About this file

This is a Questions and Answers (Q&A) document for a federal construction contract solicitation (P1550) issued by the government, containing clarifications on specifications, drawings, and contract requirements submitted by prospective contractors during the pre-proposal phase.

The Q&A addresses multiple technical and contractual areas including electromagnetic shielding enclosure testing requirements (Section 13 47 00), which mandate a minimum 40 dB attenuation level tested per IEEE 299 standards with comprehensive testing protocols across magnetic, electric, and plane wave frequencies. Key clarifications specify that the shielding must form a complete six-sided box without utilizing existing roof decks or floor slabs. The document covers site-specific requirements for three buildings (A1, A2, A3) with specifications on wall sound transmission class (STC) ratings, air barrier testing, acoustical ceiling systems, wire mesh partitions, and building envelope details. Administrative clarifications confirm essential personnel requirements (one full-time Site Safety Health Officer, one Quality Control Manager, and one Superintendent for the overall project), that one uniform set of specifications applies across all three buildings, and that liquidated damages are set at $12,750.08 per day. The proposal due date is July 9, 2026, at 1400 EDT with 120 days for government acceptance. Additional responses address delegated design responsibilities for structural metal studs, borings versus open cuts for utilities, fire protection inspection requirements, FF&E interior design meeting formats, and clarifications on utility coordination with third parties including Piedmont Natural Gas. Several questions remain marked as "PENDING RESPONSE" regarding project award timing, natural gas demarcation points, SCADA/telemetry scope, and manhole expansion coordination.

6/10/2026 00 21 00 Attachment F Attachment F - In the Instructions for Completing Attachment F on the first page, it reads "If the project was a task order and no goals were established at the task order level, only complete the "ACTUAL" column. Goals for the overarching IDIQ contract should not be included in the "GOAL" column for task orders." If the "GOAL" column is blank, how is the "ACTUAL" columns evaluated on if the Whole Dollars and Percentages have shortfalls in any of the socioeconomic categories. Please confirm that if the project demonstrated is a task order, and the GOALS columns are blank due to overarching IDIQ goals, no further explanation is needed at the bottom concerning shortfalls as there is nothing to measure against.

Propose per RFP.

6/10/2026 00 21 00 Attachment F Attachment F - In the Instructions for Completing Attachment F on the first page, it reads "If goals were not established for the project submitted, or if goals were not established for a specific socioeconomic category, check N/A where applicable. The N/A block does not apply to the “ACTUAL” column, as actual subcontracted values are required for ALL projects, regardless of whether goals were established." If no goals were established for the project, and none were tracked as it was not a requirement of the project, please confirm that is an acceptable explanation for Items #1 and #2 on the form explaining why goals weren't met/had $0 and that 0's are to be placed in the ACTUAL Whole Dollars column as a result.

Section 3.2.2 Attenuation requirements states "Achieve radio frequency attenuation through a combination of materials and standoff that is equal to or greater than 100 meters of free space over the frequency range of 30 MHz to 6 GHz". Please confirm the level of attenuation the secured space should achieve in dB when tested.

The contractor is responsible for the performance of all inspection requirements prior to the submission for the contracting officer representative inspection and acceptance. The SSM will have 3rd party independent inspection conducted prior to acceptance. Any failures to achieve 40dB of attenuation will result in a failure. The SSM reserves the right to perform inspections throughout construction if concerns arise about the installation of shielding equipment, as deemed necessary to prevent further delays in construction if not addressed at the time. Tests shall be performed with a continuous wave source, 1 kilohertz to 10 gigahertz. Transmitting and receiving magnetic field antenna set covering one kilohertz to one megahertz. Transmitting and receiving electric field and plane wave antenna, covering one kilohertz to 10 gigahertz. Receivers or spectrum analyzers covering one kilohertz to 10 gigahertz with adequate dynamic range to measure the attenuation. Magnetic, electric, and plane wave test. The magnetic and electric field attenuation test shall be performed with the antennas located directly opposite each other and separated by a distance of 61 centimeters (24 inches), plus the wall thickness. Magnetic field attenuation shall be measured at one kilohertz, 10 kilohertz, 100 kilohertz, and one megahertz. Electric field attenuation shall be measured at one kilohertz, 10 kilohertz, 100 kilohertz, one megahertz, and ten megahertz. The plane wave attenuation test shall be performed with the transmitting antenna placed at least six meters away from the enclosed surface where practical, and the receiving antenna set no closer than 5.1 centimeters (two inches) from the wall. Plane wave attenuation shall be measured at 100 megahertz, 400 megahertz, 1 gigahertz, and ten gigahertz. For all tests, measurements shall be taken with the antennas oriented for maximum received signal strength. Attenuation tests shall be performed around the entire door frame assembly, air ducts, filters, and through any accessible joint or penetration. In addition, the magnitude and location of the maximum signal level emanating from the enclosure shall be determined by testing at least four locations. The selection of testing locations shall include not only walls, but also the floor and ceilings. Tests shall be performed at a minimum of every 180 square feet of surface area. All test locations and results shall be documented. The lowest attenuation level from all the tests shall be recorded as the attenuation of the enclosure. If possible, all tests should be performed with the receiver outside and the transmitter inside the enclosure. The site security manager reserves the right to require tests at specific frequencies and locations to determine compliance of the enclosure.

