About this opportunity
The Department of the Navy Naval Facilities Engineering Command, through NAVFACSYSCOM Mid-Atlantic, seeks a fixed-price design-bid-build construction contract for the P-1550 SOF Marine Raider Battalion Company & Team Facilities at Marine Corps Base Camp Lejeune, North Carolina, with proposals due October 30, 2026 at 1400 hours. The set-aside is "No Set-Aside Used." Amendment 0014 (October 29, 2026) states the deadline is not extended and warns that offers may be rejected without timely acknowledgment of amendments. The deadline has moved from September 2, 2026 through Amendments 0008 through 0012.
Work is performed at Stone Bay, Camp Lejeune, and includes a battalion operations, supply, communications, and intelligence facility of 6,815 SM (73,400 SF), company headquarters and team facilities of 11,812 SM (127,200 SF), and company storage buildings of 1,635 SM (17,600 SF), plus sitework, utilities, and pile foundations on surcharged sites. The contract completion period is 1,246 calendar days, and work must commence within 15 days of notice to proceed. Liquidated damages are $12,750.08 per day.
Base CLIN 0001 covers the full building and sitework scope. Four options are priced separately: CLIN 0002 for contaminated soil disposal (55,000 tons, 270-day exercise period), CLIN 0003 for dewatering effluent treatment (500,000 gallons), CLIN 0004 for audiovisual equipment with a Government Estimated Price of $2,175,534, and CLIN 0005 for furniture, fixtures, and equipment with a Government Estimated Price of $8,526,854.03. Options 4 and 5 carry a Handling and Administration Rate not to exceed 5 percent. Evaluation adds all option prices to the base, but the Government is not obligated to exercise them. Amendment 0005 incorporates DFARS 252.232-7007 with an initial CLIN 0001 allotment of $79.5 million at execution, a $71.4 million FY27 increment, and an FY28 increment for the remaining balance.
Security requirements are project-wide under a Construction Security Plan that requires US persons, daily badging, two-layer fencing with Entry Control Points, and no privately-owned vehicles inside the construction fence. MARSOC compound access requires secondary security processing, and the prime must submit employee rosters to the NAVFAC Construction Manager. Essential personnel include one full-time Site Safety Health Officer, one Quality Control Manager, and one Superintendent, and QC specialists must be prime employees, not subcontractors. Repair and renovation projects do not qualify under corporate experience factors. Davis-Bacon wage determination NC20260010 applies (Onslow County).
Proposals are evaluated with Factor 2 requiring an unlimited-page CPM schedule and a one-page summary, and the Government intends to award after negotiations under FAR 52.215-1 Alternate I. The Government intends to award before the end of calendar year 2026. Factor weights are not stated in the source. Environmental constraints include UXO training, tree-cutting moratoriums (April 15–July 31 and December 15–February 15), and dewatering treatment to 35 ppt combined PFAS. Contracting officer Andy Bui administers the solicitation at andy.h.bui.civ@us.navy.mil or 757-341-1652.
