About this file

This is a Questions and Answers document containing 122 questions and responses related to solicitation W91ZLK-25-R-0002 for Facilities Infrastructure and Logistics Operations Support Services (FI&LOSS) at Aberdeen Proving Ground. The Q&A addresses both written questions submitted by July 31, 2024 and questions asked during the July 23, 2024 site visit.

The questions primarily focus on clarifying requirements around service orders, work orders, maintenance responsibilities, staffing plans, key personnel qualifications, custodial services, snow removal, escorts, pricing structure, and evaluation criteria. Key clarifications include: the contract will transition in April 2025 with a 30-day transition period, secret clearance is not required, core hours are standard business hours with some after-hours requirements like snow removal, and the contract combines both facilities and logistics support with emphasis on logistics. Notable items requiring contractor provision include RSMeans software/laptops and specialized maintenance equipment. The government confirmed this is a small business set-aside evaluated on lowest price technically acceptable basis, though multiple questions requested consideration of best value trade-off evaluation instead.

FI&LOSS - B01 Draft Solicitation W91ZLK-24-R-0024
General Questions that were submitted by 1000 on 7/31/2024 by contractors: QTY (84)
CategoryQuestion #Q/RQuestions and ResponsesNotes:
Type of Contract
(10 questions)1Q:Will the Government confirm its intent to map Labor Categories to the Wage Determination, as it appears?

If it is not the Government’s intent, we respectfully request that the Government update Attachment 14 to remove titles from the wage determination such as General Clerk?

Given the above, Offeror’s may see these mappings and the corresponding labor rate’s as price floors, which may unintentionally drive labor rates down to below current levels introducing significant risk to maintaining personnel and delivering the required services.

Further, given this concern, will the Government please consider a Best Value trade-off, vs an LPTA evaluation?

R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award.
1Q:Given the number of capable 8a businesses who attended the industry day/tour, please confirm whether this opportunity is 8a set aside or SB set aside, there has been conflicting information released
R:SEE: corrected SAM.gov Notice ID: W91ZLK-25-R-0024 dated 7/18/24 and maintained throughout all future updates.

SEE: corrected Solicitation W91ZLK-24-R-0024 v3 box 10.

2Q:Would the Government consider a direct 8(a) award? Benefits include the opportunity to directly determine the level of effort and staff seniority levels to be used on the contract, providing significant benefit to the Government. SKFS can provide details of how the FARs support this and the benefits available to the Government in this approach.
R:SEE: corrected SAM.gov Notice ID: W91ZLK-24-R-0024 dated 7/18/24 and maintained throughout all future updates.

SEE: corrected Solicitation W91ZLK-24-R-0024 v3 box 10.

3Q:Would the government consider modifying the pricing evaluation criteria from Lowest Price Technically Acceptable to Best Value? This would still provide for a competitive and cost-effective proposal response, while also providing the highest quality work performance.
R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award.
4Q:Basis for Award: Given the complexities of the requirements, and the need to provide consistent and high quality support over the life of the contract, will the Government consider adopting a Best Value approach instead of the Lowest Price Technically Acceptable (LPTA) evaluation method? This will allow the Government flexibility to award to offerors who provide the highest level of support to the Government that may not be the lowest priced offeror.
R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award.
5Q:In lieu of above, Technically Acceptable / Lowest Price may not ensure the Government achieves the desired level of performance. Would the Government consider a Best Value w/ Trade Offs as the basis of the award?
R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award.
6Q:LPTA nature of award is complex, especially given the unique nature of this requirement, especially with the degrees and drivers’ licenses. Would the government consider a best value approach?
R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award.
7Q:Basis of award is stated as “Technically acceptable, and lowest price” this basis of award may limit the government from making the award to the most capable awardee and could also reward a lack of understanding in size and complexity of the requirements from a bidder who mistakenly omits or underestimates the actual performance requirements. Will the government consider utilizing “Best value” as the basis of award?
R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award.
8Q:General Acquisition Methodology: Given the complexity of the FI&LOSS requirement, the specific limitations of DFARS 215.101-2-70, and the dynamic nature of the G4’s support mission, will the government modify its acquisition process to use a "best value" evaluation rather than a "low price technically acceptable (LPTA)" evaluation?
R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award.
9Q:Bidder Instructions: If the government elects to use a best value acquisition methodology, will a price narrative be included?
R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award.

SEE: Attachment 12 - Price List Sample Task Order

Formatting/Evaluation
(33 questions)2Q:Are there file size restrictions for email submission?
R:No, to restrictions in the body of the email.

SEE: Solicitation W91ZLK-25-R-0002 Section L - Submission Procedures for revisions.

