About this file

This is a Questions and Answers (Q&A) document for a federal construction solicitation at Camp Lejeune, North Carolina, dated May 29 through June 15, 2026. The document contains inquiries from prospective bidders and government responses regarding specifications, drawings, and solicitation requirements for a major construction project estimated between $100 million and $250 million involving three Special Operations Forces (SOF) facilities.

Key technical clarifications address discrepancies in electrical drawings (conduit sizing, cable schedules, duct bank configurations), mechanical systems (louver schedules, water meter details, control wiring requirements), architectural elements (door hardware sets, window designations, wall finishes), and RF shielding specifications for secure facilities. Critical issues include the removal and subsequent reissuance of Controlled Unclassified Information (CUI) drawings requiring NDA execution and CMMC Level 2 compliance for subcontractors, which raised concerns about fair competition and timeline adequacy. The government declined to extend the original proposal due date but noted inquiries would be considered. Major unresolved questions concern IEEE 299 RF shielding testing parameters, structural beam detail conflicts, dampproofing specifications, roof warranty requirements, and the scope of essential personnel needed for project management. The government confirmed hiring an independent commissioning firm, clarified that repair and renovation projects do not qualify under corporate experience factors, and addressed utility cost responsibility, security requirements (US Citizens and Persons authorized to work), and tree removal responsibilities assigned to the King Timber Resources (KTR).

1.2 SecƟon 01 14 00 Work RestricƟons, Part 1.2 states, "The Contractor shall comply with all special scheduling requirements as described in the aƩached project descripƟon and as noted on the drawings." The referenced special scheduling requirements are not found in the project descripƟon in SECTION 01 11 00 of the RFP. Please clarify the locaƟon and/or if these requirements are forthcoming?

Submit proposals in accordance with RFP, SpecificaƟons, Drawings and all amendments.

5/29/2026 Amendment 0001 4.1 Site Visit The informaƟon regarding the site visit provided in Amendment 0001 states: 1. "Everyone is required to submit their name on the aƩached spreadsheet for MARSOC." and 2. "Those wishing to aƩend the site visit must submit the base access and MARSOC spreadsheets no later than June 8, 2026, by 2:00 PM EDT to Ashley Ruiz at ashley.l.ruiz10.civ@us.navy.mil."

Please provide the necessary spreadsheet for submiƫng the names of site visit aƩendees.

Please check SAM.gov for aƩachment

5/29/2026 Amendment 0001 4.1 Site Visit A site visit is scheduled for Thursday, June 11th, and bidder inquiries are due on Monday, June 15th, which is two (2) business days aŌer the site visit, as outlined in the solicitaƟon requirements. Would the Government consider extending the inquiry due date? An extension would provide adequate Ɵme aŌer the site visit for bidders to submit quesƟons, thereby reducing project risks for both the Government and the Offerors, and improving the Offerors' ability to submit accurate and compeƟƟve pricing.

The Government is noƟng these inquiries and may decide accordingly.

Site Drawings ES504 & ES502 The cable schedule on ES504 references detail B4 on Drawings ES502. The sable schedule indicates new conduit size as 6", Detail B4 is indicaƟng a conduit size of 5 ". please confirm which conduit size is correct.

Provide 6" conduit per schedule.

Site Drawings ES101 & ES504 ES101 calls for the demoliƟon of JB2 and installaƟon of the new switch board 1. JB2 is currently connect down stream to JB3 that is not in contract. please confirm any restricƟons to replacing JB2 with SW 1 as it impacts JB3.

DownƟme must be specifically coordinated with contracƟng officer to minimize interrupƟon for acƟvity.

Building A2 FA105 Team Staging/Storage room 134 does not have a pull staƟon, all other team staging/storage rooms have pull staƟons. does this room require a pull staƟon?

Yes, this room requires a pull staƟon at the exterior door.

Civil Drawings

The civil plan documents provided are unable to be vectorized, meaning the contours shown on the plans cannot be imported into industry standard takeoff soŌware. Our understanding is that this is due to the engineer scanning the drawings to create the PDF rather than generaƟng a digitally vectorized PDF directly from CAD.

Would it be possible to provide either: A vectorizable PDF plan set, or The associated CAD files so that we can proceed with our takeoff?

The Civil PDF documents are created directly from cad and are not scanned drawings. However, they are flaƩened prior to submiƩal to the Government. The AE has provided simplified cad files of the exisƟng contours and proposed contours with this response to quickly resolve this issue.

