About this file
This file is an Amendment 1 Pre-Proposal Conference Presentation for the CMS Back on Campus - Phase 4 Construction Services contract (Solicitation Number 47PD0225R0055). The project, located at the CMS Headquarters in Woodlawn, Maryland, involves comprehensive renovation work including replacing 16 sets of restrooms across multiple buildings, constructing a conferencing center on C1, and an alternate North Culvert replacement. The project has a total duration of 650 calendar days, with specific constraints including restroom phasing and construction timing restrictions.
The solicitation is set aside for small businesses with a project estimated between $15-20 million and a NAICS code of 236220. Key procurement dates include RFP release on 8/5/25, virtual pre-proposal conference on 8/11/25, site visit on 8/14/25, RFIs due 8/25/25, and proposals due 9/5/25 at 2PM. Proposal evaluation will focus on three technical factors: Management Plan, Prior Experience, and Past Performance, with these non-price factors being significantly more important than price. Required submittal documents include pricing bid sheets, forms 1442 and 24, financial documentation, and a bid bond of $17 million. The project involves multiple partners including CMS Facilities Team, GSA, O&M contractor Dae Sung, Mills + Schnoering Architects, and Procon & Hill International.
