About this file

This document is a Questions and Answers (Q&A) file from a federal construction contract solicitation for MCB Camp Lejeune, submitted between June 12, 2026, and June 30, 2026.

The project involves design-bid-build construction of multiple buildings and site work at Stone Bay, MCB Camp Lejeune, North Carolina. Key requirements include: liquidated damages of $12,750.08 per day; QC specialists employed by the prime contractor (not subcontractors); no desired phasing—all four projects must be turned over simultaneously; MARSOC compound access requiring secondary security processing with employee rosters submitted to NAVFAC Construction Manager; RRR training required due to known UXO sites; no archaeology oversight unless artifacts are discovered; no geotechnical report will be provided; and bidders must assume offsite disposal at RCRA D facilities for approximately 70,000 tons of non-hazardous surplus soil. Critical environmental considerations include PFAS contamination near the landfill (requiring minimized excavation and dewatering) and tree-cutting moratoriums during April 15–July 31 and December 15–February 15 to protect bats. The Construction Security Plan (CSP) applies project-wide, requiring US persons, daily badging, two-layer fencing with Entry Control Points, prohibited privately-owned vehicles inside the construction fence, and escorted access during final construction phases of the secure Battalion Headquarters facility. Interior Design and audiovisual services require in-person meetings for orientations and presentations but allow virtual "over-the-shoulder" reviews. Air barrier testing is required on multiple buildings. The contractor must provide temporary utilities, all permits except water/sewer/stormwater (government-procured), and infrastructure for Electronic Security Systems while the government provides ESS equipment, cabling, programming, and commissioning. Commissioning and testing costs must not be less than 5 percent of total procurement and construction costs per definable feature of work.

6/16/2026 26 13 00 2.1.3.2 & 2.1.4

Please indicate whether the government wants the contractor to provide a fully automated switch solution or manual. The drawings do not indicate this and these spec sections may be providing conflicting information.

Whether the required switching is automated or manual depends on code requirements.

The plan sheets show motion sensors shown in certain areas which are defined on sheet E- 001, with notes on the plan sheets, and a detail on sheet E- 503 which describes the sensor operational requirements. In other areas, there are only manual switches. The specs reinforce the drawings and do not appear to contradict what is depicted on the drawings. Not every space has the same switching solution because of code requirements.

Submit proposals in accordance with RFP, 6/16/2026 TS Dwgs Plan Note 2 Note 2 lists "MANHOLE MAY REQUIRE EXPANSION TO ACCOMMODATE NEW CONDUITS. COORDINATE WITH BASE TELEPHONE FOR DUCTBANKS" How will the government handle the scope and cost of the expansion of the manholes if necessary? If this potential scope is going to be required to be accounted for with this proposal, please provide more information to determine this added scope to include as-builts, photos, etc.

KTR is to assume that telecom manholes will need to be replaced with a size appropriate for the proposed work. Coordinating with Base Telephone for duct banks is required for all MH as new duct is being installed in existing active MHs with active cables, 6/16/2026 01 35 29.13 What is the relevancy of adding this specification to the design package? What contamination is to be accounted for?

There is no known contamination at the site.

However, CL has provided this section for inclusion in CL projects to establish procedures should contamination be encountered during the work.

6/19/2026 CD Dwgs (Typ)

Key Note 1 Key Note 1. states to demolish the existing gravel road. If the material on this road is salvaged clean, screened and is tested; is it acceptable to reuse this material for new construction hardscapes/other (outside of the scope of the new road that is to be installed before this is removed).

Salvaging the existing material to be removed is acceptable as long as the existing road remains in service to the boat dock during construction of the new road.

6/19/2026 CD100 Note 16.1 Notes 16.1 (16.1.1. & 16.1.2. and 16.1.3) Please provide guidance to when the project will be awarded so that can properly account for the clearing restrictions via this note. If these notes are not relevant please offer new instruction. 16.1.3 indicates that further barriers or relief to these dates would be issued in 2024. How do that guidance change these notes?

There are still two tree cutting moratoriums to protect bats in eastern North Carolina. The moratoriums restrict cutting/trimming trees > 3” diameter at breast height during:

15 April – 31 July (summer active season – this covers both the maternity and pup rearing season)

AND

15 December – 15 February (winter torpor season)

Essentially, following these moratoriums will allow us to informally consult with U.S.

