Request for Information (RFI) III Avionics Replacement Program (ARP)

RFI III – Section II Heads-Up Display (HUD) Option for T-6 Avionics Replacement Program (ARP)

(HUD Section II responses are due on or before 12:00 pm CST on Wednesday, 18 May 2022)

Please provide responses to RFI III – Section II questions via email to Randall Marques at

This purpose of Section II is to conduct Market Research through the following questions related to the Heads-Up Display (HUD) for the T-6A Texan II aircraft.

NOTE: To be considered “capable”, the Government needs assurance the contractor can provide an affordable solution for a Heads-Up Display (HUD) with the following overall capabilities:

1. Fully Integrated Head-Up Display (HUD) w/the following capabilities

2. HUD repeat capability for rear cockpit and associated Up-Front Control Panel (UFCP)

3. Hands on Throttle and Stick (HOTAS)

4. Mission record and debrief playback

5. Selectable video for PFD vs Mission mode

6. Simulated Air-to-Air employment/symbology and Simulated Air-to-Ground employment/symbology in HUD

7. Auto Dependent Surveillance-Broadcast (ADS-B) In

8. Tactical Situation Display

9. Digital terrain database

The proposed North American Industry Classification Systems (NAICS) Code is 366411. The Government is interested in all businesses to include Large Businesses and Small Businesses (Small Disadvantaged 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, Women-Owned Small Businesses and Small Business Teams).

This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) 10 Market Research. This is not a solicitation, no solicitation exist.

Air Force Life Cycle Management Center (AFLCMC), Training Aircraft Section (AFLCMC/WLK) is seeking to identify sources that may be capable of providing Avionics Replacement Program for the T-6A fleet, located at five

(5) CONUS operating locations with a total of 442 aircraft.

For HUD, significant emphasis will be placed on the respondent’s answers regarding:

1. Approach to HUD technical solution

2. Previous experience related HUD projects

3. Current staffing experience related to HUD

4. Proposed staffing management plan

All responses should be based on your company’s review and analysis of the additional HUD Preliminary questions listed below:

1. Does your company intend to be the Prime for T-6 ARP and subsequently HUD?

YES / NO

2. Does your company intend to be the Prime Integrator for T-6 ARP and subsequently HUD?

YES / NO

3. Does your company intend to be only a Sub-Contractor for T-6 ARP and subsequently

HUD? YES / NO

4. Does your company have established relationships with the T-6 aircraft OEM (Textron) and any necessary legacy component vendors required for integration?

5. Does your company possess the necessary data/licensing rights to perform this HUD option for ARP effort (Original Equipment Manufacturing (OEM) and sub-vendors)?

a. If not, do you envision any challenges obtaining data/licensing rights (OEM and legacy component sub-vendors)?

b. If so, do you currently have an agreement or letter of intent (LOI) with the OEM and/or sub-vendors? Please provide copies or a detailed description of what the agreement or LOI covers.

6. Does your company depend on international developments, partnerships, or products?

a. If yes, provide details to include anticipated countries and experience with successfully managing the supply chain.

7. Describe your company’s experience with cyber security compliance. Can you comply with cyber security clauses DFARS 252.204-7008, 252.204-7012, 252.204-7015, 252.204- 7018, 252.204-7019 and 252.204-7020?

8. Is your company capable of providing a firm fixed price proposal for the following at the same time in one proposal submission:

a. EMD (virtual prototype, final prototype and testing)

b. Group A and Group B production kits

c. Aircraft installation

9. Does your company have experience with ARP and HUD interfaces and integration without impact to ARP SRD compliance?

a. If your company does not have experience with specific components, do you have experience with similar components/systems? If yes, please provide a description of the experience.

b. Similar Interfaces

10. Does your company have experience procuring and integrating COTS or MOTS (modified) equipment on military or commercial derivative aircraft?

a. If Yes, please provide details of past experience and (no older than 10 years old)

b. Please provide EMD Experience (Past Performance as an Integrator or Partnerships enabling high degree of integration success)

Additional HUD Capability questions:

Capability 1 - Fully Integrated Head-Up Display (HUD) w/the following specific requirements:

a. IFR certified/PFR endorsed by FAA/AFFSA

b. Provide primary attitude and navigation information

c. Display information using similar presentation to 4th/5th Generation Fighters

d. Point-to-point navigation

e. Flight Director for Engine out profile (mirror T-7A requirement)

f. Time-to-target

g. Time over station (HH:MM:SS)

h. Timing carrot for low levels – tied to the TOS clock

i. Flyover timing – Should be part of the TOS and timing carrot listed above

j. ILS/LOC/TACAN/GPS Flight director steering

Specific Questions for Capability 1:

1) Please provide your companies approach to the technical solution for Capability 1.

2) Please provide your companies approach to Digital Engineering and how you will apply that experience to addressing digital engineering standards for Capability 1.

3) Please provide your companies previous experience related HUD projects, specifically to the requirements for Capability 1.