IEEE 299, 5.1 Overview specifically reads: This standard defines a test procedure but does not define the frequencies at which the measurements should be made, nor does it define the minimum shielding effectiveness that constitutes pass/fail. The owner shall define these frequencies and all pass/fail requirements. IEEE 299, Annex D further explains that shielded enclosures can have a wide range of uses, and be constructed from welded steel enclosures, to demountable test cells. D.2 Performance Requirements goes on to read:

The selection and application of methods described herein is the responsibility of the parties associated with the enclosure:

principally the owner and the owner’s representatives. It would not be possible to fully test in accordance with this standard if the standard requires procedures or techniques that are inappropriate or incompatible with the particular enclosure involved. Upon review of the shielding enclosure

The contractor is responsible for the performance of all inspection requirements prior to the submission for the contracting officer representative inspection and acceptance. Transmitting and receiving electric field and plane wave antenna, covering one kilohertz to 10 gigahertz. Receivers or spectrum analyzers covering one kilohertz to 10 gigahertz with adequate dynamic range to measure the attenuation. Magnetic, electric, and plane for this project with several experienced shielding vendors meeting the requirements of 13 47 00 and respective attenuations specified, the consensus is that the IEEE 299 testing requirements need to be tailored/suited for this application, and more specific pass/fail requirements need to be defined. Please provide an updated IEEE 299 testing plan that is tailored to this project.

Section 13 47 00 is calling for the shielded spaces to meet the effectiveness of what appears to be in the range of +60- 80dB ranges and KHz frequencies listed in its respective sections “when tested” per IEEE 299, NSA 65-6, MIL-STD-

285. Section 3.2.2 doesn’t specifically mention the IEEE 299 testing, but it is assumed to be required. The General Contractor and the Shielding Specialist Subcontractor are comfortable to test the shielded space per IEEE 299 standards, however, there is no performance guarantee that can be provided for a field built facility. The shielding effectiveness test results will be provided in a confidential manner, but may show small local failure points in the shielding. Any potential failure points, in the confidential report, will be provided for information only. As discussed in IEEE 299, the testing standard is built around six-sided, continuously welded steel enclosures, bolted together panel enclosures, etc. When trying to use rFOIL sheets, cut and applied on a construction site, around obstacles, openings, etc, it doesn’t yield the same level of shielding results as a pre-fabricated, continuously welded, six-sided box.

13 47 00, 1.5.3 Work Plan calls for an independent, third party testing consultant for assembly testing. 1.1 References refers to IEEE 299 & MIL-STD-202Methods for Measuring the Effectiveness of EM Shielding Enclosures. From several past experiences and consulting with numerous RF Shielding contractors, testing a 6-sided box, that utilizes the metal roof deck and floor slab as the fifth and sixth side of the box will yield many local failure points in the IEEE 299 testing tables.

What has been acceptable on other projects with an “Open Storage” level of classification is to perform the testing, and provide the results confidentially to the Gov’t. This will show and identify the isolated points of weakness for information only. However, to build a shielded space that would pass all of the tables in IEEE 299, on all six sides is an extremely expensive, and incredibly sensitive and time consuming endeavor (if not impossible). We just want to verify that the Gov’t is aware of and acceptable to the fact that the 4 sided box will yield local shielding failure points, and those will be tested and pointed out in the reports, but those won’t be able to be remedied in the field. Please confirm the Gov’t acknowledges and is acceptable to this.