Fish & Wildlife Service (USFWS) to get a lesser effects determination on our action, and this is generally a faster process.

It can take 3-4 months to formally consult with USFWS should there be a need to cut/trim trees during the moratorium timeframes. Since formal consultation can severely hold up project progress, we typically advise against this course of action unless there are legitimate safety concerns (i.e. removal of danger trees).

6/19/2026 CD100 Note 6 Note 6 lists that the contractor must clear a minimum of 10' either side of the proposed security fence and are required to maintain throughout the duration.

Please provide better instructions to the level of clearing needed to install new fence line as this is not required to be grubbed.

Refer to note 5 on CD100. The area 10' outside of the security fence is considered project area is is required to be grubbed.

6/19/2026 CG140 &141 Key Notes 3 & 4 Please indicate where tree protection fence starts and stops (key note 4) as well as the super silt fence (key note 3) as these lines appear to be the same marking and start/stop and do not overlap from the plans.

Tree Protection fence is shown with a 'TP' in the line and Super Silt Fence is shown with a 'SSF' in the line

6/19/2026 CU Dwgs Note #3 & Various Key Notes

The drawing sheets call for a series of natural gas work by Piedmont Natural Gas through the government. Please clarify the demarcation point to where the contractor owns the scope going into the building.

The contractor is responsible for the house piping on the building side of the NG meter.

6/19/2026 CU Dwgs Note #3 & Various Key Notes

The drawing sheets call for a series of natural gas work by Piedmont Natural Gas through the government. Are these designed locations where Piedmont Natural Gas is to install their scope or only a suggestion and this is required to be coordinated by them during construction?

Designs shown on civil drawings are suggestions.

Peidmont NG should coordinate the final design and construction.

6/19/2026 CU Dwgs Note #3 & Various Key Notes

The drawing sheets call for a series of natural gas work by Piedmont Natural Gas through the government. What level of coordination is required by the contractor during construction and will the government supervise that coordination?

Typically, the CM communicates gas requirements, proposed startup schedule to the PWD/Utilities Director. The civil site plan, mechanical equipment schedule w/ projected gas loads, and an in-service need date are essential to build the utility service mod request package. The utilities director will coordinate with NAVFAC MIDLANT UTIL/AQ to secure the mod. The contractor may coordinate installation with the NG utility following execution of the mod.

6/19/2026 CU104 Key Note 34 Key note 34 says to coordinate with ES105 for further lifts station information. Is this meant to say coordinate with ES104?

Key note 34 should be corrected to read 'See sheet ES107 for more information.

6/19/2026 Civil Dwgs There are notes on the plans for wetlands being present. Outside of following these permitted drawings and utilizing NCDENR best practices where applicable by the drawing notes; what is the contractors involvement with any permits, closeout of permits, controls not indicated or specified beyond what is identified by the drawings?

Contractor’s involvement shall be in accordance with RFP, specifications, drawings, and all amendments. The contractor is responsible for following applicable permit requirements and providing test reports and as-builts for permit closeout/ final certification.

6/19/2026 CU114 Typ. Key Note 4 & 6 Please confirm that borings are required where indicated and that road cuts are or are not allowed as a substitute. The borings cost more to accomplish especially when installing wet utilities and

Correct. Borings (directional or jack and bore) will be rquired in the locations indicated. Open cuts of the roadway will not be allowed.

6/19/2026 C-528 Pump Station Note 12

What scope of work is the contractor responsible for under base bid as it relates to SCADA or Telemetry and it also mentions to coordinate with the Contracting Officer

This duplex station is considered a low flow station and will not require to be added to SCADA.

6/19/2026 S-101 Typ of all Buildings

The following notes are provided as Rigid Frame and Pre-Engineered Building Notes;

1. FOUNDATION HAS BEEN DESIGNED FOR REACTIONS INDICATED. BUILDING

MANUFACTURER MUST SUBMIT LOAD AND COLUMN REACTIONS TO ENGINEER

3. CONTRACTOR MUST COORDINATE ALL WALL AND ROOF OPENING SIZES AND

LOCATION WITH METAL BUILDING SUPPLIER BEFORE OPENINGS ARE CUT.

