About this file
This is a Source Selection Statement detailing the evaluation and award decision for the Combined Operations, Services, Maintenance, and Infrastructure Contract (COSMIC) at NASA's Stennis Space Center and Marshall Space Flight Center's Michoud Assembly Facility. The contract is a follow-on to the SACOM contract, structured as a hybrid contract with Cost-Plus-Incentive Fee, Firm Fixed Price, and IDIQ components for an 8-year, 3-month period (15-month base period from July 2025-September 2026, one 1-year option, three 2-year options, plus 90 days phase-in).
Three proposals were received and evaluated: Nova Space Solutions LLC (NSS), Syncom Space Services (S3), and Akima KBR Solutions LLC (AKS). The evaluation was based on Mission Suitability (weighted 1000 points), Past Performance, and Cost/Price factors. NSS received the highest Mission Suitability score of 961 points and proposed the lowest cost at $822.7M. After detailed evaluation of all factors, NSS was selected for award as representing the best value to the Government, despite AKS scoring slightly higher in Mission Suitability (972 points) but proposing the highest cost. The contract scope includes core service operations and IDIQ requirements across Contract Management, Logistics, Safety, Health and Environmental Compliance, Engineering and Manufacturing Support Services, Site Services, Facility Operations & Maintenance Services, and Environmental Services and Program Management.