The shielding does NOT utilize the roof deck or the floor slab.

This project requires a 6-sided box. The shielding test parameters must be stipulated by the AO.

Section 1.5 Work Plan is asking for a “shielding expert.”

Please confirm this “expert” can be employed by the shielding contractor hired to furnish and install the shielding products in 13 47 00. Also please verify who or what agency verifies this person as an “expert.” Is it a certain number of years of

The shielding expert can be employed by the Prime or subcontractor. However, it must be in consultation and concurrence from the manufacturer of the shielding product being employed by the contractor. For example, the shielding expert for Rfoil might be a different person for a honeycomb wave guide.

experience working with the product, a certain accreditation, etc?

Section 1.5.3 says "The Accrediting Officer performs a final series of tests to determine work acceptance for accreditation purposes". 1. Please confirm what the actual testing procedures are for the secured space. 2. Please confirm if the government owns testing of the secured space.

1. See TESTING AND PERFORMANCE EXPECTATIONS above

2. The SSM owns the testing of the secured space for acceptance purposes only, failure of the tests performed by the SSM will be a failure for acceptance.

CU Drawing Set

Multiple pages in the CU drawing's key notes state horizontal direction bore is delegated design by the contractor. What is the government looking to see in a delegated design for boring.

It is anticipated that specialized knowledge and proprietary products are required, such as for BHA (Bottom Hole Assembly) design, mud motors, RSS (Rotary Steerable Systems), MWD/LWD tooling, or casing design. The delegated design must identify equipment, materials, methods, performance specifications, Boring Plan and integrated coordination.

09 51 00 2.1.1 Section 2.1.1 Ceiling Attenuation Class and Test in the Acoustical Ceilings Specification calls for a CAC of 40 for ACT-1 and 35 for ACT-2. Then in Section 2.2.1, the criteria for ACT-1 calls for 0.75 NRC and 35 CAC. The Fine Fissured Ceiling Tile called for on the Finish Legend that meets the 40 CAC does not meet the 0.75 NRC. If the 0.75 NRC is desired, Section 2.1.1 would have to be excluded, and a 35 CAC ceiling tile would have to be used. Please clarify which criterion should be followed.

Please refer to what is called out in the finish legend. A 0.70 NRC is still considered high absorption.

09 51 00 2.2.2.5 Section 2.2.2.5 calls of a Minimum Light Reflectance of 0.85 for ACT-2. This will be impossible to accomplish, since the tile called for on the Finish Legend for ACT-2 in building A1 is a black ceiling tile. Please confirm that a black ceiling tile is still desired here.

Concur. This is a typo. Please provide black ceilings where requested

6/16/2026 I-602 (A1) Also may be Typ of other Buildings

Per the Finish Legend, Sheet I-602 in building A1, ACB-1 Acoustical Ceiling Baffles are to be Turf Design Beam / Beam LED. Per the Reflected Ceiling Plan on sheets A-125 and A- 126, it is unclear which baffles are to have the integrated LED light and which do not. Please clarify which baffles are to have the integrated LED light. Also, in Section 2.2.3 of the

Please refer to the enlarged ceiling plans and configuration key on I-403 and I-404. If the baffles allow for grid mounting, that is acceptable, but the manufacturers recommendation for mounting suggest mounting to the unistrut or attaching a cable to the deck.

Acoustical Ceilings Specifications, it describes the mounting method as “feltlock to Unistrut.” Being that these baffles are directly below ceiling grid, directly mounting the baffles to the grid would make more sense than using Unistrut. Please advise if this is a valid attachment method for the baffles.

6/15/2026 The Solicitation mentions liquidated damages as listed in Block 11 of SF 1442, however, there is nothing listed on the Solicitation or Amendment 0001. Please specify the amount for liquidated damages if included on this project.

6/15/2026 8 Non-Price Factors Factor 1 Corporate Experience

Can the Government confirm that “depth of experience” will be evaluated primarily on the quality, relevance, and demonstrated size/scope/complexity of submitted projects, rather than the number of projects beyond the minimum two (2)?

Additionally, can the Government confirm that a highly relevant project demonstrating both required complexity elements may be considered indicative of greater depth of experience and evaluated more favorably?