Please confirm that the government and their delegated A/E reviewers are prepared to review PEMB shops amongst these other submittals concurrently and within a reasonable time period and just after award in order to not impede the schedule. These notes constitute coordination with many trades that are not necessarily brought in this early for a design-bid-build pursuit and the overall PEMB submittal package will drastically impact procurement notably foundations.

Submit proposals in accordance with RFP, 6/19/2026 A-108 (A3) Please confirm that air barrier testing is required on the A3 building. If so has the design (product selections) for translucent panels and overhead doors been considered as these items will lend to major potential leakage not to mention PEMBs also have there limitations. Will concessions for this potential leakage or the ability to tape up these items be allowed if testing is required? There is a lot of risk involved in this scope. Recommend that this is not tested but resources are rather put to inspections of the air barrier installations.

Testing is required. Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

6/19/2026 A-141 (A2) Please confirm that air barrier testing is required on the A2 building. 6/25/2026 Amendment #3 PPI Responses

The PPI responses stating "The shielding test parameters must be stipulated by the AO. We asked this question during design but never received an answer", does not provide clarity to the scope of work and could risk major impact to the cost and schedule of the project. Please review and provide response to the previously submitted PPI:

Power line filters do not appear to be included in spec 13 47 00 or drawings. Please provide details and specifications for rf power line filters. If power line filters are not included, RF specialists will likely not guarantee the secured area's specified attenuation because it will fail.

Power line filters are not included in the design.

6/25/2026 Amendment #3 PPI Responses

We asked this question during design but never received an answer", does not provide clarity to the scope of work and could risk major impact to the cost and schedule of the project. Please review and provide response to the previously submitted PPI:

Section 3.2.2 Attenuation requirements states "Achieve radio frequency attenuation through a combination of materials and standoff that is equal to or greater than 100 meters of free space over the frequency range of 30 MHz to 6 GHz". Please confirm the level of attenuation the secured space should achieve in dB when tested.

Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

IEEE 299, 5.1 Overview specifically reads: This standard defines a test procedure but does not define the frequencies at which the measurements should be made, nor does it define the minimum shielding effectiveness that constitutes pass/fail.

The owner shall define these frequencies and all pass/fail requirements.

IEEE 299, Annex D further explains that shielded enclosures can have a wide range of uses, and be constructed from welded steel enclosures, to demountable test

Submit proposals in accordance with RFP, cells. D.2 Performance Requirements goes on to read: The selection and application of methods described herein is the responsibility of the parties associated with the enclosure: principally the owner and the owner’s representatives. It would not be possible to fully test in accordance with this standard if the standard requires procedures or techniques that are inappropriate or incompatible with the particular enclosure involved. Upon review of the shielding enclosure for this project with several experienced shielding vendors meeting the requirements of 13 47 00 and respective attenuations specified, the consensus is that the IEEE 299 testing requirements need to be tailored/suited for this application, and more specific pass/fail requirements need to be defined.

Please provide an updated IEEE 299 testing plan that is tailored to this project.

6/25/2026 CU100 CLIN 0001I could represent a significant pricing swing for 70,000 TN. The CLIN language includes stockpiling, sampling, analysis, and disposal of non-hazardous material at a licensed facility, priced per ton. This wording suggests the material may be contaminated and require off-base disposal, potentially at a Subtitle D landfill. Based on this language, we assume the material will need to be transported off base to an approved disposal facility rather than being disposed of at one of the two on-base dump locations identified in the specifications. Please confirm whether this assumption is correct. Additionally, please clarify the anticipated contaminants that should be assumed for pricing and disposal purposes. Should bidders assume the potential presence of PFAS, petroleum hydrocarbons, VOCs, SVOCs, metals, or other contaminants? Specifically, should PFAS-impacted material be included in the scope and pricing assumptions for this CLIN?

Bid as specified assuming offsite disposal at a RCRA D facility is required; due to the volume of soil, on base disposal is prohibited.

Based on site history, no PFAS releases have occurred in or within the vicinity of the site.

Site specific data should be included as an Attachment to the 01 57 19 specifications to provide data for the contractors to bid upon and select an existing facility that will receive the waste.

