About this opportunity

The Department of the Air Force Test Center (AFTC) Arnold Engineering Development Complex (AEDC) is seeking a contractor to design, procure, and install a new facility exhaust system at Arnold Air Force Base in Tennessee. This acquisition involves developing an independent exhaust plant for high-temperature materials testing in arc heaters, capable of providing vacuum at flow rates of 1-30 lbm/s using a steam ejector with an on-demand boiler system. The contractor must demonstrate capabilities in design and analysis, manufacturing, integration, and must maintain process air temperatures under 120°F while meeting OSHA and EPA emissions standards. Proposals will be evaluated based on technical factors (most important), past performance, price, and small business participation, with a minimum 10% small business participation requirement. The solicitation has been amended with final proposal submissions now due by 2:00 PM Central Time on June 30, 2025, and offerors must provide at least 90 calendar days for government acceptance after the proposal due date.

This procurement operates under full and open competition with no set-aside designation, classified under NAICS code 333248 (All Other Industrial Machinery Manufacturing) with a business size standard of 750 employees. The government intends to award a single, firm-fixed-price requirements contract with a five-year ordering period, with an estimated total contract value of $90 million based on the small business participation calculations. The performance period for the initial work is 30 months, with the boiler system required to move from standby to full capacity within 45 minutes and maintain long standby periods. Work will be performed at Arnold Air Force Base in Tullahoma, Tennessee, utilizing existing natural gas systems (100 Mcf/day capacity) and cooling water systems (20,000 gpm raw water availability). Notably, funds are not presently available for this effort, and the government reserves the right to cancel the solicitation at any time without reimbursing offerors for proposal preparation costs.