SF-1442 Box 13 AddiƟonal SolicitaƟon Requirements

In light of the solicitaƟon’s issuance on May 15, 2026 and the subsequent removal of drawings containing Controlled Unclassified InformaƟon (CUI), we respecƞully request that the Government extend the proposal due date to July 10, 2026, providing a full proposal preparaƟon period following issuance of Amendment 0001 (May 28, 2026).

As confirmed in the PPI responses, certain CUI drawings were iniƟally released publicly and later removed, with access now requiring NDA execuƟon and distribuƟon via DoDSafe. This sequence may have allowed some offerors earlier access to criƟcal design informaƟon, creaƟng a potenƟal imbalance. Extending the due date would ensure all offerors have equitable access and sufficient Ɵme to fully review the complete drawing package and develop a well-informed, compeƟƟve proposal.

The Government is noƟng these inquiries and may decide accordingly.

RFP- Page 8 Non-Price Factors Factor 1 Corporate Experience

Would the Government consider allowing repair and renovaƟon projects to be submiƩed under Factor 1 – Corporate Experience, provided such projects meet or exceed the solicitaƟon’s stated requirements for size, scope, and complexity?

Given that the solicitaƟon defines relevant experience as projects comparable in size, scope, and complexity, including large-scale faciliƟes with significant coordinaƟon of structural, architectural, MEP, and site/civil elements, as many repair and renovaƟon projects of similar magnitude involve the same mulƟdisciplinary coordinaƟon, phasing, and technical challenges as new construcƟon. Inclusion of these projects would allow offerors to demonstrate comprehensive capabiliƟes aligned with the intent of the evaluaƟon criteria and support broader and more compeƟƟve parƟcipaƟon

Please propose per the RFP

RFP- Page 8 Non-Price Factors Factor 1 Corporate Experience

Would the Government consider expanding the allowable Ɵmeframe for relevant project experience under Factor 1 from 10 years to 15 years?

The solicitaƟon requires projects completed within the past 10 years, yet the magnitude of this procurement, esƟmated between $100M and $250M and involving highly specialized SOF faciliƟes, represents projects that are relaƟvely infrequent within the federal construcƟon market. Expanding the Ɵmeframe would allow the Government to evaluate a broader pool of highly relevant, comparable projects that best demonstrate contractor capability for projects of this size, complexity, and mission criƟcality.

Please propose per the RFP

6/5/2026 01 91 00.15 22 1.1 Could the government please confirm they will hire the building commissioning firm for this project?

Confirmed

6/10/2026 Amendment 1 removed the A1-BN HQ drawing set and reissued it labeled as CUI, requiring an NDA to be completed. However, 252.204-7021 nor 7025 were revised changing the CMMC Level 1 requirement. Please confirm CMMC Level 2 (self) is required to handle, store, or transmit the A1-BN HQ CUI drawings by both the Prime Contractor and any Subcontractor.

Confirmed

6/10/2026 Amendment 1 revised the A1 - BN HQ set of drawings labeled all drawings as CUI. The original set of drawings only had a CUI label for the AY or RF Shielding drawings in that file.

Making the enƟre file CUI has Ɵme and cost impacts as the documents have to be handled per CMMC Level 2 requirements and is restricƟve because many subcontractors do not have a CMMC Level 2. Please consider removing the CUI label to only the AY or RF shielding drawings as originally issued. If this can not be achieved, please extend the bid date by 4 weeks.

CUI labels will remain.

6/15/2026 09 51 00 2.1.1 Ceiling AƩenuaƟon Class and Test in the AcousƟcal Ceilings Spec calls for a CAC of 40 for ACT- 1 and 35 for ACT-2. Then in SecƟon 2.2.1, the criteria for ACT-1 calls for 0.75 NRC and 35 CAC.

The Fine Fissured Ceiling Ɵle called for on the Finish Legend that meets the 40 CAC does not meet the 0.75 NRC. If the 0.75 NRC is desired, SecƟon 2.1.1 would have to be excluded, and a 35 CAC ceiling Ɵle would have to be used. Please clarify which criterion should be followed.

(SEE ATTACHMENTS)

Please refer to what is called out in the finish legend. A

0.70 NRC is sƟll considered high absorpƟon.

6/15/2026 09 51 00 2.2.2.5 SecƟon calls for Minimum Light Reglectance of 0.85 for ACT-2. This will be impossible to accomplish since the Ɵle called for on the Finish Legend for ACT-2 in Building A1 is a black ceiling Ɵle. Please confirm that a black ceiling Ɵle is sƟll desired here. (SEE ATTACHMENTS)

Concur. This is a typo. Please provide black ceilings where requested.

