About this opportunity
The Federal Aviation Administration (FAA) is seeking to procure Commercial Off-the-Shelf/Non-Developmental Items (COTS/NDI) Engine Generator Systems (EGS), including comprehensive manufacturing, maintenance, and life cycle in-service support. The solicitation (693KA8-24-R-00012) is a Screening Information Request that will utilize a best value source selection methodology, where the technical approach is significantly more important than price. Proposals will be evaluated across five key factors: Past Experience, Equipment Proposal, Logistics Proposal, Training Proposal, and Key Personnel. Potential offerors must submit their complete proposals by July 29, 2024 at 12:00 PM Eastern Time, with a deadline for submitting questions and comments set for June 20, 2024 at 12:00 PM Eastern Time. The FAA will evaluate past performance on an Acceptable/Unacceptable basis and reserves the right to make multiple awards or no award at all.
The solicitation does not have a specific small business or socio-economic set-aside designation. The contract will have a total potential period of performance of 10 years, consisting of a two-year base period and four two-year option periods. While the maximum contract value is to be determined at time of award, the contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement with Firm Fixed Price, Labor Hour, and Cost Reimbursement line items. The place of performance will be throughout the United States, including facilities in CONUS and OCONUS locations, with the potential to deliver generator systems ranging from 10 kW to 1500 kW in both diesel and propane configurations. The government will require the successful contractor to provide a comprehensive suite of services including program management, technical support, logistics support, training, and quality control for the engine generator systems and associated equipment.
