L.1 INSTRUCTIONS TO OFFERORS FOR THE PREPARATION OF PROPOSALS

The Offerors submittals shall illustrate their approach for satisfying the requirements of this solicitation.

Proposals must be clear, coherent, and prepared in sufficient detail for effective evaluation of the Offerors proposal against the evaluation criteria. Also, this documentation shall cover all aspects of this solicitation.

Proposals must clearly demonstrate how the Offerors intend to accomplish the project. The following instructions are for the preparation and submission of proposals. The purpose of this section is to establish requirements for the format and content of proposals so that proposals contain all essential information and can be evaluated equitably. Offerors are instructed to read the entire solicitation document, including all attachments, prior to submitting questions and/or preparing your offer. Omission of any information from the proposal submission requirements may result in rejection of the offer.

a. Offerors are expected to follow the detailed proposal preparation instructions fully and carefully.

The Government will rely on the information provided by the Offerors to evaluate the proposals. It is therefore imperative that Offerors carefully follow the instructions set forth below and submit their proposals in the format and with the content specified below, providing all requested information.

b. Proposals that fail to provide information in the format requested may be found unacceptable and may be rejected without further consideration if the Contracting Officer determines that a significant revision or addendum to the Offerors proposal would be required to permit further evaluation, and especially if the incompleteness of the proposal or errant formatting of the proposal appears to be due to a lack of diligence or competence of the Offerors.

c. The instructions provided have been specifically tailored to the evaluation factors to be applied during proposal evaluation. They are designed to ensure the submission of information essential to the understanding and comprehensive validation and evaluation of proposals. Clarity and completeness are of utmost importance to the proposal. The relevance and conciseness of the proposal is important.

d. Period for acceptance of offers: The proposal shall be valid for one hundred and eighty (180) calendar days from the proposal due date.

L.2 TWO-PHASE SOLICITATION APPROACH

The Government intends to conduct this acquisition using a two (2) phase approach.

L.2.1 PHASE I: Phase I requires Offerors to submit documentation and information detailing their response to the scenarios outlined in Factor 1.a and 1.b found at M.2.1.1. All requested information shall be clearly identified so that further questions and/or clarifications are not necessary. The Government does not intend to conduct discussion during Phase I. Upon evaluation of Phase I submissions, the Contracting Officer will provide an Advisory Down-Select Notification, described in detail below. This Notification will advise the Offerors of the Government’s advisory recommendation to proceed or not to proceed with Phase II submissions.

a. Offerors who are rated most highly for Factor 1 will be advised to proceed to Phase II of the proposal submission process.

b. Offerors who were not among the most highly rated will be advised that they are unlikely to be viable competitors, along with the general basis for the Government’s advisory recommendation. The intent of this advice is to minimize proposal development costs for those Offerors with little to no chance of receiving an award. The Government does not intend to provide debriefings after the completion of the Advisory Down-Select Notifications.

c. The Government intends to provide no more than six (6) Offerors with an Advisory Notification to proceed. However, the Government may provide an Advisory Notification to proceed to more than six

(6) offerors, or less than six (6) offerors, if it is determined to be in the best interest of the Government. The Government’s advice will be a recommendation only, and those Offerors who are advised not to proceed may elect to continue their participation in the procurement. Failure to participate in Phase I of the procurement precludes further consideration of an Offeror’s proposal. Phase II submissions will not be accepted from Offerors who have not submitted Phase I proposals by the due date and time stated in this solicitation. Failure to participate in Phase II of the procurement precludes further consideration of an Offeror’s proposal. For those Offerors that are rated most highly during Phase I, they will be advised to proceed to Phase II of the proposal submission process. The advisory down-select notification will include instructions for notifying the contracting officer of a vendor's intention to proceed with Phase II of the acquisition within a deadline of 48 hours to respond. After notification is made, and the contracting officer has received vendor response with their intention to continue or not with Phase II, Instructions will be provided for submittal of the Phase II written submittals (Factor 4: Past Performance and Factor 5: Price) and for scheduling the oral presentation (Factor 2: Personnel Recruitment and Onboarding and Factor 3:

Management Approach). The Government recommends Offerors to begin preparation of Phase II proposals only after receipt of the Phase I Advisory Down-Select Notification and/or Phase II Instructions. It is anticipated that Phase II oral presentations will begin two (2) weeks from the date of the Advisory Down- Select Notification is issued. Phase II written submissions will be due 30 days after receipt of the Phase II Instructions.