3Q:Paragraph 2.j states “Plain Text Proposal (i.e. no identifying graphics, logo, watermarks, etc.).” Does “Plain Text” mean Offerors are not allowed to use any graphics in their proposal or are Offerors allowed to use graphics that are not identifying in nature?
R:SEE: Solicitation W91ZLK-25-R-0002 Section L - Submission Procedures for revisions.
4Q:Will the Government please clarify if offerors are restricted from including company logos in their proposals?

If so, does that include no company logos in locations such as the cover page, headers or footers, organizational charts, etc.?

R:SEE: Solicitation W91ZLK-25-R-0002 Section L - Submission Procedures for revisions.
5Q:Will the Government please confirm, that while Item j. states “Plain Text Proposals,” graphics are allowed to be used?
R:SEE: Solicitation W91ZLK-25-R-0002 Section L - Submission Procedures for revisions.
6Q:Specific to the reference to “no identifying graphics” within the parentheses, will the Government clarify if the intent is to receive “de-identified” or redacted proposals where Offerors are not allowed to identify themselves within the proposal?
R:Plain Text Proposal provides the option for the Government to easily redact proposals by removing the Contractor's name, etc. from the body/text portions of the proposal but is further complicated by having logos, watermarks, graphics/charts with the logos and/or Contractors names within.
7Q:Section M’s evaluation criteria for Factor 3 – Experience/Past Performance provides a list of tasks that offerors must use to demonstrate their ability to provide facilities, infrastructure, and logistics services. However, this list varies in name and content from the tasks listed in both the IDIQ and TO PWS. Can the Government clarify whether Offerors should write their Experience/Past Performance example to the list shown in Section M or to the task areas listed in both the IDIQ and TO PWS?
R:SEE: PWS IDIQ para. C.1.3 Objective.

SEE: PWS TO para. 1.3 Objective.

SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award for revisions.

8Q:Section M’s evaluation criteria for Factor 3 – Experience/Past Performance states, “The information that is required to be supplied is identified on the form provided below entitled “Past Performance Questionnaires…” This sentence seems to be incomplete and instructions for completing and submitting Attachment 17 - Past Performance Questionnaire are missing. Will the Government provide the instructions for completing and submitting Attachment 17 - Past Performance Questionnaire as well as a list of requirements for what to include in each Experience/Past Performance example?
R:SEE: Solicitation W91ZLK-25-R-0002 Section L - Submission Procedures for revisions.

SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award for revisions.

9Q:Attachment 14 - Price List Sample Task Order: Cell P176 of this tab captures the total price for all 5 years plus the 6-month extension. The Total Price Summary tab only captures the Base Ordering Period Total. Which amount will be evaluated, the Base Ordering Period Total or the 5 Year plus 6-month extension total?
R:SEE: Attachment 14 - Price List Sample Task Order for revisions.
10Q:Attachment 14 - Price List Sample Task Order: These cells appear to have an incorrect formula. The cells should be totaling the numbers above in each section, but it currently does not. If the Government’s intent is to gather loaded rates by labor category, we would suggest removing the formulas from these cells.
R:SEE: Attachment 14 - Price List Sample Task Order for revisions.
11Q:Attachment 14 - Will the Government please confirm how the TEP will be calculated?

For calculating the TEP, we respectfully request that the Government consider using the “Labor Categories” Tab and calculating the totals by multiplying the hourly rates by the total hours proposed, plus any additional services for each contract period.

This will provide the Government with a clearer understanding of the total amount of labor proposed/ required, as the “CLIN Pricing Periods 1-5” Tab may have great variation among offers, because there is no specific definition of what is to be included in each of the services or CLINs/SLINs.

R:SEE: Attachment 14 - Price List Sample Task Order for revisions.
12Q:In the labor category tab, Column D. Please define the governments requirements for hourly rate (column c) and Total Hour (Column D).

Should the hourly rate be inclusive of fringe, overhead, G&A, and fee?

R:SEE: Attachment 14 - Price List Sample Task Order for revisions.
13Q:Will the Government please consider 1-inch margins all the way around?
R:No.
14Q:Attachment 14 - Price List Sample Task Order: Will the Government confirm that no pricing is required for the Items “Other labor categories if required”, “Travel/Other Direct Cost (ODC) if required”, “Materials if required”, and “Others” for all of the Ordering Periods on this tab?
R:SEE: Attachment 14 - Price List Sample Task Order for revisions.
15Q:Will the Government please clarify what types of documentation must/can be provided?

Is the Government requiring a written narrative as documentation, or must contract documents such as cover pages, standard forms, etc. be provided as the specific “written documentation”?

