About this opportunity
The General Services Administration is procuring comprehensive renovation and modernization services for the Centers for Medicare & Medicaid Services Headquarters Back on Campus-Phase 4 project in Woodlawn, Maryland. The scope includes renovating approximately 32 restrooms across multiple buildings, converting 13,000 square feet of first-floor space in the Central Building into a conference center, and an alternate option for replacing two deteriorating culverts with one concrete culvert. Evaluation will be conducted using a best-value trade-off approach, with three non-price technical factors being significantly more important than total evaluated price: Management Plan, Prior Experience on Relevant Projects, and Past Performance on Relevant Projects. The solicitation was posted on August 5, 2025, with a mandatory site visit held on August 14, 2025, and a final proposal submission deadline of September 5, 2025, at 2:00 PM EST.
This procurement is designated as a Total Small Business Set-Aside under NAICS code 236220 (Commercial and Institutional Building Construction) with a size standard of $45 million. The estimated project value ranges from $15 million to $20 million, with specific line items including restroom renovations valued at approximately $5 million and the conference center conversion at approximately $4 million. The work will be performed at the 800,000 square foot CMS campus located at 7500 Security Boulevard in Baltimore, Maryland, consisting of four buildings originally constructed between 1993 and 1995. The contract includes varying performance periods, with restroom renovations requiring 650 calendar days, the conference center conversion requiring 210 calendar days starting November 1, 2026, and the alternate culvert replacement requiring 180 calendar days, with liquidated damages of $2,050.01 per calendar day for delays.