L.2.2 PHASE II: Phase II will consist of the presentation and evaluation of the virtual Oral Presentation that includes Factor 2: Personnel Recruitment and Onboarding and Factor 3: Management Approach, as well as submission and evaluation of Factor 4, Past Performance and Factor 5 Price.

L.3.1 PHASE I - WRITTEN SUBMISSION: FACTOR 1.A AND 1.B - SCENARIO RESPONSES

Offerors shall submit documentation and information detailing their response to the scenarios outlined in Factor 1.a and 1.b. Written responses to Factor 1.a and 1.b shall include completed tables found in the Microsoft Excel Spreadsheet included in this RFP as Attachment 9, Staging and Productivity Table. Written responses to these scenarios shall be no more than five (5) pages each, and the total written submittal provided shall not exceed ten (10) pages, not including a single title and/or cover page and the completed Attachment 9, Staging and Productivity Table.

L.4 PHASE II - VIRTUAL ORAL PRESENTATION: FACTOR 2: PERSONNEL RECRUITMENT

AND ONBOARDING AND FACTOR 3: MANAGEMENT APPROACH

The Offerors oral presentation shall provide the Government with the Offeror’s understanding of technical requirements and provide the methods, techniques and procedures that will be used to satisfy the requirements in a timely and effective manner for the provision of damage assessment services to the Government. The virtual oral presentation shall address a detailed approach to meet technical specifications, and the resources necessary to satisfy the requirements of the PWS, Performance Requirements Summary (PRS) and related attachments. The Offeror shall provide, in the technical approach, sufficient information to substantiate the Offerors proposed technical approach, their strategy and processes for Factor 2: Personnel Recruitment and Onboarding and Factor 3: Management Approach and the necessary resources for satisfying the scope of the requirement. The Offeror shall, at a minimum, discuss their management approach, and resources and procedures for recruitment and onboarding of sufficient personnel to meet the requirements of the PWS, PRS, and associated attachments and technical exhibits.

L.4.1 EXCHANGES WITH OFFERORS DURING THE ORAL PRESENTATIONS: The Government intends for the virtual oral presentation to be an interactive dialogue between the Offerors and the Government. These exchanges are viewed as a component of the virtual oral presentation itself and do not constitute discussions.

L.4.2 LOCATION: Virtual oral presentations will be held remotely. The order in which Offerors are scheduled for virtual oral presentations will be selected by the Government. The order selected is not indicative of the Government's preference for, or ranking of, any offeror's proposal. The Government intends to hold oral presentations virtually via a Zoom meeting. However, at the discretion of the Government, oral presentations may take place via another video teleconferencing (VTC) medium or voice-only telephone. Quoters shall not purchase Zoom or any other VTC software in response to this solicitation and will not be reimbursed for any costs associated. By participating in the oral presentations, the Quoter acknowledges that it is in compliance with all solicitation rules and parameters, in accordance with applicable laws and statutes.

L.4.3 OFFEROR ORAL PRESENTATION PARTICIPANTS: No more than six (6) total Offeror participants shall attend the oral presentation. Participants must be an employee of the Offeror. Offerors shall provide the Contracting Officer with the name, e-mail address, phone number, present employer/company, and proposed role under the contract of the Offeror Participants for the virtual oral presentation as part of its response to the Advisory Down-Select Notification.

L.4.4 FORMAT FOR ORAL PRESENTATION: The Government intends for the virtual oral presentation to proceed as follows:

L.4.5 RECORDING: RECORDING OF ORAL PRESENTATIONS: Recording of oral presentations by Quoters is strictly prohibited, notwithstanding local laws and regulations with regards to virtual meetings or voice-only telephone oral presentations. The Government reserves the right to record oral presentations. If the Government intends to record an oral presentation, the Government will request permission from the vendors before the recording begins. If recorded, the recording is source selection sensitive and will be handled accordingly.

L.4.6 RULES OF ENGAGEMENT FOR VIRTUAL ORAL PRESENTATIONS: Offerors may use PowerPoint slides during the oral presentation, if they choose to do so. Additional information on the PowerPoint slides will be provided in the Down-Select Notification and Instructions. The Government will not evaluate slides independently, but may refer back to them during evaluation to aid memory.

Offerors presentations should not duplicate material presented in Phase I.

