About this file
Attachment L-9 is a Small Business Participation Commitment Document for the Facility Exhaust System solicitation (FA9101-25-R-B001). The document requires all offerors, both large and small businesses, to complete a detailed form specifying their small business participation strategy. The Small Business Minimum Quantitative Requirement is 10% of the total contract value, with offerors required to break down participation percentages by business size and socio-economic categories such as Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Service Disabled Veteran Owned Small Business (SDVOSB), and HUBZone Small Business.
For large businesses, an additional requirement is to submit a comprehensive subcontracting plan meeting FAR 52.219-9 requirements. The document instructs offerors to provide detailed information including the total percentage of work to be performed by large and small businesses, a breakdown of small business subcategories, a list of principal supplies/services to be performed by small businesses, and a description of the commitment type (e.g., written contract, verbal agreement, joint venturing). Offerors must ensure their subcontracting plans are consistent with their Small Business Participation Commitment Document to be eligible for award.
