About this file
This document is a Questions and Answers (Q&A) file for the FA910125RB001 Facility Exhaust System solicitation, dated 20 May 2025. The Q&A contains 14 technical and administrative questions from potential offerors, covering details about system design constraints, water and utility interfaces, system requirements, and contract administrative matters. Key technical clarifications include: the government's requirement for a 17-degree maximum cooling water temperature rise to protect aquatic life, confirmation of raw water temperature ranges (35-85 degF), availability of utility resources (no potable water, demin water, high pressure or plant air available), and specific system preparation and testing time constraints. Administrative clarifications address project scheduling, design review processes, and contract line item (CLIN) expectations, with the government noting that the Contractor Statement of Work (CSOW) covers the entire effort, not just the initial design order, and is subject to potential schedule adjustments based on funding and other factors.

Question # Document Page Number Section Name Question Government Response
Technical Requirements Document
7.0 Design Conditions - 7.5 Can the Government clarify what is driving the maximum cooling water 17 degree temperature rise (typical ejector train intercondenser design allows for a 30 degree temperature rise)?
The calculated maximum temperature rise expected from the plant during testing is 17degF. This allows the Government to meet environmental constraints to protect indicator species aquatic life.
This number assumes that condenser water is directly fed to an outlet line which drains to the nearby retention pond. If a cooling tower is needed, it is not in the Government's best interest to absorb the additional cost of a cooling tower from 20 degF to 30 degF differential.
Technical Requirements Document
6.1 System Interfaces Would the Government consider alternative design solutions for the condenser cooling water return (i.e., instead of to the Raw Water return line)?
The Government will consider alternative design solutions for the condenser cooling water return, provided the system fits within its allotted location and does not exceed the maximum acceptable retention pond temperature of 86.9 degF if/when the water is returned to the retention pond.
Technical Requirements Document
6.1 System Interfaces Can the Government please provide a water quality report for the Raw Water? A raw water quality report is provided for reference with this Q&A. Note that the raw water quality is not controlled and is pumped directly from a lake.
Technical Requirements Document
8.0 Design Constraints - 8.35-1 Can the Government please verify that 20,000 gpm is only accessible for 2 hours daily (all other utilities are available 24 hours daily).
The Government confirms that Attachment 2 - TRD, section 8.35 is correct.
Technical Requirements Document
8.0 Design Constraints - 8.35-3 Can the Government please verify that 0 gpm of potable water is available. Section
6.1 of TRD lists potable water interface
Potable water interfaces are not available.
Technical Requirements Document
6.1 System Interfaces Can the Government provide the Raw Water maximum and min design temperatures. The Raw Water minimum design temperature is 35degF and the maximum is 85degF.
The temperature differential will be incorporated in Amendment 0001.
Technical Requirements Document
Statement of Objectives (SOO)
5.1 Exhaust System Requirements -
5.1.1.2
6.1. Exhaust System Requirements -
6.1.2
In Section 5.1.1.2 of the TRD, it has the threshold value listed as "4 clock hours".
Can the Government please clarify the difference in 4 clock hours system prep time and the 8 work hours turn over from previous test configuration?
Attachment 1 - SOO, sections 6.1.2 and 7.2.1 should state "4 work hours" and "4 hours" respectively.
These sections will be corrected in Amendment 0001.
Technical Requirements Document
Statement of Objectives (SOO) 5
5.1 Exhaust System Requirements -
5.1.1.2
6.1. Exhaust System Requirements -
6.1.2
Can the Government please provide the maximum number of tests per day? The Government will not provide the maximum number of tests per day as it is not relevant to this requirement.
Technical Requirements Document
6.1 System Interfaces Can the Government please provide what flow rate of Demin water is available daily?
No demin water is available. If the Offeror's proposed system requires demin water, it must be made from raw water at the rate required by the Offeror's proposed design.
Technical Requirements Document
6.1 System Interfaces Can the Government please provide what flow rate and pressure of High Pressure
Air is available daily?
No high pressure air is available. If the Offeror's proposed system requires high pressure air, it must be made/supplied at the rate required to sustain system and run rate.
Technical Requirements Document
6.1 System Interfaces Can the Government please provide what flow rate of Plant Air is available daily? No plant air is available. If the Offeror's proposed system requires plant air, it must be supplied by the
Offeror.

2.2 - Milestones
The SOO states that the "Planned, significant events scheduled to occur at specific times in performance of the SOW, throughout a time-period not exceeding 30-months, to include all deliverables" which leads us to assume the SOW is for design only. Can the Government please confirm that the Contractor SOW (CSOW) and the
Contract Data Requirements List (CDRL) only cover the Initial Order (Design)
(CLIN 0001)?
The CSOW is for the entire effort, not only the initial order for Design. The Government understands schedule will be subject to change based on a multitude of factors including funding, issuance of follow-on orders, unexpected long lead times, etc.
Solicitation - Form 1449
Solicitation - Form 1449 Can the Government please clarify what schedule is being referenced in Blocks 15, 20, & 29? Can you please clarify which document or attachment, or section of the
RFP are your referring to when you say "see schedule".
SEE SCHEDULE on 1449 blocks 15, 20 and 29 is autogenerated.
Block 15 is linked to page 6, Deliveries or Performance.
Blocks 20 and 29 are linked to page 3, Supplies or Services and Prices or Cost.
Because this is a requirements contract, details for those sections will be established at the order level.