It is the Offeror’s responsibility to present all material within the allotted time and only those materials presented during the allotted time for the oral presentation will be considered in the evaluation. Offerors should discuss each slide in their presentation in sufficient detail and allow sufficient time for the Government to fully comprehend the slide’s relationship and relevance to the Offeror’s proposal.

It is the responsibility of the Offeror to ensure that it has all required information technology (IT) infrastructure in place necessary to complete the virtual oral presentation. Offerors are encouraged to test connections and presentation capabilities prior to the oral presentation. Virtual oral presentations may not be extended or rescheduled due to connectivity or IT issues determined to be within the Offeror’s control.

The Government intends for the virtual oral presentation to be an interactive dialogue between the Offerors and the Government. These exchanges are viewed as a component of the virtual oral presentation itself and do not constitute discussions.

The Government will not ask questions that will invite or allow the Offeror to change its offer. The Offeror shall not volunteer any information that might be construed as changing its offer. Virtual Oral presentations are distinct from the Government’s reserved right to conduct discussions.

The Offeror is in control of its presentation and may choose not to present or respond to any question provided by the Government.

The Offeror's participants shall not reach back, by telephone, e-mail or any other means, to any other personnel or persons for assistance during the oral presentation.

L.5 PHASE II - FACTOR 4: PAST PERFORMANCE - PROPOSAL SUBMITTAL

REQUIREMENTS

A written past performance submission is required. Instructions for past performance submittals will be provided after receipt of the offeror's notification that it intends to proceed to Phase II of the procurement as outlined in paragraph L.2.1 of this solicitation.

L.6 PHASE II - FACTOR 5: PRICE - PROPOSAL SUBMITTAL REQUIREMENTS

Instructions for price submittals will be provided after receipt of the offeror's notification that it intends to proceed to Phase II of the procurement as outlined in paragraph L.2.1 of this solicitation.

L.7 SUBMISSION OF PROPOSALS: All proposals shall be delivered to FEMA electronically at the following email address: dart-hiscontract@fema.dhs.gov. Phase I submissions shall be delivered to FEMA no later than 5:00 PM Eastern Time (ET) on 08/23/2024. The requirements and due dates for Phase II submissions, if applicable, will be included in the instructions within the Advisory Down-Select Notification.

Physical copies of proposals will not be accepted. All proposals must be submitted electronically in accordance with the requirements of this solicitation. Hand delivered, mailed, commercial delivery service, delivery by courier and facsimile submissions, modifications, or withdrawals of proposals will not be accepted or evaluated.

L.7.1 ADDITIONAL DOCUMENTATION: Additional documentation required to constitute a responsive offer to all requirements of this solicitation will be required as part of an Offeror's Phase II submittal. Such documentation may include, but is not necessarily limited to, the signed SF1449 and completed pricing schedule, the small business subcontracting plan as required by FAR 52.219-9 Small Business Subcontracting Plan, and representations and certifications not addressed in FAR 52.204-7 System for Award Management. Instructions for submittal of such documentation will be included with the Advisory Down-Select Notification.

L.8 PROPOSAL SUBMISSION FORMAT: Electronic submissions shall be formatted such that, if printed, paper size shall be 8 1/2 by 11-inch white paper with printing on one (1) side only, using Times New Roman or Arial type, 12-point font. No reduction is permitted except for organization charts or other graphic illustrations, or in headers/footers. Offerors shall ensure that the print is easily readable; no less than 8-point font on graphs and 10- point font on tables. Each page shall have adequate margins on each side (at least one (1) inch) of the page. Header/footer information (which does not include any information to be evaluated) may be included in the 1" margin space. Pages that exceed the maximum page limitation will not be evaluated. Each file shall be submitted in Adobe PDF or Excel Spreadsheet format. It is the sole responsibility of the Offerors to ensure that the electronic media submitted is virus-free and can be opened and read by the Government.

The deadline for submission of the electronic copy of the proposal is firm. As the closing date and time draws near, heavy traffic on the web server may cause delays. Offerors are strongly encouraged to plan ahead and leave ample time to prepare and submit their proposals. The electronic copy of the proposal will constitute the official copy for timely receipt.