R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award for revisons.
16Q:Solicitation, Section M, 2. Volume II, a. Factor 3, Paragraph 2, page 87: Will the Government please confirm that the term 75% complete refers to a measurement within the initial Period of Performance (i.e. Base Period)?

If the intent is to require 75% completion on the entirety of the duration of the awarded contract, will the Government please consider removing or significantly reducing this threshold?

As it is currently written, the 75% completion threshold puts individual (i.e., non-Joint Ventured) small businesses at a significant disadvantage, as it requires them to have 3 to 5 completed or active contracts that are ongoing for more than 3.75 years on a 5-year PoP (or longer on an extended PoP). For many small businesses, this is a difficult requirement to meet and restricts competition from otherwise qualified small businesses.

R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award for revisions.
17Q:Solicitation, Section M, 2. Volume II, a. Factor 3, Paragraph 2, page 87: If the Government is not willing to remove/reduce the threshold, will the Government please consider allowing offerors to present contracts completed within the last 5-years, as this will increase the likelihood that offers will be able to present 3 to 5 contracts with 75% or greater complete, thus increasing competition?
R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award for revisions.
18Q:Solicitation, Section M, 2. Volume II, a. Factor 3, Paragraph 6, page 87: If an offeror’s past performance reference has a CPARS on file, will the Government consider removing the requirement for a Past Performance Questionnaire for that specific contract reference?
R:No.
19Q:The referenced section states “The Contractor shall provide a plan and timeline describing actions, plans and procedures to ensure a smooth transition from contract award and at final close out of the contract.”

However, Section L and M do not require a Transition Plan.

Will the Government please confirm that a Transition Plan is required, and specify the specific Acceptable/Unacceptable criteria for the Transition plan?

R:SEE: PWS IDIQ para. C.1.1.3 and C.1.1.3.1 for revision.
20Q:What methods will the Government utilize to ensure that the proposed fully burdened rates are sufficient to ensure qualified employees can be staffed for this effort at the lowest price?
R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award for revisions.
21Q:Several of the descriptions of Titles of services are vague and do not provide enough information in order to fairly quantify these costs (i.e., Service Order Tracking, DPW Work Order Tracking, Minor Project Repair and Construction Services - Project Management, General Maintenance Worker Service, Supply Operations & Purchase Requests, Moving & Transportation etc.).

Can the Government please provide additional details for each item in order to ensure fair pricing by all contractors?

R: SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award for revisions.

SEE: Attachment 14 - Price List Sample Task Order

22Q:Please confirm that 200 pages is the limit for past performance.
R:Yes.
23Q:Will the Government define 'physically complete'?
R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award for revisions.
24Q:Given an SBA certified Mentor / Protégé Joint Venture, is it sufficient for the Mentor and Protégé to each submit a past performance citations in lieu of the JV itself submitting a Past Performance citation?
R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award for revisons.
10Q:L. 2. a. Single space Text, L. 2. b. Double Space Paragraphs – Does this mean that within paragraphs spacing is single space but a full line must separate paragraphs?
R:Yes
11Q:L. 2. e. Margins: All Margins 1 inch., L. 2. g. Header and Footer 1.5 – These requirements contradict each other, please confirm if all margins are 1 inch, or side margins are 1 in and top and bottom margins are 1.5 inches?
R:SEE: Page Setup: Under Margins all margins are 1 inch. Under Layout Headers and Footers both should be 1.5. These are two different settings.
12Q:Bidder Instructions: Question: The draft solicitation lists a 5-page technical volume and a price volume. Will the final solicitation include a technical volume of greater than 5 pages?
R:SEE: SAM.gov Notice ID: W91ZLK-24-R-0024 within Description section titled "Submission Procedures for Proposal" for revised page count.

SEE: Solicitation W91ZLK-24-R-0024 Section L - Instructions, Conditions and Notices to Bidders within section titled "Submission Procedures for Proposal" for revised page count.

13Q:It was noted that the page limits for the proposal were ‘placeholders’ during the industry day/tour, does the Government intend on updating the target pages / response criterial (sections L and M) prior to the final RFP release? This would assist industry in preparation for responses.
R:SEE: SAM.gov Notice ID: W91ZLK-24-R-0024 within Description section titled "Submission Procedures for Proposal" for revised page count.

15Q:Bidder Instructions: Will the final solicitation include a past performance volume? If so, how many past performance examples (minimum and maximum) will be included?
R:SEE: SAM.gov Notice ID: W91ZLK-24-R-0024 within Description section titled "Submission Procedures for Proposal" for categories and document requirements for volumes.

SEE: Solicitation W91ZLK-24-R-0024 Section M - Evaluation Factors within section titled "Submission Procedures for Proposal" for categories and document requirements for volumes.

