Questions regarding the draft solicitation must be submitted no later than 9:00 AM CST on November 12, 2025, through the ProjNet website using bidder key FVMPY4-RJWTC7, with the final Request for Proposal expected to be posted following the question period.
This procurement includes no set-aside designations and represents a continuation of services previously performed by APTIM Federal Services, LLC under contract W912DY-21-F-0076, as evidenced by the existing Facility Maintenance Plans for multiple installations. The contract encompasses comprehensive maintenance for 11 major military installations and fuel support points in South Korea, including Kunsan Air Base, Osan Air Base, Suwon Air Base, Taegu Air Base, K-16 Air Base, Camp Casey, Camp Carroll, Camp Walker, Camp Humphreys, Kimhae Storage Annex, and Kwang-Ju Air Base, with real property assets detailed in Appendix K containing over 500 fuel-related infrastructure components. The anticipated contract start date is October 29, 2025, with service requirements covering quarterly, semi-annual, and annual maintenance inspections across bulk fuel facilities, operational fuel systems, and associated pipelines and infrastructure. While specific contract values are not disclosed in the draft solicitation, the scope includes extensive facility maintenance tasks documented in comprehensive Facility Maintenance Plans for each installation, involving complex fuel handling systems and specialized equipment maintenance across multiple service branches. The contractor must submit extensive Contract Data Requirements List (CDRL) deliverables throughout performance, including initial staffing documentation, preventive maintenance schedules, service order submissions, quality control audits, and monthly status reports to the requiring office CEHNC-CT.
