About this opportunity
NASA's Stennis Space Center is seeking a comprehensive facility services contract known as the Combined Operations, Services, Maintenance, and Infrastructure Contract (COSMIC) for the Stennis Space Center in Mississippi and the Michoud Assembly Facility in Louisiana. The contract will provide core service operations and Indefinite Delivery, Indefinite Quantity (IDIQ) requirements across multiple work elements including contract management, logistics, safety, engineering support, site services, facility operations, maintenance, and environmental services. Proposals will be evaluated based on Mission Suitability, Past Performance, and Cost/Price factors, with Mission Suitability being the most heavily weighted evaluation criterion. The draft Request for Proposal (RFP) was posted on February 23, 2024, with proposals due by June 11, 2024, and an anticipated award date of December 5, 2024. A pre-proposal conference was held on April 24-25, 2024, and potential offerors are required to submit proposals electronically through NASA's EFSS Box platform.
The solicitation is a full and open competition with no specific set-aside designations, utilizing NAICS code 561210 with a $47M small business size standard. The contract will have a total maximum value of $444 million over 8 years and 3 months, with a minimum guaranteed value of $32.5 million. The contract structure includes a 15-month base period from July 2025 to September 2026, followed by potential option periods consisting of one 1-year option and three 2-year options, plus a 90-day phase-in period. The place of performance will be in Bay St. Louis, Mississippi, covering approximately 13,500 acres at the Stennis Space Center and the Michoud Assembly Facility in New Orleans, Louisiana. The hybrid contract type will include Firm-Fixed-Price and Cost-Plus-Incentive-Fee task orders, with performance measured quarterly against Performance Work Statement requirements and an incentive fee structure that includes both cost and performance components.
