About this file
This Technical Evaluation Form is for a federal contract opportunity related to facility maintenance services for petroleum facilities and Defense Logistics Agency (DLA) capitalized facilities. The document outlines comprehensive technical requirements for offerors, including detailed sections on contract staffing, safety protocols, maintenance activities, and service order management. Key technical areas include preventative and corrective maintenance, facility maintenance plans, team composition, and specific requirements for executing maintenance activities across multiple sites.
The evaluation form requires offerors to provide detailed responses across 12 sections, covering topics such as organizational structure, safety programs, initial site visits, maintenance recordkeeping, and service order processes. Offerors must demonstrate capability in performing maintenance on petroleum facilities, complying with military and safety standards (such as UFC 3-460-03 and EM 385 1-1), and managing complex maintenance activities with specific metrics and reporting requirements. Two specific maintenance deficiencies are highlighted: inoperative security lights at one facility and a mechanical seal failure on a horizontal split case pump at another facility, which offerors must address through comprehensive service order documentation.
