About this file

This is a Solicitation Questions and Answers (Q&A) Tracker for a fire protection systems testing and certification contract at an Air Force Base facility, dated September 8, 2026.

The contract involves final acceptance testing and certification of fire suppression systems at three buildings (10707, 10432, and 10440). Key requirements include hydrostatic testing of underground water mains per NFPA 13 and NFPA 24 standards, with underground flushing specifically excluded. The Government has confirmed that previous water supply deficiencies have been corrected with installation of a new pump house, and current hydrant flow test data from March 2025 is available in the appendices. The contractor is responsible solely for testing and certification; any deficiencies discovered during testing will be addressed separately by the Government. As-built drawings and fire sprinkler shop drawings are provided in Appendices A through D and new Appendix N for Building 10707. A licensed Fire Protection Engineer (not necessarily Nevada-licensed, as this is a federal facility) must provide the final Letter of Compliance with both PE licensure and fire protection testing qualifications; a Fire Protection Specialist meeting OSHA 29 CFR 1910.164 and NFPA 25 standards is required for preliminary reporting. The contractor must submit the completed Preliminary Test Report within 7 days of test completion, with Government review/approval also requiring 7 days. The contract price is firm-fixed-price for testing and certification services only. All relevant historical testing, flow data, and documentation are available in the solicitation appendices.

Solicitation Q&A Tracker CAO 08 September 2026

Offeror Questions & Government Answers Tracker

Item # Offeror Question Government Response / Answer Block (To be completed by Customer/SME)

Q-01 A prospective fire protection contractor with prior experience at these facilities advised us that previous final acceptance testing in these areas was placed on hold due to inadequate water supply. Has the previous water supply condition been corrected, and can the Government confirm that adequate water flow and pressure are currently available to complete the required testing and final certification for Buildings 10707, 10432, and 10440?

- Previous water supply has been corrected and flow requirements are met to successfully test the fire suppression systems at test locations due to new pump house in area.

Q-02 If available, could the Government provide any updated hydrant flow test data, hydraulic calculations, corrective work records, or other documentation confirming the current available water supply at each facility?

- Appendix K, L, M showcase Hydrant flow test data and inspection as of March 2025. Appendix K has been updated from NEAR BLDG. 10150 to BLDG. 10707 HYDRAZINE FAC, with test date March 2025. That is the most recent test data available.

Q-03 The PWS requires testing of the underground water mains in accordance with NFPA 13 and NFPA 24, while underground flushing is specifically excluded. Could the Government clarify the exact underground testing required? Specifically, is a new hydrostatic test of the existing underground piping required, or may existing Contractor Material and Test Certificates or prior test documentation be accepted?

- Appendix I, page 1, section 3.8.1.1 Flushing under section

3.8.1 Underground Piping is not required for this PWS.

- Appendix I, page 1, Section 3.8.1.2 Hydrostatic Testing is required for this PWS. Specifically, a new test and not prior test certificates or contractor material.

(To be completed by Customer/SME)

Q-04 Could the Government provide a system/test matrix for each building identifying the number of sprinkler risers, underground mains, backflow assemblies, inspector’s test connections, main drains, alarm interfaces, and other components that must be tested?

- Appendices A and B include the fire system and plumbing as built drawings and Appendices C and D show the Fire Sprinkler Shop Drawings for building 10432 and 10440.

- Added a new Appendix N for Building 2241 (now building 10707) Fire Sprinkler Shop Drawings

Q-05 If deficiencies are discovered during testing, such as inadequate flow/pressure, leaks, failed valves, backflow issues, or alarm deficiencies, is the contractor responsible for performing corrective repairs within the firm-fixed-price scope, or will corrective work be handled separately by the Government?

- Contractor is only responsible for the testing and certifying. If deficiencies are found, then they will be addressed by the government.

Q-06 Appendix K appears to reference hydrant information that may not correspond directly to Building 10707. Could the Government confirm which hydrant flow test data applies to Building 10707 and provide the most current applicable test data?

- Appendix K has been updated from NEAR BLDG. 10150 to BLDG. 10707 HYDRAZINE FAC, with test date March 2025.

That is the most recent test data available.

Q-07 For the final Letter of Compliance, must the licensed Fire Protection Engineer be licensed specifically in the State of Nevada, or is a licensed FPE from another U.S. jurisdiction acceptable?

- No Nevada stamp required. The PE licensed engineer can be from another jurisdiction as this is an Air Force Base.

Q-08 The PWS references both a “Fire Protection Specialist” for preliminary reporting and a licensed Fire Protection Engineer for final certification. Could the Government clarify the required

-Yes, a Licensed Fire Protection Engineer can fulfill both roles if they have both qualifications.

(To be completed by Customer/SME) qualifications for the Fire Protection Specialist and whether the same licensed FPE may fulfill both roles?

- A Fire protection specialist is required for preliminary reporting and testing per OSHA’s 29 CFR 1910.164 and

NFPA 25.

- A PE licensed Fire Protection Engineer is required for stamp and signature of the final test certification. The FP Engineer will need both the PE license and the testing qualifications to fulfill both roles.

Q-09 Since final acceptance testing cannot proceed until the preliminary report is reviewed and approved, what is the anticipated Government review/approval timeframe for the preliminary report?

- Since the completed Preliminary Test Report shall be submitted by the contractor no later than 7 days after test completion, the government review/approval timeframe will also be 7 days after submission.

Q-10 Could the Government also provide any available prior inspection reports, acceptance test reports, deficiency lists, underground/aboveground test certificates, and other historical documentation for these three systems that will be made available to the awardee?

- All relevant testing and flow data, and other documentation is available in the appendices. Appendix K has been updated from NEAR BLDG. 10150 to BLDG. 10707 HYDRAZINE FAC, with test date March 2025. That is the most recent test data available.
