Pre-Solicitation Conference Questions & Responses T-6A Texan II Avionics Replacement Program (ARP)

Part II

1) Draft Request for Proposal (RFP) FA8106-22-R-0004, dated 1 August 2022, Page 3:

Item (c): In response to this Request for Proposals (RFP), the offeror shall prepare and submit certified cost or pricing data and supporting attachments in accordance with Table 15-2 of FAR 15.408. Further, the offeror shall (1) utilize the DFARS 252.215-7009, Proposal Adequacy Checklist (PAC), in pre-submission proposal quality reviews, and (2) furnish the completed checklist as part of their proposal submission.

Recommend removing this requirement: certified cost and pricing data should not be required because industry responses to date indicate that adequate competition will be obtained on this contract.

Response: The requirement for certified cost and pricing data will not be removed. However, this requirement is only applicable if the Contracting Officer determines that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply.

2) CLIN 0001: AIRCRAFT TECHNOLOGY MATURATION RISK REDUCTION (TMRR): Quality Requirement: AS9100 and CMMI Level 3

a. The only Statement of Work (SOW) paragraph that references CMMI is 9.0 which is not referenced in the Contract Line Item Number (CLIN) 0001 description. SOW 9.0 states CMMI is for the development of the “aircraft avionics suite”.

b. Request confirmation CMMI does not apply to other software efforts for this program?

Response: CMMI Level 3 is not required for developers of maintenance laptop software or virtual crew station software. CMMI Level 3 or equivalent Software development quality assurance is expected of the contractor or subcontractor developing Avionics software and any supporting software for the avionics – including version control for OFPs, firmware, applications, configuration files, supporting libraries, and SDKs. It does not pertain to databases unless specified under certifications and standards required by Federal aviation Administration (FAA) or other required accreditations, qualifications, or certifications.

This is a Pre-Solicitation Conference Registration, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) 10 Market Research and 15.201. This is not a solicitation. Air Force Life Cycle Management Center (AFLCMC), Training Aircraft Section (AFLCMC/WLK) is seeking to gather information and identify sources that may be capable of providing Avionics Replacement Program for the T-6A fleet, located at five (5) CONUS operating locations with a total of 442 aircraft.

c. Does the United States Government (USG) consider DO-178C compliance the equivalent of CMMI Level 3? The FAA requires all aircraft avionics suite Original Equipment Manufacturers (OEMs) to comply with DO-178 for software development to certify the avionics suite. Recommend removing CMMI requirement as an unnecessary duplicate quality management system for avionics development.

Response: The USG requires CMMI Level 3 for software contractors developing under this requirements documents and USG requires DO-178C compliant software to DAL level determined by safety assessment.

USG expects that previously qualified LRUs with TSO certification, appropriate DO-178C levels already complied, and no modifications for ARP will be acceptable for FAA STC.

d. The quantity is seven (7) and unit of issue is Month – what is the deliverable to authorize a DD250 being submitted for the month? The monthly status report?

Response: The CLINs have been restructured. An updated Draft RFP is intended to be posted by the end of August 2022. Please continue to monitor www.SAM.gov for updated information.

3) CLIN 0002: AIRCREW TRAINING DEVICE (ATD) TECHNOLOGY MATURATION RISK REDUCTION (TMRR): Quality

Requirement: AS9100 and CMMI Level 3

Recommend removing CMMI requirement as an unnecessary duplicate quality management system for aircraft avionics development which is not directly related to ATD TMRR effort.

4) CLIN 0003: LONG LEAD PARTS/MATERIAL - EMD

a. Can long lead time be reduced from twelve (12) months to six (6) months?

Response: At this time, the USG does not intend to reduce the long lead time.

5) CLIN 0004: LONG LEAD PARTS/MATERIAL - PRODUCTION LOT 1

a. Can long lead time be reduced from twelve (12) months to six (6) months?

Response: At this time, the USG does not intend to reduce the long lead time.

6) CLIN TBD: Long Lead – Production – Reference 4.10.1, long lead is only for EMD and Lot 1.

a. Request long lead CLINs be added for Production Lots 2, 3, and 4.

Response: Currently, the USG is unable to accommodate this request due to funding parameters.

7) CLIN 0005: VIRTUAL PROTOTYPE DELIVERY (AIRCRAFT SYSTEM)

a. Description refers to SOW paragraph 5.1.8 which relates to ATD virtual prototype. Recommend deleting

5.1.8 from CLIN 0005 description.

Response: The CLINs have been restructured and updated with appropriate SOW references. An updated Draft RFP is intended to be posted by the end of August 2022. Please continue to monitor www.SAM.gov for updated information.

8) CLIN 0006: AIRCRAFT DELIVERY INCENTIVES, PRELIMINARY DESIGN REVIEW (PDR)

a. CLIN description references SOW 3.1.4; there is no paragraph 3.1.4 in the SOW.

