About this file
This Statement of Objectives (SOO) details requirements for the Air Force Test Center's Arnold Engineering Development Complex (AEDC) Facility Exhaust System project. The primary objective is to design, build, and install an independent exhaust plant for high-temperature materials testing in arc heaters, with critical performance parameters including providing vacuum at a flow rate of 1-30 lbm/s, turning over test configurations in 8 work hours, and maintaining process air temperatures under 120F. The system must use a steam ejector with an on-demand boiler system, create vacuum without dependence on steam accumulators during normal operation, and meet OSHA and EPA air emissions standards.
Key technical requirements include a boiler system capable of moving from standby to full capacity in 45 minutes, maintaining long standby periods, and designed such that losing a single boiler or ejector train results in no more than 25% capacity loss. The project will interface with existing natural gas and cooling water systems, with the cooling water system providing 20,000 gpm of strained raw water. The contract will have a 30-month performance period, with the government holding periodic tag-up meetings at least every other week to maintain visibility into schedule, performance, and risks.

Statement of Objectives
AEDC- Facility Exhaust System
1. Program Objectives AEDC conducts high temperature materials testing in arc heaters that share a common infrastructure. This project is to design a system that will pull exhaust vacuum to those heaters. This effort will design, build, and install the exhaust equipment necessary to achieve the needed AEDC capability.
The minimum success criteria are to provide a solution that will meet the performance envelope of the sub atmospheric heaters, as well as the runs per year requirements to meet the planned growth in testing capacity.
Contract Objectives At a minimum, the contract shall define the following:
2.1. Work to be Performed
Specific, performance based, quantitative terms of the work to-be-done. In the form of a Statement of Work (SOW) to satisfy the requirement in accordance with (IAW) the Technical Requirements Document. The Government will hold periodic tag-up meetings at least every other week. the frequency of these meetings may be increased if the work paced requires it.
2.2. Milestones
Planned, significant events scheduled to occur at specific times in performance of the SOW, throughout a time-period not exceeding 30-months, to include all deliverables.
2.3. Data Deliverables
Tangible or intangible data items produced as a result of the work performed, and their anticipated delivery date, method of delivery, format, and quantity.
2.4. Data Rights
Data Rights for all technical data and reports (i.e., data deliverables) produced in performance of the SOW shall be provided in accordance with solicitation provisions and contract clauses.
3. Quality Control Plan (QCP)
Development and maintenance of a quality control plan to ensure the requirement is met in accordance with the contract and design documents. Development and implementation of procedures to meet milestones. Development and implementation of procedures to ensure appropriate corrective action is taken when milestones are not met. All applicable state, federal, and industry environmental and safety codes shall be adhered to. An example of codes known to

AEDC are given as part of the technical requirements attachment. This is not necessarily an exhaustive list and it is the contractor’s responsibility to comply with all applicable standards. It is also the contractor’s responsibility to confirm all job site conditions and location of utility interfaces before construction begins.
4. Program Management Objective Allow offerors the maximum flexibility to innovatively manage schedule, performance, risks, warranties, subcontracts, and data so that it satisfies the user’s performance requirements (see SOO Attachment 1). Clear government visibility into the schedule, performance, and risks shall be maintained.
5. Facility Background A vacuum system is required for sub atmospheric heater operations to provide the required maximum exhaust capability for proper nozzle flow stream in the test cell. Process air is evacuated from the test chamber. The process air then traverses the air cooler for removal of residual thermal energy. From the cooler, the air is ducted to the exhaust system which provides the necessary suction. NOx mitigation to reduce total effluent and/or stack NOx concentration may be required between the cooler and the stack exit to satisfy the state emissions license. Use of water spray banks and introduction of dilution air are two strategies successfully used to reduce effluent concentrations in the legacy AEDC vacuum plants.
Figure 1 Shows the interfacing systems. Section 6 provides the Critical Performance Parameters of the subject system. Section 7 details the requirements on the interfacing systems that are under concurrent design by others.

6. Performance Parameters The following is a list of the critical performance parameters (PPs) required to meet the objective of the AEDC-New Arc Heater Facility Exhaust System.
6.1. Exhaust System Requirements
6.1.1. Provide an independent exhaust plant which provides vacuum at a flow rate of 1-
30 lbm/s at 0.5 psia measured after the cooler to allow for complete expansion of the nozzle free jet.
6.1.2. The system shall be able to turn over from a previous test configuration in 8 work hours to meet the test pace.
6.1.3. The maximum temperature of process air entering the exhaust system is 120F.
6.1.4. The flow out of the exhaust system shall not exceed OSHA hazardous air emissions standards for personnel safety at any distance from the out-flow from ground level to 100 feet in elevation. EPA stack height requirements from chapter 3745-16 shall be followed with a minimum stack height of 214 ft.
6.1.5. The exhaust system shall create vacuum using a steam ejector with an on-demand boiler system,
6.1.6. The exhaust system shall not be dependent upon steam accumulators during normal operation. Accumulators are acceptable if they are required to keep the system safe during a failure condition.
6.1.7. The boiler system shall be capable of moving from standby to full capacity in 45 minutes.
6.1.8. The boiler system shall be capable of long periods of standby.
6.1.9. The boiler and ejector systems shall be designed such that loss of a single boiler unit or ejector train shall result in no more than a 25% loss in capacity.
6.1.10. The boiler system shall include a feed water conditioning system which meets the
American Society of Mechanical Engineers (ASME) and American Boiler Manufacturer Association (ABMA) recommendations.
7. INTERFACING SYSTEMS
7.1. Natural Gas System
7.1.1. The natural gas system is capable of providing 100 Mcf/day with 24 hours/day availability.
7.2. Cooling Water System Requirements
7.2.1. Cooling water systems shall be able to turn over from a previous test configuration in 8 hours to meet the test pace.
7.2.2. Strained raw water flow of 20,000 gpm will be available during operation.
7.2.3. Supplied raw water will be strained by 1/8” mesh filters. If additional filtering is required for boiler and/or heat exchanger operation it is the responsibility of the contractor to supply additional filtering.
