This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) 10 Market Research. This is not a solicitation, no solicitation exist.

Air Force Life Cycle Management Center (AFLCMC), Training Aircraft Section (AFLCMC/WLK) is seeking to identify sources that may be capable of providing Avionics Replacement Program for the T-6A fleet, located at five

(5) CONUS operating locations with a total of 442 aircraft.

1 April 2022

Request for Information (RFI) II – Section IV Version 2

Avionics Replacement Program (ARP) (Updated Responses due on or before 12:00 pm CST on Thursday, 7 April 2022)

The purpose of this RFI is to request responses to the following sets of questions.

1. The United States Government (USG) intends to install the ARP solution across five (5) CONUS United States Air Force (USAF) bases utilizing installation teams provided by the successful Contractor.

Installations will be conducted simultaneously at:

a. Columbus AFB, MS (99 aircraft)

b. Laughlin AFB, TX (102 aircraft)

c. Vance AFB, OK (99 aircraft)

i. Plus TP-4 from Wichita, KS (1 aircraft)

d. Randolph AFB, TX (41 aircraft)

i. Plus CSO from NAS Pensacola, FL (24 aircraft)

e. Shepard AFB, TX (76 aircraft)

*Note: Aircraft quantities at location(s) are subject to change.

Assumptions (updated 1 April 2022):

a. Only two (2) aircraft spots will be provided to the contractor at each base installation.

b. Only two (2) aircraft will be taken out of service for the contractor to modify at any given time at each base installation.

c. Ejection seats will be removed prior to turning aircraft over to the contractor.

d. No depot maintenance procedures will be performed on the aircraft (no de-mating of wings).

e. Up to two (2) shifts per day, eight (8) hours per day and overtime authorized upon prior approval by USG.

f. Contract Field Teams (CFTs) would be treated as permanent teams not (traveling teams) as the teams will be at the base installation for four (4) years.

This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) 10 Market Research. This is not a solicitation, no solicitation exist.

Air Force Life Cycle Management Center (AFLCMC), Training Aircraft Section (AFLCMC/WLK) is seeking to identify sources that may be capable of providing Avionics Replacement Program for the T-6A fleet, located at five

g. FCF will be flown by USAF pilots only.

h. A-Kits and B-Kits will be shipped to the T-6A Contractor Operated and

Maintained Base Supply (COMBS) contractor for storage and issuing. Kits shall be serially tracked and only four (4) ship sets stored at the COMBS any given time.

2. Please provide the total estimated time period (hours/days) required to install your ARP solution from beginning to completion with the aircraft ready to return to the USG.

a. What is the expected number of installation members required per aircraft team?

b. Are there any special tools, support equipment and/or testing equipment expected to be required during installation or testing prior to aircraft return to the USG?

3. Provide details on how your company intends to fulfill the required logistical support for your ARP solution. This will be in support of 442 aircraft at five (5) CONUS USAF bases over a multi-year period.

a. Production

b. Packaging

c. Shipment

d. Storage

e. Installation

f. Testing

g. Training and Training Support

h. Special Equipment or Support Equipment

i. Product Support Plan/Lifecycle Support

4. What previous experience does your company have with USG contracts?

a. What contract types do you have experience with (i.e. Cost Type or Fixed Price)?

b. Has your company ever used Wide Area Work Flow (WAWF) for payments?

c. Has your company ever participated in a USG source selection competition?

5. Does your company have an approved Government Cost Accounting Standards (CAS) system? YES / NO

6. How does your company plan to gain capital to support the T-6 ARP effort across five (5) CONUS USAF operating locations? Please explain.

7. Will your company require USG financing? Please explain.

8. Does your company anticipate the ability to provide a firm fixed price proposal for the T- 6 ARP effort? Please explain.

9. The USG is interested in reducing the timeframe to complete the prototype and testing phases. What types of incentives would most motivate your company to accomplish this without sacrificing quality and/or driving excessive costs?

10. If you are a small business interested in being the Prime contractor, is your company able to comply with FAR Clause 52.219-14 Limitations on Subcontracting as shown below?

YES / NO. Please explain for both Services and Supplies as provided below.

52.219-14 Limitations on Subcontracting.

As prescribed in 19.507(e), insert the following clause:

(e) Limitations on subcontracting. By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for—

(1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract;

(2) Supplies (other than procurement from a nonmanufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both supplies and services, the 50 percent limitation shall apply only to the supply portion of the contract;

Similarly situated entity, as used in this clause, means a first-tier subcontractor, including an independent contractor, that—

(1) Has the same small business program status as that which qualified the prime contractor for the award (e.g., for a small business set-aside contract, any small business concern, without regard to its socioeconomic status); and

(2) Is considered small for the size standard under the North American Industry Classification System (NAICS) code the prime contractor assigned to the subcontract.