6/25/2026 C-258 1) The drawing on C-258 shows us 2 condition points, both labeled “Buildout”.

Please clarify which one will be the actual buildout. Are we to supply pumps that can meet both conditions, or do we need to supply a pump for the initial condition (Left) BUT can achieve the buildout condition (Right) via impeller or motor swap?

This is important because there would be a change of HP required.

2) Please confirm voltage is 3/208 as stated on drawing. Specs state 3/460.

Pump voltage is 208v, 3ph as indicated on electrical site drawings.

A4 on Sheet C-528 is a table of the upgrades required for the P-1219 lift station. The left side of the table is the existing lift station setup. The right side of the table is the changes that are required to handle the additional flow from this project and the P-1538 project. The contractor is responsible for supplying a pump that will meet the requirements of the upgrades shown on the right side of the table.

6/25/2026 Amendment #3 PPI Responses

The PPI responses stating "The shielding test parameters must be stipulated by the AO. We asked this question during design but never received an answer", does not provide clarity to the scope of work and could risk major impact to the cost and schedule of the project.

Please review and provide response to the previously submitted PPI: Section 13 47 00 is calling for the shielded spaces to meet the effectiveness of what appears to be in the range of +60-80dB ranges and KHz frequencies listed in its respective sections “when tested” per IEEE 299, NSA 65-6, MIL-STD-285. Section 3.2.2 doesn’t specifically mention the IEEE 299 testing, but it is assumed to be required. The General Contractor and the Shielding Specialist Subcontractor are comfortable to test the shielded space per IEEE 299 standards, however, there is no performance guarantee that can be provided for a field built facility. The shielding effectiveness test results will be provided in a confidential manner, but may show small local failure points in the shielding. Any potential failure points, in the confidential report, will be provided for information only. As discussed in IEEE 299, the testing standard is built around six-sided, continuously welded steel enclosures, bolted together panel enclosures, etc. When trying to use rFOIL sheets, cut and applied on a construction site, around obstacles, openings, etc, it doesn’t yield the same level of shielding results as a pre-fabricated, continuously welded, six-sided box.

Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

6/25/2026 Amendment #3 PPI Responses

The PPI responses stating "The shielding test parameters must be stipulated by the AO. 13 47 00, 1.5.3 Work Plan calls for an independent, third party testing consultant for assembly testing. 1.1 References refers to IEEE 299 & MIL-STD-202 Methods for Measuring the Effectiveness of EM Shielding Enclosures. From several past experiences and consulting with numerous RF Shielding contractors, testing a 6-

Submit proposals in accordance with RFP, sided box, that utilizes the metal roof deck and floor slab as the fifth and sixth side of the box will yield many local failure points in the IEEE 299 testing tables. What has been acceptable on other projects with an “Open Storage” level of classification is to perform the testing, and provide the results confidentially to the Gov’t. This will show and identify the isolated points of weakness for information only.

However, to build a shielded space that would pass all of the tables in IEEE 299, on all six sides is an extremely expensive, and incredibly sensitive and time consuming endeavor (if not impossible). We just want to verify that the Gov’t is aware of and acceptable to the fact that the 4 sided box will yield local shielding failure points, and those will be tested and pointed out in the reports, but those won’t be able to be remedied in the field. Please confirm the Gov’t acknowledges and is acceptable to this.

Section 1.5.3 says "The Accrediting Officer performs a final series of tests to determine work acceptance for accreditation purposes". 1. Please confirm what the actual testing procedures are for the secured space. 2. Please confirm if the government owns testing of the secured space.

Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.

6/25/2026 Amendment #3 PPI Responses

Section 3.2.2 Floor and Wall Surfaces says "Sandwich radiant barrier foil between concrete slabs and finish flooring". Details provided for RF shielding at floors only show RF foil and conductive taping at seams above the concrete slab. As per Amendment #3 PPI response, including rFoil in-between a concrete slabs. This is not recommended. This comes with multiple risks of damage to the concrete and foil.

The secured area will fail due the specified testing requirements. Please consider removing any RF shielding between concrete slab and revise testing requirements to be compatible with the current level of design for RF shielding.

The RF shielding is on top of the floor slab not " in-between a concrete slabs". Submit proposals in accordance with RFP, Specifications, Drawings and all amendments.
