1 Attachment J-1 J-1 21 1 Establishment and implementation of SSP plans is new requirement. This could be a cost impact/driver.

This is a requirement of the COSMIC for Software Security Plans; language has been clarified in the PWS.

2 Attachment J-1 J-1 Page 58 & 59 2.7 Please clarify whether material listed in J9 inventory is GFP. Is it the Government's intent that the Contractor will be responsible for flight hardware, program stock?

J9 is Government Furnished Property and Installation Accountable Government Property (IAGP). The Contractor is responsible for the material listed in the J-9. The Contractor may purchase and deliver ground support hardware and program stock for customers engaged in different programs.

3 Attachment J-1 J-1 170 5.1 Is it the Government's intent that PWS 5.1 - 5.1.2 are all SSC only? All of PWS 5.1 is SSC Only

4 Attachment J-1 J-1 170 5.1 Is it the Government's intent to transfer fixed LDE to contractor? Fixed Lifting Devices and Equipment (LDE) will not transfer to the COSMIC per PWS 5.1 B.

5 Attachment J-1 J-1 211-216 5.4 Is it the Government's intent that 5.4 in it's entirety is IDIQ? PWS 5.4 - Occupational Health Services, in its entirety is IDIQ only.

6 Attachment J-1 J-1 211-216 5.4 What is the Government's intent for Occupational Health Services at SSC? In accordance with NASA FAR Sup Appendix A 102.16.

7 Attachment J-1 J-1 224 5.8 What is the Government's intent for Food Services at SSC?

NASA SSC food services will be available through the SSC NASA Exchange; however, 5.8 is an IDIQ Only food service requirement.

8 Attachment J-1 J-1 7 1.0.2 Is it the Government's intent to specify or otherwise delineate where they will mandate on-site presence?

The intent is for the Government to support the Contractor's approach of having a telework or flexible work policy for its employees; however, the contractor shall be responsive and available for on-site presence when requested for specific functions or as necessary to fully perform the requirements.

Section L and M have been updated to provide clarification.

9 Attachment J-1 J-1 7 1.0.5

1.0 B states "Only the CO has the authority to make any

commitments or changes that affect price, quality, quantity, delivery, or in any way direct the Contractor or its subcontractors…" Rescheduling of work can result in changes that affect price, quality, quantity, and/or delivery. Please clarify.

The statement in PWS 1.0 B under the paragraph titled "Authority", is emphasizing roles and responsibilities of the CO and COR. FAR 1.6 - "Contracting Officers" defines the authority and the responsibilities of the CO, including the authority to delegate specific types of task to the COR.

Throughout the PWS the scheduling and planning of day-to-day tasks and the overall execution of the requirements are the responsibility of the Contractor, however, as stated in 1.0.2 bullet 3, the contractor shall meet the requirements of the PWS and be flexible to meet NASA mission requirements. The PWS does not specify when (time and date) each and every requirement needs to be executed that is a daily working schedule to be managed by the Contractor. SSC and MAF are active facilities with 55+ federal, state and commercial tenants there will be interruptions and priorities will fluctuate, as covered by the language in 1.0.3. PWS 1.0.4 has been revised to:

"Reschedule any work the CO/COR deems necessary to avoid unacceptable disruption to Government and/or tenant business operation." Paragraph 1.0.5 states "Maintain documentation of approval of work rescheduling from the customer and provide to CO and/or COR upon request." If a customer ask for a minor maintenance task on Thursday instead of Tuesday there should not be any impact to cost, all 1.0.5 is stating is to keep documentation of the request, and have it available if it is asked for.

10 Section J-1 24 1.1.4.6. What are "ICS" forms or what does the acronym mean? ICS stands for Incident Command System but will be removed from the PWS.

11 Attachment J-1 J-1 40 1.3.3.13

The Davis Bacon work "construction" that could be executed with the contractor's workforce is reduced to $250K form the current $350K. This reduces the contactor's ability to be flexible and innovative which would be more cost effective for the Government.

The requirement will remain as stated.

12 Attachment J-1 J-1 Page 48 2.2.1 Is it the Government's intent for the Contractor to have one qualified and experienced manager for each site or one for the contract?

The offeror's response should be based on their unique approach.

The RFP is not directing labor hours or skill mix. The PWS has been updated.

