and pressing of linens (sheets, pillows, pillowcases, mattress covers, bedspreads, blankets), dry cleaning of chaplain vestments and ceremonial uniforms (Class A coats, pants, shirts for military funerals and presidential inaugurations), flags, draperies, and organizational colors. The contractor must complete standard laundry and dry cleaning within five business days, with same-day service for military funeral uniforms. Pick-up and delivery occur during normal business hours on Wednesdays (0800–1200). The contractor is responsible for all government property from pick-up until return and must maintain the Post Laundry Program (PLP) system of record with Common Access Card access. All contractor personnel require Antiterrorism Level I, iWatch, OPSEC, TARP, and Combating Trafficking in Persons training. A Program Manager with three years' specialized laundry and dry cleaning experience is required, available during business hours with 48-hour complaint response time.
The contract period runs August 23, 2026 through August 22, 2031 (five years). Estimated annual workload includes 9,832 laundry pieces and 179 dry cleaning pieces. The government guarantees a minimum of 338 pieces annually; contractors are not guaranteed the maximum value. Evaluation uses Lowest Price Technically Acceptable methodology, with technical evaluation focusing on operational methodology for volume processing, logistics and pickup-delivery scheduling, wrinkle-free laundry standards, and health regulation compliance. Service Contract Labor Standards apply; prevailing wages for Laundry Worker positions in the Fort Meade area are set by Wage Determination No. 2015-4265, Revision 32 (December 3, 2025).
Amendment 0003, issued June 8, removed CLIN 0003 and converted CLIN 0002 from non-option to option status. The site visit originally scheduled for May 28 is cancelled. A mandatory site visit was previously scheduled for May 28; Amendment 0001 (May 27) cancelled that visit without rescheduling. All quotes must remain valid for at least 45 days after the closing date. Current SAM registration is required. Questions must be submitted by June 4. Points of contact are Tiffany Walker (Contract Specialist) and Jodi E. Woods (Contracting Officer), both at MICC-FT Belvoir, Fort Belvoir, Virginia 22060-5116.