L.9 QUESTIONS: Any questions regarding this solicitation must be submitted to FEMA electronically at the following email address: dart-hiscontract@fema.dhs.gov by 5:00 PM Eastern Time (ET) on 08/08/2024. The Offerors shall include the company name and solicitation number in the subject line of the email. The Government recommends that the Offeror ensures that questions are written to enable a clear understanding as to the Offeror’s issues or concerns with the referenced area of the solicitation. Statements expressing opinions, sentiments, or conjectures are not considered valid inquiries or comments for this purpose and will not receive a response from the Government. Answers to questions may be provided to all prospective Offerors, giving due regard to the proper protection of proprietary information. To receive responses to questions, Offerors shall cite, at a minimum, the section, paragraph, number, and page number in the format shown below. Further, Offerors are reminded that FEMA will not address hypothetical questions aimed toward receiving a potential “evaluation decision” from FEMA.

When submitting questions and comments, please refer to the specific text of the RFQ in the following format:

Questions shall be submitted using the Solicitation Question Submission Matrix (Attachment 8).

If a question reflects a change in a solicitation document, that document may be updated directly; however, any other Government response to a question is provided as a courtesy only and does not change or amend anything further.

FEMA will not attribute any question(s) asked to the submitting Offeror(s).

M - Evaluation Factors for Award

CLAUSES APPLICABLE TO THIS SECTION

The following clauses applicable to this section are included in the solicitation and any resultant contract (as applicable) including those clauses incorporate by reference in accordance with FAR 252-2 CLAUSES INCORPORATED BY REFERENCE in Section I.

M.1 METHOD OF AWARD

The Government will make one or more awards to the responsible Offerors whose Proposals conform to the solicitation and are most advantageous to the Government (i.e., those which represent the best value to the Government), price and other factors considered. The award decision will be based on the assessment of Offerors’ relative capability as measured against the evaluation factors identified herein:

FACTOR 1: Scenario Response FACTOR 2: Personnel Recruitment and Onboarding FACTOR 3: Management Approach FACTOR 4: Past Performance FACTOR 5: Price The non-price factors, when combined, are of equal importance as price. The non-price factors, FACTOR 1, FACTOR 2, FACTOR 3, and FACTOR 4, are listed in descending order of importance.

The Government will make award to the offeror or offerors whose proposals represent the best value to the Government. This best value determination will be made on a best value trade-off basis, in which the Government will give appropriate consideration to both price and non-price factors, which are of equal importance.

The Government intends to award a contract resulting from this solicitation to two (2) Offerors; however, the Government reserves the right to make fewer or more than two (2) awards, should it be determined that is in the Government’s best interest.

M.2 EVALUATION FACTORS

The Government will be using an Advisory Down-Select during Phase I (Technical Factor 1: Scenario Response). Phase II will be an oral presentation and will include Technical Factor 2, Personnel Recruitment and Onboarding, and Technical Factor 3, Management Approach. Factor 4, Past Performance and Factor 5, Price will be submitted in writing as part of Phase II.

M.2.1 PHASE I – WRITTEN PROPOSAL SUBMISSION: ADVISORY DOWN-SELECT

M.2.1.1 FACTOR 1: SCENARIO RESPONSE

The Government will evaluate the offeror’s written response to scenarios involving PRS Section SSPA #2.G, Option 1: Peak Activity and Option 3: Assessor Deployment.

Factor 1.a, Scenario 1: For Factor 1a, the scenario encompasses a category IV hurricane striking the south-western side of Baton Rouge, LA on September 15th, affecting a population of nearly 350,000 people, while displacing residents and disrupting electrical, water and sewage services. The availability of lodging within 25 miles of Baton Rouge is limited to non-existent, with lodging in this area occupied by first responders and displaced residents. Cellular telephone service remains operable, but many roads are impassible for the first 7 days after landfall. The initial task order will be awarded within 24 hours of the storm passing through the affected area. The Government will evaluate the offerors capability, resources and methodology to respond to a single task order in response to this event requiring the return of 225,000 onsite damage assessments in 60 days, when meeting the requirements contained in PRS section SSPA#2.G, Option 1: Peak Activity. The Government’s evaluation will include, but not necessarily be limited to, review of the following:

· Evidence of sufficient personnel and resources to perform the required number of damage assessments in the timeframe provided.

· Methodology for estimating the number of assessors required to perform the required number of damage assessments in the timeframe provided.

· Anticipated assessor productivity

· Staging methodology and assessor deployment projections to meet the required production metric(s).