13 Attachment J-1 J-1 Page 48 2.2.3.2 Is it the Government's intent to have Contractor Logistics be required to use all 6 systems for material inventory?

Each system has specific functions related to work flow in logistics; not all are tied to "material" inventory. The Contractor will need to use all the systems as applicable.

14 Attachment J-1 J-1 Page 48 2.2.4.1 Please clarify, no workload indicators provided. Work load varies depending on Task Order requirements.

15 Attachment J-1 J-1 Page 49 2.2.5 First paragraph

Please clarify the Government's intent including reference NPR

7120.5. This NPR appears to be for Space Flight Programs and

Projects. Is it the Government's intent to use this contract to develop Space Flight Systems?

It is not the intent of the Government to develop Space Flight Systems under COSMIC; however, COSMIC will provide logistics and transportation for Space Flight Systems.

16 Attachment J-1 J-1 Page 53 2.4.18 Is the required one month training for new custodians and managers internal for this contract or all NASA Service Contractors?

The training is required within one (1) month of assignment as a custodian or manager. The training provided by COSMIC applies to all assigned custodians/managers including NASA service contractors.

17 Attachment J-1 J-1 Page 60 2.8.1.10.1 Please clarify if this for SSC only? Are the specialized assets included on the J9?

2.8.1.10.1 applies to MAF and SSC. The specialized assets are included in J-9.

18 Attachment J-1 J-1 Page 60 2.8.1.5.1 Please clarify whether the onsite fuel station is for MAF only? This requirement pertains to MAF and SSC as applicable.

19 Attachment J-1 J-1 Page 62 2.8.2.12 Please clarify if 2.8.2.12 is for all NASA Contractors or NASA direct Support Contractors?

2.8.2.12 applies to NASA, NASA contractors and tenants/customers.

20 Attachment J-1 J-1 Page 77 2.8.2.13 Should the 470 transports between sites be referenced to 2.8.3.2? Please clarify. The PWS has been updated to clarify the requirement.

21 Attachment J-1 J-1 Page 63 2.8.2.17 Does the Government intend to provide workload indicators? This is IDIQ work. The workload depends on mission needs and specific requirements will be delineated in the task order.

22 Attachment J-1 J-1 Page 76 2.8.2.2 Please clarify if the 140 trips is in reference to tours which can be bus or tram.

Yes, the 140 trips is for tours and special events which could be bus or tram at MAF. The PWS has been modified for clarification.

23 Attachment J-1 J-1 Page 63 2.8.3.5 Please clarify the use of "customer" in the context of this requirement.

"Customer" in PWS 2.8.3.5 refers to NASA, NASA contractors and tenants.

24 Attachment J-1 J-1 125 4.1.0.6.

Please clarify the Governments intent of the requirement to maintain 6% design cost. FAR 6% is limited to utility design and site improvement, not technical systems and special test equipment (STE). Additionally, FAR excludes indirect design cost in 6% requirement, such as cost associated with surveying, utility investigation, field verification, drawing or re-creating as-built environment, hazardous coating assessments, etc.

The Government's intent of the statement in PWS 4.1.0.6 "the Contractor shall maintain the design cost at a maximum of 6% of the construction budget, unless otherwise approved by the Government" is to be in compliance with FAR 15.404- 4(c)(4)(i)(B) which states "for architect-engineer services for public works or utilities, the contract price or estimated cost and fee for production and delivery of designs, plans, drawings, and specifications shall not exceed 6 percent of the estimated cost of construction of the public work or utility, excluding fees."

25 Attachment J-1 J-1 170-171 5.1. B, 5.1.1

There appears to be a conflict between PWS 5.1.b "Attachment J- 9, GFP - List 2- SSC "As Is". These will be provided as Government Furnished Property (GFP), as-is, not to be repaired or replaced by NASA." Yet PWS 5.1.1 indicates the Contractor is to provided services necessary for corrective maintenance.

Please clarify.

PWS 5.1 has been updated to clarify. This equipment will be provided "as is".

26 Attachment J-1 J-1 170-171 5.1. B, 5.1.1 What is the Government's intent for SPME at MAF? SPME at MAF is not issued as "As Is" equipment, therefore maintenance shall be covered in accordance with PWS 6.0.

