20 What is the FAA’s expected timeline after award for the contractor to have the “Key Personnel” designated? Section C DESCRIPTION/SPECS./
WORK STATEMENT C.3.1.1 6 See SIR Section L.7.5 VOLUME II, FACTOR 5 – KEY PERSONNEL. The Offeror must submit resumes and letters of intent for Key Personnel as part of the proposal submission.
21 What is the system being referred to that must meet Federal Information Publication Standard 199 (FIPS-199)? Section C DESCRIPTION/SPECS./
WORK STATEMENT C.3.3.1.a 13 FAA Power and Control Monitoring Systems. COTS equipment under this contract will be a component in these systems at selected FAA Facilities.
22 Can you provide a copy of the System Security Plan and the System Characterization Document referred to in this section? Section C DESCRIPTION/SPECS./
WORK STATEMENT C.3.3.1.b 13 These documents will be provided at contract award.
If the Government requires FAT testing, the requirement states that the testing must be performed within “28 calendar days following written notification from the CO or COR”. Even though the equipment is COTS, it is configured to order and would not be available in the specified timeframe. If the incumbent is awarded this contract, will FAT be required since the equipment being provided would be functionally th same as provided on the previous contract? This would be a much better value to the Government. If FAT is required, will the Government consider a longer time frame for testing or consider utilizing equipment already built against the previous contract? As another option, in lieu of FAT, will the Government accept Prototype Test Summary Reports for the various equipment models?
Section C DESCRIPTION/SPECS./ WORK STATEMENT C.3.3.10 and sub sections 15 FAT will be requested at the discretion of the FAA test scheduling will be coordinated between the FAA and the awardee.
Can you please provide a definition of Recommended Spare Parts List (RSPL), also referred to as “Depot” spare parts in this paragraph and in C.3.4.4.3. How may the RSPL be different than the Site Spare Parts List (SSPL) listed in C.3.4.2.1.2?
Section C DESCRIPTION/SPECS./
WORK STATEMENT C.3.4.2.1.1 20
A recommended spare parts list (RSPL) is the same as a depot spare parts list. Meaning a recommended list of spare parts that is needed on the shelf to meet the priority response times for any replacement part orders. Site spares are spares required to be stored at the individual sites (rather than the depot) for more immediate system restoration. Removed the word "depot" from C.3.4.2.1.1.
25 Can you please provide a definition of Spare Parts Peculiar? Section C DESCRIPTION/SPECS./ WORK STATEMENT C.3.4.2.1.4 20 Spare parts peculiar means the spare parts were manufactured specifically for use on the system being supported. The part is not used elsewhere, so not available elsewhere.
26 Can you please confirm what item(s), and an example of what items are intended to be used for LMI data collection? Section C DESCRIPTION/SPECS./
WORK STATEMENT C.3.4.4 23 All replaceable parts are intended to make up the LMI data.
27 What is the anticipated timeline after award when the FAA may want to establish a CDLS Warehouse? Section C DESCRIPTION/SPECS./
WORK STATEMENT C.3.5.4.1 30 If it is determined that a CDLS warehouse is required to meet the priority response times, then the timeline for implementation will be coordinated between the FAA and the awardee.
Since the FAA is using COTS equipment, will the FAA accept the offeror’s existing training classes in lieu of FAA-specific training? This would provide a better value to the government while still meeting the government’s training needs.
Section C DESCRIPTION/SPECS./
WORK STATEMENT C.3.6.4 37
Yes. Traditionally, the vendor training is relied upon to provide relevant system training to technicians during the intial deployment of the system. During this period, the FAA evaluates the feasibility of supplementing that training or creating more FAA-customized solutions to meet long term need.
Will the FAA require additional training development if the incumbent is awarded this business since equipment training on the incumbent’s products has previously been developed?
Section C DESCRIPTION/SPECS./
WORK STATEMENT C.3.6.4 37
Existing training materials likely do not cover any new variations introduced during this new contract period and will need to be developed for integration with existing training solutions. (New Systems) Configurations that are to be phased out in this contract may trigger course development to remove from training solutions. (Old Systems) Additionally, updates to configurations and designs may also need to be addressed in existing materials. (Updates to existing Systems)
Section B Pricing attachment for the Base Period shows qty 4 CLIN X127B (Contractor Conducted On-Site Training Tuition (per site)). Is Qty 4 approximately how many Contractor-Conducted Training classes the FAA will require during base period of the contract? About how soon after award might the FAA want to hold the first on-site Contractor Conducted Training Class?
Section C DESCRIPTION/SPECS./
WORK STATEMENT C.3.6.4 37
4 course offerings would allow for key persons (engineering, training, SME, etc.) to receive training directly from the vendor to support the intital deployment. If the FAA training development was launched immediately after award, the FAA can reasonably expect a development, review, and evaluation period of 6-12 months, depending on training length and complexity.
There are standards for advance notification of travel for participation in training that must be observed for labor relations purposes. That may be a driver of the lag between contract initiation and the first vendor conducted training. There may also be material acquisition requirements and preparatory steps required by the vendor to establish a training system or adapt an existing installation for training.
31 This barcode practice was removed from the previous EG contract. Is the FAA intending to reimplement this in the new contract? Section D PACKAGING AND
MARKING D.2.2.a. 4 Barcode is an FAA requirement and waiver will not be utilized.
Is it an error to have the standby system CLINs X148, X149 and X150 listed under this section as being deliverable within 180 calendar days?