Response: The CLINs have been restructured and updated with appropriate SOW references. An

d. CLIN does not include Limitations of Liability, Inspection, Acceptance, Inspection/Acceptance Report, and

Quality Assurance sections. Is that because the aircraft PDR effort is included in CLIN 0001 TMRR such that CLIN 0006 exclusively applies to the award fee incentive?

Response: This question will be addressed in the next set of responses released by the USG.

9) CLIN 0007: AIRCRAFT ENGINEERING AND MANUFACTURING DEVELOPMENT (EMD)

a. There isn’t a section that clearly defines the work to be accomplished in the EMD phase. Without a clear statement of USG intent, it will be very difficult to build a plan that meets the USG expectations. The SOW indicates there are 5 kits to be made, 3 aircraft prototypes, the ASIL, the virtual prototype, the design efforts to get to CDR, and aircraft airworthiness, development, and operational testing are all to be completed during EMD but the entry criteria to move from one to the next and how these efforts relate to each other is not clearly described. The modification location for the prototypes is also not described in the SOW or contract CLIN.

Response: This question will be addressed in the next set of responses released by the USG.

It does not pertain to databases unless specified under certifications and standards required by FAA or other required accreditations, qualifications, or certifications.

d. Does the USG consider DO-178C compliance the equivalent of CMMI Level 3? The FAA requires all aircraft avionics suite OEMs to comply with DO-178 for software development to certify the avionics suite. Recommend removing CMMI requirement as an unnecessary duplicate quality management system for avionics development.

10) CLIN 0008: T-2 FLIGHT AND TELEMETRY

a. The USG intent for the T-2 modification is not clear. As written, industry believes the USG is requesting there be one data collection flight before CDR to collect information that cannot be provided by the aircraft OEM Textron. Is the USG aware of one or more required data elements that are not available from Textron? If yes, request the data be identified in the SOW.

Response: The USG does not know what data is unavailable from OEMs. It is the contractor’s responsibility to identify T-2 needs, if any.

T-2 modification tests or collections cannot be used for validation. T-2 modification is intended for engineering data collection and risk mitigation. The T-2 modification package is an optional engineering development risk mitigation allowing collection of data contractor may need to ensure proper performance and integration with existing systems under dynamic environment. This is not required but outlined in the SOW for effort and coordination, if required to support the contractor’s solution. Omission in proposal submission within the firm fixed price (FFP) offer does not obligate the Government to fund if contractor identifies it as necessary later.

b. Is there going to be a single T-2 flight or does the USG envision multiple flights?

Response: The USG has planned for one flight, if additional flights are requested during that period, the team would attempt to provide additional flights. The USG does not guarantee more than one flight.

c. Which aircraft will the T-2 modification be installed on, the first aircraft modified which is the prototype physical installation?

Response: This is not a permanent modification. The aircraft will be identified prior to meeting at Randolph AFB for the T-2 flight.

d. When is the T-2 modification to come off the aircraft? Does it stay on through USG DT and OT?

Response: The T-2 modification will require immediate removal.

e. The CLIN quantity is 1; if multiple months and multiple flights are envisioned request the quantity be changed to reflect that to support small business cash flow requirements.

Response: There is only one planned T-2 event. The modification will be removed after completion.

11) CLIN 0009: PHYSICAL PROTOTYPE AND MOCK-UP DELIVERY (AIRCRAFT)

a. SOW 5.14 provides a clear description of the physical prototype and mock-up as aircraft A and B kits. The physical prototype kit is to be installed in the prototype installation aircraft (CLIN 0014) and the mock-up kit is to be installed in the ASIL. CLIN 0009 does not refer to the items as kits and it indicates a quantity of

12) CLIN 0010: AIRCRAFT DELIVERY INCENTIVES, CRITICAL DESIGN REVIEW (CDR)

a. If this CLIN just for the incentive award related to CDR?

Response: This statement is correct.

13) CLIN 0012: ASIL TESTING AND GOVERNMENT ACCEPTANCE SUPPORT (AIRCRAFT)

a. The USG intent regarding the beginning steps of ASIL are not clear. SOW 3.14.3 states ASIL training materials and software user manual (SUM) will be available by PDR but there is nothing regarding ASIL development before this. Does the request for training materials and SUM by PDR indicate the USG expects the ASIL to be built and operating before PDR? SOW 5.12.2 makes it clear the ASIL will be

SOW 5.14 makes it clear ASIL is to be delivered 14 calendar days after CDR completion. We interpret SOW 5.14 to mean the USG does not intend to perform any testing on ASIL before it is delivered to Tinker AFB – is this correct?