Factor 1.b, Scenario 2: For Factor 1b, the scenario encompasses a flash flooding event in the Bucks County, PA region, affecting a population of 85,000 people on August 15th, displacing residents within the immediate and surrounding communities. FEMA requires immediate deployment of 300 assessors, with task order award within 24 hours of disaster declaration. The Government will evaluate the offerors capability, resources and methodology to respond to a single task order requiring the return of 75,000 onsite damage assessments in 60 days, when meeting the requirements contained in PRS section SSPA#2.G, Option 3: Assessor Deployment, whereby FEMA requires 300 assessors for initial deployment and transitions to a peak production capacity meeting the requirements of PRS section SSPA#2.G, Option 1, on day eight (8) of the task order. The Government’s evaluation will include, but not necessarily be limited to, review of the following:

· Evidence of sufficient personnel and resources to deploy the number of assessors required by FEMA for initial deployment.

· Methodology for estimating the number of assessors required to maintain peak production capacity upon transition to the peak production capacity model.

· Anticipated assessor productivity

· Staging methodology and assessor deployment projections required to meet the required production metrics upon transition to the peak production capacity model.

M.2.1.2 EVALUATION RATINGS FOR FACTOR 1:

The Government has some confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful in performing the contract with some Government

The Government has low confidence that the Contractor understands the requirement, proposes a sound approach, or will be successful in performing the contract even with Government

The Government will evaluate the offeror’s scenario responses and assess its confidence that the offeror will successfully perform all requirements.

M.2.2 ADVISORY DOWN-SELECT: After the Government completes evaluation of Phase I submissions, Offerors will receive Advisory Down-Select notification via email from the Contracting Officer. The Government does not intend to conduct discussions under Phase I.

• Offerors who are rated most highly for Factor 1 will be advised to proceed to Phase II of the proposal submission process.

• Offerors who were not among the most highly rated will be advised that they are unlikely to be viable competitors, along with the general basis for the Government’s advisory recommendation.

The intent of this advice is to minimize proposal development costs for those Offerors with little to no chance of receiving an award. The Government does not intend to provide debriefings after the completion of the Advisory Down-Select Notifications.

M.3 PHASE II – ORAL PRESENTATIONS

M.3.1 FACTOR 2 – PERSONNEL RECRUITMENT AND ONBOARDING

The government will evaluate the offeror’s capability to recruit and onboard, in accordance with the requirements of the PWS, PRS and relevant technical exhibits (including badging, background investigations, Government Furnished Equipment (GFE) management and distribution, and training), sufficient personnel to meet the PWS and PRS requirements to return 10,000 damage assessments per day within 15 days of award of a potential damage assessment task order. The government will evaluate the offeror’s projected count of assessors required to be recruited and onboarded annually to maintain sufficient resources to meet the 10,000 assessment per day production metric. The government will evaluate the offeror’s ability to identify and overcome any impediments to recruiting and onboarding sufficient personnel.

M.3.2 FACTOR 3 – MANAGEMENT APPROACH

Technical Subfactor 3.a, Organizational Structure – The Government will evaluate the offeror’s proposed or existing organizational structure, to include how the functions, roles and responsibilities are defined within the organization and the use of any joint ventures, significant subcontractor relationships, or partnering arrangements.

Technical Subfactor 3.b, TOPR Response – The Government will evaluate the contractor’s identification of the necessary personnel and the proposed workflow necessary to respond to a task order proposal request (TOPR) within four (4) hours of receipt of the notice from FEMA.

M.3.3 EVALUATION RATINGS FOR FACTORS 2 AND 3:

The Government has high confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government

The Government has some confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful in performing the contract with some Government

The Government has low confidence that the Contractor understands the requirement, proposes a sound approach, or will be successful in performing the contract even with Government

The Government will assess its level of confidence that the Offerors will successfully perform all requirements in regard to the recruitment and onboarding of personnel, and their management approach.

M.4 PHASE II - WRITTEN PROPOSAL SUBMISSION:

M.4.1 FACTOR 4 – Past Performance The Government will use relevancy, recency, and performance quality to evaluate the quality of the Offeror’s three past performance references/questionnaires (Attachment 6 Past Performance Form will be provided as part of Phase II of the acquisition) and whether Offerors consistently delivered quality products and/or services in a timely manner with a reasonable degree of customer satisfaction.

