About this opportunity

Air Combat Command seeks fire suppression system certification and testing at three Nellis Air Force Base facilities, with proposals due September 15, 2026. This is a Total Small Business set-aside RFQ for firm fixed-price contract award to the lowest-priced, technically acceptable offer.

Place of performance is Nellis Air Force Base, Nevada (Area II), encompassing three buildings: Building 10707 (Hydrazine Fuel Storage and Servicing Facility), Building 10432 (F-35 Munitions), and Building 10440 (F-35 Munitions). Performance period runs September 22, 2026, through November 20, 2026, with work conducted Monday through Friday, 7:00 a.m. to 4:00 p.m., excluding Federal Holidays.

The contractor must deliver three primary work products: (1) document review of fire sprinkler system drawings and prior test reports for conformance with specifications and Unified Facilities Criteria; (2) preliminary testing of underground water mains, aboveground piping, and system components per NFPA 13 and NFPA 24, with procedures submitted 14 days in advance and completion reports due within 7 days; and (3) final acceptance testing and inspection with full system operation demonstration, followed by a Letter of Compliance/Certification signed and sealed by a licensed Fire Protection Engineer. Underground fire line flushing, equipment, materials, staff training, and additional inspections from contractor-caused failures are excluded.

Offerors must submit two to three past performance references from Federal contracts within the past three years, a technical proposal demonstrating Performance Work Statement comprehension, and a completed price list. The NAICS code is 541330, Engineering Services, with a $25.5 million small business size standard. Evaluation weighs technical capability as "Acceptable" and award on lowest total evaluated price provided pricing is not unbalanced and is deemed fair and reasonable. Service Contract Act wage determination 2015-5593, Revision 32, applies, effective August 22, 2026. Environmental permits (dust permits, air quality, water, asbestos/lead/toxics, natural resources, and petroleum/oil/lubricants) may be required; contractors are responsible for permit initiation. Questions were due September 8, 2026.
