About this opportunity

The Air Force Test Center's Arnold Engineering Development Complex (AEDC) is preparing to issue a full and open competitive request for proposal (RFP) for a new test facility exhaust system. The acquisition will encompass design, procurement, and installation of industrial machinery, specifically compressors and vacuum pumps, classified under NAICS code 333248 with a business size standard of 750 employees. The solicitation will be released on or about April 7, 2025, with proposal submissions required through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. All responsible sources may submit proposals, which will be evaluated and considered by the agency. Potential offerors must monitor SAM.gov for acquisition documents and comply with all applicable export control regulations, including DFARS 252.225-7048 and relevant export control guidelines.

The pre-solicitation notice indicates no specific set-aside for the contract, suggesting open competition for all qualifying businesses. The anticipated proposal due date is approximately May 22, 2025, providing potential contractors approximately 45 days to prepare their submissions. The contract falls under the Department of the Air Force Materiel Command Test Center and is subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. While specific award values are not disclosed, the complexity of designing and installing a facility exhaust system suggests a potentially significant procurement. U.S. prime contractors interested in the project must carefully navigate requirements around foreign subcontractors or employing non-U.S. citizens, ensuring strict compliance with export-controlled item regulations.