Response: The SOW will be clarified to indicate the ASIL delivery is in place at contractor’s selected controlled site within 14 days of CDR with an Acceptance Test witnessed by USG to become Government Equipment. The contractor shall maintain the ASIL and control it as Government Furnished Property (GFP). The USG may request at any time for the ASIL to be shipped to a new site, but the intent is to remain at contractor’s selected site for life of ARP to enable sustainment for T-6A ARP by contractor.

Every service instruction, bulletin, etc. will be tested on the ASIL before publishing. An updated SOW will be posted to clarify.

14) CLIN 0013: FIRST ARTICLE KIT BUY (AIRCRAFT) - 3 KIT BUY

a. In accordance with (IAW) SOW 5.14 are the Kit Proof, the Val/Ver, and the Spare. The CLIN quantity is 1.

Recommend the quantity be changed to 3 so each kit can be delivered and billed separately.

16) CLIN 0016: DEVELOPMENTAL TESTING SUPPORT (AIRCRAFT)

a. Industry notes the USG anticipates the DT activity will take one (1) month based on the quantity and unit of issue indicated by this CLIN. Recommend clarifying this in the SOW.

b. The inspection and acceptance are listed as Origin. Industry believes this should be Destination since work will be done at a United States Air Force (USAF) base location.

17) CLIN 0019: ATD ENGINEERING AND MANUFACTURING DEVELOPMENT (EMD)

a. There are several SOW sections that refer to ATD EMD in addition to 7.4 which is the only one listed in the CLIN description. Suggest CLIN description be updated.

b. Note quantity is eleven (11) and unit of issue is Month – what is the deliverable to authorize a DD250 being submitted for the month? The monthly status report?

c. This CLIN lists CMMI Level 3 requirement which is only identified in SOW section 9.0 as applying to aircraft avionics OEM. Recommend deleting CMMI level 3 from this CLIN.

a. The SOW and the contract do not indicate where the install is to take place or how this work relates to other work activities being performed. Recommend clarification in the SOW regarding where the install will take place and what the entry and exit criteria are for performing the install.

19) CLIN 0021: OPERATIONAL TESTING SUPPORT

a. The quantity is blank. Is this 1 month? If it is more than 1 month, what is the deliverable to authorize a

20) CLIN 0022: VAL/VER INSTALLATION/DELIVERY (AIRCRAFT) - 1 KIT

a. The title and description for this CLIN indicate kit. Based on the SOW, industry believes the USG intends this CLIN to be for installation of the Val/Ver kit into the Val/Ver aircraft. Recommend removing kit from the title and description of this CLIN.

21) CLIN 0023: DIGITAL TWIN DELIVERY (AIRCRAFT)

a. The quantity for this CLIN is one (1) which creates some concern regarding when the CLIN can be billed.

The SOW has references to the aircraft digital twin from contract award through physical configuration audit which represents and significant time span. As a small business set aside suggest it would be beneficial to include some additional clarification for milestone billing points and increase the quantity accordingly to support the small business cash flow requirements.

22) CLIN 0026: AIRCRAFT PRODUCTION LOT 1 KIT BUY (119 EACH)

a. The quantity is one (1) and the unit of issue is Lot with the Inspection and Acceptance at Origin

(contractor facility). Collecting 119 aircraft install kits at the contractor facility to deliver as a single lot will create a significant cash flow burden on the small business prime. Suggest the quantity be changed to 119 and the unit of issue to Each.

49) SOW Section 5.1 Digital Engineering (DE) description requires the Contractor to allow USG to utilize the DE tools in the same manner as the Contractor. The Contractor is using the DE tools to design the system. Is it the USG intention to be able to modify the design while the Contractor is still responsible for developing the design? Recommend the USG wants access to monitor the design but not to change the design until after it is delivered. Suggest updating this wording.

Response: USG wants to monitor and review ability, not modify. However, the words “The Contractor shall include all necessary software, licensing, and libraries required to allow the USG to utilize the DE tools in the same manner as the Contractor.” mean to ensure there is nothing missing in permissions and files to prevent our use and all access given to follow links, print, export, and have all views. The SOW states “The Contractor shall provide the USG user role-based access to the Contractor’s systems to enable for continuous systems engineering reviews and audits.”

50) SOW Section 5.15 uses the acronyms ITP and DTP which are not defined in the SOW. What are the meaning of these acronyms?

Response: These acronyms stand for ITP -– Integration Test Plan and DTP – Development Test Plan. For consistency, the SOW has been revised to include reference to CDRL A024 Test Plan, Test Plan – T-2 Modification.

51) SOW Section 6.0 Aircraft Modification; Can the USG arrange to have the canopy and ejection seat charges removed before the aircraft is inducted for modification to reduce the risks associated with handling these items?

Response: USG Maintenance will remove the ejection seats and canopies when preparing the aircraft for modification.