Recency is a time period during which past performance reference are considered relevant and is critical to establishing the relevancy of past performance information. Recency is past performance information that is within five (5) years of the due date provided for the written past performance submittal.

Relevance is to determine how relevant a recent effort accomplished by the Offeror is to the effort to be acquired though the source selection. The factors to establish relevancy include, but are not limited to, the following: a.

Similarity in scope to the requirements of the RFP, b. Complexity, c. Dollar value, d. And whether the work was performed as the prime contractor, subcontractor, or as part of a joint venture or teaming arrangement.

Work performed as a prime contractor, key subcontractor, or primary partner in a joint venture will be considered more relevant than work performed in other roles or contracting arrangements.

Past Performance that is found to be both recent and relevant will be evaluated as follows:

Quality of Services is the third aspect of the past performance evaluation to establish the overall quality of the Offeror’s past performance. The past performance evaluation process gathers information from customers on how well the Offeror performed those past contracts. All past performance information is collected and reviewed to determine the quality of the Offeror’s performance, to determine the past performance confidence assessment. The Government may also use past performance information obtained from sources other than the provided references, including, but not limited to, the government's Contract Performance Assessment Reporting System (CPARS).

M.4.2 EVALUATION RATINGS FOR PAST PERFORMANCE FACTOR:

The offeror has verified and relevant past performance that provides high confidence the offer will successfully perform the requirement of the SOW with low performance risk.

The offeror offer has some verified and somewhat relevant past performance that provides some confidence the Offeror will successfully perform the requirement of the SOW with moderate performance risk.

The offeror has a record of poor past performance that provides low confidence the Offeror will successfully perform the requirement of the SOW. Level of performance risk is high.

Neutral

No relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment ratings can be reasonably assigned.

The final technical rating will be based on the evaluation of the individual non-price factors. The final rating will be determined by weighing all of the technical factors. The final technical rating will be given using the same rating scale as Factors 1 through 3.

M.5 PRICE FACTOR 5: PRICE

Price will be evaluated separately from the technical proposal. Price proposals will not be point scored, assigned a numerical weight, nor adjectivally rated. The Government will evaluate prices to determine whether the offered prices are fair and reasonable and reflect a clear understanding of the solicitation requirements. The total evaluated Price will be based upon the quantities and assumptions listed in the solicitation. Offerors should note that the Pricing Schedule will be evaluated for completeness and reasonableness. Price will also be a factor in establishing the competitive range prior to discussions (if held) and in making the final determination for award.

The reasonableness of the prices proposed may be determined on the basis of adequate price competition by comparing the proposed prices among offers. The prices may also be compared against the Independent Government Cost Estimate (ICGE). The government reserves the right to use additional methods, as necessary and as outlined in FAR 15.404, to determine prices are fair and reasonable. Reasonableness will be based on the total evaluated price. The total evaluated price will be the total of the following:

· Fixed price recurring operational costs for the base year and all options (including options under

FAR 52.217-8).

· Time and materials recurring operational costs for the base year and all option years (including options under FAR 52.217-8).

· The proposed damage assessment unit price for the base year and all option years (including options under FAR 52.217-8), multiplied by FEMA's estimate of the average number of required annual damage assessments.

The Government may choose to exercise the Option to Extend Services at the end of any performance period (base or option periods). Prices for the base and option periods, including the 6-month option available under FAR 52.217-8, will be evaluated to ensure that they are fair and reasonable for performance of the requirements established in the solicitation and as proposed in the technical submission. The price for the effort associated with FAR 52.217-8 will not be included in the total awarded value at contract award.

If, at the end of the contract’s/order’s period of performance (the end of the base period or any option period) and within the time period established in the clause, the Government chooses to exercise this option, the pricing will be pursuant to the rates specified in the contract for the preceding performance period. To account for option periods possible under FAR 52.217-8 (maximum of six months) the Government will evaluate the option to extend services by doing the following:

· Adding six months of the offeror's fixed price recurring operational costs for the final option period to the total of fixed price recurring operational costs for the base year and four (4) option years.

· Adding one half of the time and materials recurring operational costs for the final option period to the total of the time and materials recurring operational costs for the base year and four (4) option years.

· Multiplying the damage assessment unit price for the final option year by one half of FEMA's estimate of the average number of required annual damage assessments, then adding that dollar amount to the product of the proposed damage assessment unit price and FEMA's estimate of the average number of required annual damage assessments for the base and four (4) option periods.
