About this opportunity
The Department of the Air Force's Air Force Sustainment Center, through Tinker Air Force Base contracting office FA8137 AFSC PZIOC, seeks a single fixed-price design-build order to remove and replace fire sprinklers in plasma booth dust collectors and replace the building fire alarm system in Building B3221 at Tinker AFB, Oklahoma. Update 4 (September 29, 2026) states the proposal due date will be reset once RFI responses post, so the October 2, 2026 date from Amendment 0001 no longer stands. Access is restricted to current Tinker AFB MACBOA holders under NAICS 236220, the set-aside is Total Small Business, and attending the initial site visit is required to be eligible to propose.
The procurement is a two-step sealed bid. The July 23, 2026 RSVP deadline and July 28, 2026 site visit have passed, and the August 4, 2026 RFI deadline is also past. Place of performance is Tinker AFB, Oklahoma City, OK, at Building B3221. The contractor must furnish design and engineering services, materials, labor, equipment, and testing. Work must be performed outside normal duty hours (1600-0700, Monday through Friday), and the facility remains occupied. The fire alarm system must remain operational during construction, and no areas may be occupied until devices are installed or a fire watch is in place. Work must commence within 10 calendar days of notice to proceed and finish within 300 calendar days. Performance and payment bonds are due within 10 calendar days of award. Liquidated damages are $237.96 per calendar day. Bid guarantee is a minimum of 20 percent. The solicitation includes Buy American requirements for domestic construction materials.
Key personnel include a Project Manager with 10 years of combined experience, a Design Project Manager who is a registered architect or engineer with 10 years of project management and 5 years of design-build experience, a Quality Control Manager, a Site Safety and Health Officer, a Project Superintendent with 5 years of construction experience, a Qualified Fire Protection Engineer who is a registered professional engineer with fire protection engineering exam passage and 4 years of relevant experience, and systems designers holding NICET Level III certification for fire alarm and special hazards systems. Design submittals are due at 35, 65, 95, and 100 percent completion. The evaluation rates three technical subfactors (Capability and Management, Schedule and Planning, and Key Personnel Certification) plus price, with award to the lowest evaluated priced, technically acceptable, responsible offeror. No weighting is stated.