52) ARP Incentive Fee Plan, Section 6.1.3.1, states: Aircraft System PDR is completed in accordance with the SOW

3.14.3 and Airworthiness Certification Criteria (ACC) Report A052 reviewed with Government. The SOW Section 3.14.3 does not identify A052 as a data element at the time of PDR; A052 is first referenced in section

3.14.4 for CDR. Does USG intend for A052 to be part of PDR or should it be removed from the incentive fee plan PDR completion criteria?

Response: The updated Incentive Plan will be included with the updated Draft RFP intended to be posted by

53) 3.5.6.3.2 Cockpit Zones - The equipment qualifications of the installed system shall meet or exceed Table 4 components for installations in cockpit. Can the USG clarify this requirement? The specification called out in Table 4 is not consistent with the Note on Page 19. "Note: Cockpit may experience high temps over 90C.".

What is the actual requirement?

Response: The installed system will need to address the SRD as a whole for each threshold shall statement, including all requirements regarding ambient environment of aircraft and specific equipment qualifications.

The equipment qualifications are minimums for equipment in the zone indicated. The zonal environments for the ARP installed system shall be derived from aircraft ambient environmental requirements. The note is information from observations on fielded aircraft.

54) 3.5.7 Adaptation Requirements - The data configuration file shall be uploaded/downloaded through the T-6

Ground Support Maintenance Computer (GSMC) interface. Regarding GSMC, are there any software tools that the USG would like to retain, post avionics modifications?

Response: The CLIN, SOW, and CDRLs reflect delivery of software which will be installed by maintainer of GSMCs. All software and licenses needed to support ARP in maintenance and sustainment need to be delivered for all T-6 GSMCs.

55) 3.5.26.1 T-6 Ground Support Maintenance Computer Software Requirements - The integrity of the data being transferred to or from the Ground Support Maintenance Computer (GSMC) shall be compliant with the current Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGS).

58) 3.6.1.2 Abnormal Fuel Flow Indications - The installed system shall display a visual alert over the numeric fuel flow readout when the maximum transient operating limit is exceeded for 5 seconds in accordance with MIL-

STD-411F.

Can the USG provide an ICD and relevant manuals for the Engine Data Monitoring (EDM) device that is installed in the current aircraft?

Response: Each company is responsible for obtaining necessary OEM data.

59) General - Can the USG clarify what will constitute the page count limitation of the proposal response. As an example, will cover sheet, table of contents, glossary, etc. count towards the total page count? Also, will fold out sheets count as (1) page or multiple pages?

Response: The Technical Volume has an official page count limit. Please review the full Section L --- Instructions to Offerors. Specifically, Section 2.3. Organization/Number of Copies/Page Limits, Table 2.1 Proposal Organization and Section 2.3.4. Page Limitations. The Section L EN Tables, Integrated Master Plan/Schedule, Airworthiness Plan, Letters of Intent, and Installation Plans do not have an official page limit and are considered to be unlimited and will not count toward the 50-page technical volume limit; Table 2.1 Proposal Organization has been updated accordingly.

Reference Section 2.4.2 for instructions regarding fold out pages which states in part “Foldout pages shall fold entirely within the volume, and count as a single page. Foldout pages may only be used for large tables, charts, graphs, diagrams, and schematics; not for pages of text.”

The T-6A baseline has Integrated Data Acquisition and Recorder (IDAR) system, whereas installation schedule is undetermined for TCTO 890 Crash Survivable Recorder (CSR) at the time of this SRD release.

72) SOW 5.12.6 - Can the prototype aircraft be modified at the Contractor's facility? This would defer and reduce the impact of local maintenance operations for the cost of a limited TDY FCF flight crew effort. This would also reduce risk to schedule by having access to Contractor’s facilities, infrastructure, and experienced workforce.

Response: It is the USG’s intent for all prototype installations to be conducted at Randolph AFB, TX. There is no requirement for the Contractor to have an FCF flight crew. All flight tests will be conducted by USG pilots.

73) SOW 5.12.6 - After ASIL testing, should the total number of A & B kits be a total of four (4)? Three prototypes and one spare. Note three prototypes listed in 5.12.6.1.

Response: No; the prototype and the mock-up (A&B kits) are pre-CDR/SIL testing kits. Any change to the prototype and mock-up kits after installation will be required to be implemented and kept in the final ARP configuration. The three (3) kits ordered after successful SIL testing will be the kit proof, VAL/VER, and spare kits.

74) SOW 6.0 and 7.0 - Is there any limitations for base access as it pertains to Contractor Field Teams? What is the available work schedule? Can the contractor work multiple shifts, including nights and weekends?

Response: Yes; Contract Field Teams will be required to pass a base security screening prior to accessing the base and will be coordinated prior to the beginning of work. It is the USG’s intent to allow 24-hour operations Monday-Friday; weekend work would require USG approval.
