About this opportunity
The Federal Emergency Management Agency (FEMA) is issuing a solicitation for an indefinite-delivery indefinite-quantity (IDIQ) contract to primarily conduct damage assessments in response to presidentially declared disasters throughout the United States and its territories. The contract will require the provision of personnel, equipment, and services to perform on-site, remote, and geospatial housing assessments to determine survivor eligibility for FEMA's Individuals and Households Program (IHP) assistance. The evaluation will consider factors such as the offeror's scenario response, personnel recruitment and onboarding capabilities, management approach, and past performance, with price being equally important. Proposals are due by August 23, 2024.
This contract has no set-aside designation. FEMA may award one or more contracts as a result of this solicitation. The contract will have a base period of 12 months with four 12-month option periods, for a total of up to five years. FEMA anticipates a high volume of inspections, with historical data showing an average of over 5.8 million inspections per year. The place of performance is the United States and its territories.