6/15/2026 Sheet I-602 Per the Finish Legend, Sheet I-602 in Building A1, ACB-1 AcousƟcal Ceiling Baffles are to be Turf Design Beam / Beam LED. Per the Reflected Ceiling Plan on Sheets A-125 and A-126, it is unclear which baffles are to have the integrated LED light and which do not. Please clarify which baffles are to have the integrated LED light. (SEE ATTACHMENTS)

Please refer to the enlarged ceiling plans and configuraƟon key on I-403 and I-404.

6/15/2026 09 51 00 2.2.3 SecƟon describes the mounƟng method as "feltlock to Unistrut". Being that these baffles are directly below ceiling grid, directly mounƟng the baffles to the grid would make more sense than using Unistrut. Please confirm that the glazing hatches in wall type A1 are the transom and windows as shown on detail B3/A-605.

Correct. Referenced revised Sheets previously issued by Amendment.

6/15/2026 SpecificaƟons 13 47 00 Power line filters do not appear to be included in spec 13 47 00 or drawings. Please provide details and specificaƟons for rf power line filters. If power line filters are not included, RF specialists will likely not guarentee the secured area's specified aƩenuaƟon becuase it will fail.

Electrical penetraƟons of the shielding have been limited to feeders for the secure area panel. All branch circuits within the secure are originate from the secure area panel. It was our understanding that power line filters for the panel feeders are not required. Suggest MARSOC or he AO confirm.

6/15/2026 A-501 Wall types A1 and A3 are rated STC 50 with type X sheetrock. Please confirm this assembly will meet the required STC raƟng.

6/15/2026 A2-1 A-503 Drawing set A2 detail A1/A-503 references transiƟoning to dampproofing below grade.

Please confirm that this is for the enƟrety of the perimeter foundaƟons. Please confirm that this is at buildings A1, A2-1, A2-2 and A3. No specificaƟon secƟon was provided for dampproofing, please provide.

The intent is to provide a damp proofing product that is compaƟble with the air and moisture barrier system.

Most of the air and moisture barrier system manufacturers also have a compaƟble damp proofing product that should be submiƩed with the air and moisture barrier system.

6/15/2026 SpecificaƟons 13 47 00 SecƟon 3.2.2 AƩenuaƟon requirements states "Achieve radio frequency aƩenuaƟon through a combinaƟon of materials and standoff that is equal to or greater than 100 meters of free space over the frequency range of 30 MHz to 6 GHz". Please confirm the level of aƩenuaƟon the secured space should achieve in dB when tested.

The shielding test parameters must be sƟpulated by the AO. We asked this quesƟon during design but never received an answer.

6/15/2026 SpecificaƟons 13 47 00 IEEE 299, 5.1 Overview specifically reads: This standard defines a test procedure but does not define the frequencies at which the measurements should be made, nor does it define the minimum shielding effecƟveness that consƟtutes pass/fail. The owner shall define these frequencies and all pass/fail requirements. IEEE 299, Annex D further explains that shielded enclosures can have a wide range of uses, and be constructed from welded steel enclosures, to demountable test cells. D.2 Performance Requirements goes on to read: The selecƟon and applicaƟon of methods described herein is the responsibility of the parƟes associated with the enclosure: principally the owner and the owner’s representaƟves. It would not be possible to fully test in accordance with this standard if the standard requires procedures or techniques that are inappropriate or incompaƟble with the parƟcular enclosure involved.

Upon review of the shielding enclosure for this project with several experienced shielding vendors meeƟng the requirements of 13 47 00 and respecƟve aƩenuaƟons specified, the consensus is that the IEEE 299 tesƟng requirements need to be tailored/suited for this applicaƟon, and more specific pass/fail requirements need to be defined. Please provide an updated IEEE 299 tesƟng plan that is tailored to this project.

The shielding test parameters must be sƟpulated by the AO. We asked this quesƟon during design but never received an answer.

6/15/2026 SpecificaƟons 13 47 00 SecƟon 13 47 00 is calling for the shielded spaces to meet the effecƟveness of what appears to be in the range of +60-80dB ranges and KHz frequencies listed in its respecƟve secƟons “when tested” per IEEE 299, NSA 65-6, MIL-STD-285. SecƟon 3.2.2 doesn’t specifically menƟon the IEEE 299 tesƟng, but it is assumed to be required. The General Contractor and the Shielding Specialist Subcontractor are comfortable to test the shielded space per IEEE 299 standards, however, there is no performance guarantee that can be provided for a field built facility. The shielding effecƟveness test results will be provided in a confidenƟal manner, but may show small local failure points in the shielding. Any potenƟal failure points, in the confidenƟal report, will be provided for informaƟon only. As discussed in IEEE 299, the tesƟng standard is built around six-sided, conƟnuously welded steel enclosures, bolted

The shielding test parameters must be sƟpulated by the AO. We asked this quesƟon during design but never received an answer.

together panel enclosures, etc. When trying to use rFOIL sheets, cut and applied on a construcƟon site, around obstacles, openings, etc, it doesn’t yield the same level of shielding results as a pre-fabricated, conƟnuously welded, six-sided box.