27 Attachment J-1 J-1 173 5.2.1 What is the Government's intent of the requirement? Should the requirement to replace damaged, inoperative, or unusable dispensers be moved to PWS 6?

The requirement will remain under 5.2 and it is the intent of the Government for the COSMIC Contractor to replace dispensers under this FFP section not as a cost reimbursement item.

28 Attachment J-1 J-1 198 5.2.26.2 PWS 5 Grounds Maintenance Frequencies include every two weeks, monthly, and yearly, please clarify statement in 5.2.26.2 "Cut the lawn/areas every week."

Corrected to "bi-weekly".

29 Attachment J-1 J-1 173 5.2.3 What is the Government's intent of the requirement? Should the requirement to repair facilities in PWS 5.2.3 be moved to PWS 6?

The PWS 5.2.3 requirement is to report the damage for corrective action in PWS 6.0. The PWS has been updated to clarify this.

30 Attachment J-1 J-1 219 5.5.13 Is it the Government's intent to have more than one operator on shift or is there plan to upgrade the substation monitoring systems?

The Government is not specifying the number of operators per shift. The requirement states, "5.5.13 (SSC Only) Monitor Main Substation and initiate callout to Mississippi Power for Monitoring System or Substation problems. "

31 Attachment J-1 J-1 219 5.5.13 Please clarify how the Government defines critical and non-critical problems regarding the substation monitoring system. The PRS has been updated to remove critical and noncritical.

Attachment J-1 PWS and PRS All All

The lack of workload indicators throughout the PWS (as indicated by blank cells or dashes in the workload indicator columns of the PRS tables, and vague descriptors such as "varies") provides the incumbent with an unfair advantage in developing the basis of estimate for staffing and material requirements because they have access to data that other offerors do not have. We request that the Government please revisit the PRS tables and provide additional workload indicators to allow all offerors to realistically forecast the COSMIC level of effort and accurately estimate resource requirements for tasks and material costs based on recent history. This will enable non-incumbent offerors to propose comprehensive and realistic pricing.

COSMIC is not equivalent to the SACOM contract, therefore providing historical workload indicators would not accurately represent the work to be performed on COSMIC. Historical work orders have been provided in the e-Library. The Government will not be providing a plug number for materials.

What is the correct title that offerors should use to refer to their top management position on

COSMIC?

The Government will amend the solicitation to be consistent throughout the solicitation. General Manager/Project Manager/Program Manager are all referring to the same type of position. The local position with the highest designation on the contract. The Offeror may elect a different labor classification title as long as the proposal is clear in identifying the roles and responsibilities of the position.

127 Attachment J-1, PWS Attachment J-1, PWS 44 1.5.B Limitations, Restrictions, and/or Special Conditions

The PWS states the Contractor may share in any net cost savings realized from approved and implemented IPPs in accordance with the Incentive Fee Plan. Will the Government describe how estimated savings from IPPs will be accounted for in negotiating target costs for a given performance period? For example, if the Contractor proposes an IPP that would be implemented during a future performance period, would the anticipated cost savings be reflected in that target cost? If so, would the Contractor then be penalized for cost overrun if their IPP took longer to implement, even if the actual cost was what the target cost would have been without incorporating anticipated IPP savings?

The Government will determine the appropriate cost sharing at the time of approval and implementation of the IPP and projected cost saving are negotiated.

128 Attachment J-1, PWS Attachment J-1, PWS 45 C.1.5.1 Performance Requirements

The PWS states "NASA's Lean Six Sigma Working Group is available to the Contractor for consultation and support". Will the Government please confirm if there is any anticipated cost associated with leveraging this group and, if so, what that cost is?

Costs are not associated with NASA's Lean Six Sigma consultation and support. However, the Government, at it's discretion, will determine when and to what capacity support will be provided.

129 Attachment J-1, PWS Attachment J-1, PWS 45 C.1.5.1 Performance Requirements

130 Attachment J-1, PWS Attachment J-1, PWS 45 C.1.5.4 Performance Requirements

The PWS indicates innovation projects may be initiated by NASA staff. Please confirm the Contractor may share in any savings generated by NASA-initiated IPPs pertaining to COSMIC per the language in 1.5.B.

Yes, NASA initiated ideas will follow the same process flow.

COSMIC may share in cost savings initiated by NASA staff if COSMIC provides additional meaningful value. CO will approve annual IPP and implementation.
