Pre-Solicitation Conference Registration Form T-6A Texan II Avionics Replacement Program (ARP)
(Conference Registration Forms are due on or before Monday, July 11, 2022 at 12:00 pm CST)
NOTE: Based on interest and responses received to date, the Government anticipates a 100% Small Business Set-Aside for the T-6A Avionics Replacement Program requirement. The Opening Pre- Solicitation Conference on July 12, 2022 is open to both large and small businesses (to include prime and subcontractors). List all attendees on the form. All attendees must be a United States (U.S.) citizen.

Time: 9:00 am – 9:30 am CST
Location: Microsoft Teams, virtual (Conference will be recorded)
Details: In accordance with FAR 15.201 – Exchanges with industry before receipt of proposals, the T-6A ARP Requirements Team will conduct an Opening Pre-Solicitation Conference with potential contractors (large and small businesses) to share information. Questions and feedback related to the posted Draft Request for Proposal (RFP) can be submitted via email to Welth Cooper and Gale VanDeventer through July 29, 2022 at 10:00 am CST.
The purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government’s requirements, and enhancing the Government’s ability to obtain quality supplies and services, at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award.
Early exchange of information among industry and the program manager, contracting officer, and other participants in the acquisition process can identify and resolve concerns regarding the acquisition strategy, terms and conditions, and acquisition planning schedules; the feasibility of the requirement, including performance requirements, statements of work, and data requirements; the suitability of the proposal instructions; the availability of reference documents; and any other industry concerns or questions.

This is a Pre-Solicitation Conference Registration, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) 10 Market Research and 15.201. This is not a solicitation. Air Force Life Cycle Management Center (AFLCMC), Training Aircraft Section (AFLCMC/WLK) is seeking to gather information and identify sources that may be capable of providing Avionics Replacement Program for the T-6A fleet, located at five (5) CONUS operating locations with a total of 442 aircraft.

(Small Business Prime Contractor One-on-One Pre-Solicitation Conference Session Registration Forms are due on or before Monday, July 11, 2022 at 12:00 pm CST)
NOTE: Based on interest and responses received to date, the Government anticipates a 100% Small Business Set-Aside for the T-6A Avionics Replacement Program requirement. One-on-One Pre- Solicitation Conference Sessions will be scheduled with SMALL BUSINESS PRIME CONTRACTORS ONLY.
Small Business Prime Contractors are allowed to include employees, subcontractors and/or partners in assigned one-on-one session. List all attendees (employees, subcontractors, partners etc.) on the form.
All attendees must be a United States (U.S.) citizen. Small and large businesses can submit questions and feedback related to the posted Draft RFP through July 29, 2022 at 10:00 am CST.
Date: July 13-14, 2022, Small Business Prime Contractor One-on-One Pre-Solicitation Conference Session
Time: Available session times will begin at 8:30 am CST (assigned 15 minute increments)
Location: Microsoft Teams, virtual (All sessions will be recorded)
Registration: The Pre-Solicitation Conference Registration Form must be completed and returned on or before July 11, 2022 at 12:00 pm CST. Sessions will be assigned in 15 minute increments, one per Small Business Prime Company and will be on a first come first scheduled basis. The main company POC identified below will receive an e-mail with the assigned time-slot after the Registration Form is received and scheduled by the Government. Please list all attendees (employees, subcontractors, partners etc.) on the form. All attendees must be a United States (U.S.) citizen.
Details: In accordance with FAR 15.201 – Exchanges with industry before receipt of proposals, the
T-6A ARP Requirements Team will conduct One-on-One Pre-Solicitation Conference sessions with potential Prime Small Business contractors to gather questions related to technical and other elements connected with the proposed procurement.