6/15/2026 SpecificaƟons 13 47 00 13 47 00, 1.5.3 Work Plan calls for an independent, third party tesƟng consultant for assembly tesƟng. 1.1 References refers to IEEE 299 & MIL-STD-202Methods for Measuring the EffecƟveness of EM Shielding Enclosures. From several past experiences and consulƟng with numerous RF Shielding contractors, tesƟng a 6-sided box, that uƟlizes the metal roof deck and floor slab as the fiŌh and sixth side of the box will yield many local failure points in the IEEE 299 tesƟng tables. What has been acceptable on other projects with an “Open Storage” level of classificaƟon is to perform the tesƟng, and provide the results confidenƟally to the Gov’t. This will show and idenƟfy the isolated points of weakness for informaƟon only.

However, to build a shielded space that would pass all of the tables in IEEE 299, on all six sides is an extremely expensive, and incredibly sensiƟve and Ɵme consuming endeavor (if not impossible). We just want to verify that the Gov’t is aware of and acceptable to the fact that the 4 sided box will yield local shielding failure points, and those will be tested and pointed out in the reports, but those won’t be able to be remedied in the field. Please confirm the Gov’t acknowledges and is acceptable to this.

The shielding does NOT uƟlize the roof deck or the floor slab. This project requires a 6-sided box. The shielding test parameters must be sƟpulated by the AO.

We asked this quesƟon during design but never received an answer.

6/15/2026 SpecificaƟons 13 47 00 SecƟon 1.5 Work Plan is asking for a “shielding expert.” Please confirm this “expert” can be employed by the shielding contractor hired to furnish and install the shielding products in 13 47 00. Also please verify who or what agency verifies this person as an “expert.” Is it a certain number of years of experience working with the product, a certain accreditaƟon, etc?

It is intended the shielding expert be provided by the KTR. The expert may be employed by the shielding subcontractor. The AO will need to define expert qualificaƟons.

6/15/2026 SpecificaƟons 13 47 00 SecƟon 1.5.3 says "The AccrediƟng Officer performs a final series of tests to determine work acceptance for accreditaƟon purposes". 1. Please confirm what the actual tesƟng procedures are for the secured space. 2. Please confirm if the government owns tesƟng of the secured space.

The shielding test parameters must be sƟpulated by the AO. We asked this quesƟon during design but never received an answer.

6/15/2026 SpecificaƟons 13 47 00 SecƟon 3.2.2 Floor and Wall Surfaces says "Sandwich radiant barrier foil between concrete slabs and finish flooring". Details provided for RF shielding at floors only show RF foil and conducƟve taping at seams above the concrete slab. Please confirm there is rFOIL required under the concrete slab.

Nowhere under the slab. Between the slab and the finished flooring just as the Drawing indicates.

6/15/2026 SpecificaƟons 13 47 00 There are mulƟple structural members below metal decking seams that are inaccessible to apply RF taping and ensure that there will not be failure points when tested to IEE-299. Please consider reducing the tesƟng procudures/aƩenuaƟon requirements if we are required to bid as per design even though you cannot guarentee the performance of this shielded space.

6/15/2026 SpecificaƟons 13 34 19 UFC 3-110-03 paragraph D-2.2 (General Contractor’s WarranƟes [one to five years]) states the following: “Recently some government roof specificaƟons call for a General Contractor’s WaterƟght Warranty to add another method of ensuring a quality roof installaƟon. Unless stated otherwise in the Scope of Work in the RFP, all permanent new construcƟon and replacement roofs require a Five-Year General Contractor Bonded WaterƟghtness Warranty.

The scope of work in the RFP may waive the Bonding requirement, but if not specified, the Bonded five-year waterƟghtness warranty is required. The required wording of the warranty will be provided in the applicable UFGS.” No roofing specificaƟon secƟons have been provided and specificaƟon secƟon 13 34 19 does not include any roof warranƟes. Please confirm that the need for a five-year general contractor bonded waterƟghtness warranty will not be required for this project.

WarranƟes are required. See revised SecƟon 13 34 19.
