About this opportunity

FEMA issued a Request for Information on October 22, 2026 regarding modernization of the National Flood Insurance Program's contract support model, with responses due by December 10, 2026. This is not a Request for Proposal and FEMA will not compensate respondents.

FEMA is reorganizing NFIP support into five primary contract categories: Architect-Engineer Services covering flood risk data production, validation, technical analysis, post-disaster hazard data collection, and building science support; Customer Care and Stakeholder Engagement for contact center services, communications, outreach, marketing, and community engagement; Program Management for coordination and project tracking; Subject Matter Expertise including insurance underwriting, claims support, geospatial analysis, quality assurance, floodplain management, and Community Rating System support; and emerging needs related to automation and machine learning. Not all current NFIP support contracts will be recompeted immediately. FEMA is also identifying support structures remaining outside this RFI's scope, including IT systems operations and maintenance through FEMA-wide contracts, insurance agent training, NFIP Direct insurance services, and Letters of Map Amendment/Revision processes.

Respondents must address ten questions regarding process automation, regulatory obstacles, data integration, stakeholder engagement, pilot opportunities, performance metrics, organizational capabilities, and contract model constraints in a response not exceeding 15 pages, submitted as PDF to bryan.falcone@fema.dhs.gov and alexander.ramireztorres@fema.dhs.gov. FEMA will conduct an Industry Day in mid-November offering both in-person and virtual participation options.

Notice text

FEMA is modernizing the National Flood Insurance Program to improve how it assesses and communicates flood risk, prices and delivers flood insurance, manages floodplains, and provides mitigation assistance. The goal is to help individuals, communities, states, and private-sector partners better understand and reduce flood risk while using policyholder and taxpayer funds efficiently. To support this effort, FEMA is integrating staff, initiatives, and support structures into a more unified NFIP operating model. The draft contract support model described in the RFI pursues those outcomes.  Work will be grouped into several categories described in the RFI.  Not all current NFIP support contracts will be recompeted immediately. This document also identifies selected support structures and contracts that are not currently within the scope of this RFI to provide a more complete picture of the NFIP support environment.  Please see attached RFI for complete details.
