About this file
This is a Memorandum for Sole Source Justification issued by the Department of the Air Force, Headquarters Air Combat Command at Langley Air Force Base, Virginia, dated 3 June 2003.
The memorandum justifies sole source procurement of the Direct Digital Control (DDC) system for Nellis Air Force Base from Johnson Controls, Inc., specifically their "Metasys" system. The justification emphasizes that sole sourcing is essential to maintain coordinated DDC system growth, consistency, and lower training costs, as Johnson Controls manufactured the current DDC system at Nellis AFB and all future procurements must utilize the same manufacturer to ensure reliable and cost-effective operation. The DDC system operates heating, ventilation, and air conditioning local loop control devices through digital computer and is being installed base-wide as an Energy Conservation Measure under Task Order 1 of the Nellis AFB Energy Savings Performance Contract (ESPC). The system is microprocessor-based, operates over the base LAN with stand-alone units capable of direct digital control and supervisory control, and includes a central microcomputer for manual operation, energy reduction coordination, and real-time facility status reporting. The DDC support system must comply with Engineering Technical Letter ETL-86-16, with future Military Construction Program and operations and maintenance direct digital controls required to comply with ETL-86-16 and ETL-83-1. The point of contact is Mr. H. Lewis Stepp, PE Mechanical Engineer, DSN 574-3056.