4) Please provide your company’s current staffing experience related to HUD, specifically to the requirements for Capability 1.

5) Please provide your company’s proposed staffing management plan, and how will you close the gaps between current staffing plan and the staffing required to execute requirements for Capability 1.

Capability 3 - Hands on Throttle and Stick (HOTAS)

a) Heading and altitude bug changes

b) Navigation and steer point changes

c) Tactical Situation Display (TSD) cursor control and select

d) Master mode changes (Air-to-Air, Nav, Air-to-Ground)

e) Weapons delivery and change

Specific Questions for Capability 3:

1) Please provide your companies approach to the technical solution for Capability 3.

2) Please provide your companies approach to Digital Engineering and how you will apply that experience to addressing digital engineering standards for Capability 3.

3) Please provide your companies previous experience related HUD projects, specifically to the requirements for Capability 3.

4) Please provide your company’s current staffing experience related to HUD, specifically to the requirements for Capability 3.

Capability 4 - Mission Record and Debrief Playback (MRDP)

a) Capable of video recording and audio alert recordings, along w/pertinent flight parameter information from all displays and HUD. Parameters include, but not limited to:

i. GPS trails

ii. Air data computer information (altitude, airspeed, velocity)

iii. Simulated weapon fly out (air-to-air and air-to-ground)

iv. Visual debrief of lines

v. Operated/debriefed independent of ranges or geographic areas

b) Removable media storage for pre-mission/post-mission data upload/download

i. Portable storage device that stores pre-planned mission data and can upload/download every sortie

c) High-definition camera

i. Ability to see aircraft aspect, closure, range, and heading crossing angle at

1,500 feet

ii. Ability to see ground stationary objects like buildings and natural geographic references when 10-30 degrees nose low at 3,000 feet above ground level (AGL)

Capability 5 - Selectable video for PFD vs Mission mode

Specific Questions for Capability 5:

1) Please provide your companies approach to the technical solution for Capability 5.

3) Please provide your companies previous experience related HUD projects, specifically to the requirements for Capability 5.

Capability 6 - Simulated Air-to-Air employment/symbology and Simulated Air-to-Ground employment/symbology in HUD

a. Break X, Pull Up warning (requires tie to digital terrain database)

b. Simulated Radar emulation/Electronic Warfare capabilities

c. Weapon counter, safe/arm indications (requires an ARM/SIM/SAFE three-position switch panel mounted)

d. Continuously Computed Impact Point (CCIP)/Continuously Computed Release

Point (CCRP) Symbology for ballistic bombing (MK-82,83,84 similar to BDU-25’s)

e. Gun/Rocket Symbology

f. Gun sight tracking with Lead Computing Optical Sight (LCOS) and gun funnel

g. Generic AIM-9 Infrared missile symbology for notional Heat to Gun

Air Force Life Cycle Management Center (AFLCMC), Training Aircraft Section (AFLCMC/WLK) is seeking to identify sources that may be capable of providing Avionics Replacement Program for the T-6A fleet, located at five

(5) CONUS operating locations with a total of 442 aircraft.

h. Generic AMRAAM, BVM profile for radar emulation (with optional ADS-B in for 1v1, 1v2), including HUD DT1,DT2 box and Shoot cues

i. Generic Precision Guided Munition (PGM) and standoff weapon Launch Acceptability Region (LAR)

j. Display synthetic EO/IR and SAR map page controlled by either front or rear cockpit.

Specific Questions for Capability 6:

1) Please provide your companies approach to the technical solution for Capability 6.

2) Please provide your companies approach to Digital Engineering and how you will apply that experience to addressing digital engineering standards for Capability 6.

3) Please provide your companies previous experience related HUD projects, specifically to the requirements for Capability 6.

Capability 7 - Auto Dependent Surveillance-Broadcast (ADS-B) In

a. Provide information to Avionics computer to be part of PFR HUD display

b. Pilot selectable range/bearing/velocity vector when ADS-B or synthetic target selected.

i. Display on Tactical Situation Display

ii. Display target cuing in HUD

Specific Questions for Capability 7:

1) Please provide your companies approach to the technical solution for Capability 7.

2) Please provide your companies approach to Digital Engineering and how you will apply that experience to addressing digital engineering standards for Capability 7.

3) Please provide your companies previous experience related HUD projects, specifically to the requirements for Capability 7.

Capability 8 - Tactical Situation Display

a. Displays waypoints, routes, UNCLASS notional Air-to-Air and Air-to-Ground threats and is compatible with Open Mission System (OMS) architecture.

b. Real-time insertion of UNCLASS “pop-up” threats while airborne from instructor cockpit to display on student cockpit. Required to move from FCP to RCP and RCP to FCP.

NOTE: To be considered as a capable source for the purposes of this RFI for T-6 ARP and subsequently HUD, a copy of the Letter of Intent (LOI) between your company and Textron Aviation Defense (OEM) must be provided to the Contracting Officer and HUD Program Manager.