16Q:Bidder Instructions: Will the final solicitation include an administrative documents volume? If so, what documents will be required?

17Q:Draft IDIQ Performance Work Statement – C.3.2.2 Service Orders; C.3.2.3 Work Orders
R:Not a question - just references a paragraph
Contractor provided Equipment, etc.
(4 questions)25Q:As this requirement is for the IDIQ and there are no CLINs for materials, supplies, and equipment will the Government please confirm that the awardee will have the opportunity to propose necessary materials, supplies, and equipment at the Task Order level?

If the materials, supplies, and equipment are the be proposed at the time of closing of the proposal period, will the Government please provide the instructions for estimating and proposing these within the IDIQ proposal?

R:SEE: Attachment 14 - Price List Sample Task Order for revisions.
26Q:The referenced section, as well as several others, indicate that offerors are to provide “labor” to perform specific tasks. The PWS does not require tools, equipment, materials, vehicles, etc. Further, there are no CLINs for these items.

Will the Government please confirm that offerors are to only price labor, and that tools, materials, supplies, equipment, etc. are not Contractor-provided?

If offerors are to provide tools, materials, supplies, equipment, will the Government please specify what offerors are to provide?

R: SEE: PWS TO para. 3.1.4 SEE: PWS TO para. 3.2 Facilities and Infrastructure Operations and Services SEE: PWS TO para. 3.3 Logistics Operations and Support Services

18Q:What equipment will the contractor need to provide to support the contract?

SEE: PWS IDIQ para. C.3.4.3.

SEE: PWS TO para. 3.4.3 GFP/GFE and Contractor Acquired Property (CAP)

19Q:PWS C.3.2 Facilities & Infrastructure: It is unclear in the overall section whether the Contractor provides all materials and supplies for service orders, work orders, minor general repair, and general maintenance services as part of the FFP. Is there a threshold (# of labor hours and/or material cost limit) that would constitute a separately funded task order to the Contractor?
R:SEE: PWS IDIQ para. C.3.1.4, C.3.2, C.3.2.2 for revisions.

SEE: PWS TO para 3.1.4, 3.2, 3.2.2, including Notes, for revisions.

Key Personnel
(11 questions)27Q:Based on the proposed labor categories, several of the support staff positions would be difficult to recruit for and subsequently retain. Would the government consider changing the following labor categories:

Administrative Support (General Clerk III) - Facilities and Infrastructure to Secretary III (01313).

Administrative Support (General Clerk III) - Warehouse Operations to Secretary III (01313).

Accounting Clerk III (Asset Management Technician) to Administrative Assistant (01020).

Journeyman Carpenter (General Maintenance Worker) to Machinery Maintenance Mechanic (23530).

R:No.
28Q:Based on Attachment A1, Attachment 14 Labor Categories Tab, and a review of the PWS, there are a at least 20 employees on this contract, given there are 20 labor categories (LCAT). This section seems to indicate resumes are required for all employees, key and non-key.

With 17 non-key LCATs, there is an undue burden on small business to provide this number of resumes during the proposal process and will likely restrict more competition on this acquisition.

Given the specified timeline for the successful offeror to have this contract fully staffed (April), will the Government please remove the requirement to provide resumes for non-key personnel and keep the requirement to provide resumes for only the three (3) key positions?

R:SEE: PWS TO para. 3.4.5.1 Key Personnel for revisions.
29Q:The referenced sections do not provide details on how offeror’s staffing plans will be evaluated. Will the Government please provide the specific Acceptable/ Unacceptable criteria for staffing plans?
R:SEE: Solicitation W91ZLK-25-R-0002 Section M - Evaluation Factors for Award for revisions.
30Q:Can the Government clarify if the Facility Manager Lead and Custodians also perform the Comprehensive Facility Investigations outlined on 3.2.1.2?
R:SEE: PWS IDIQ para. C.3.4.5.1 Key Personnel and C.3.4.5.2 Support Personnel.

SEE: Technical Exhibit A - Key Personnel Job Descriptions and Qualifications for revisions.

SEE: Technical Exhibit A1 - Support Personnel Job Descriptions and Qualifications

31Q:For the Lead Facilities & Infrastructure Logistics position, will the Government please consider substituting the Bachelor’s Degree and CFM certification, for a total of 15 or more years of experience?
R:SEE: Technical Exhibit A - Key Personnel Job Descriptions and Qualifications for revisions.
32Q:Will the Government confirm that resumes are required for key personnel only as stated in the PWS (IDIQ PWS Section 3.4.5)
R:SEE: PWS TO para. 3.4.5.1 Key Personnel for revisions.
33Q:Does the Government require only ONE (1) Resume per labor category?
R:SEE: PWS TO para. 3.4.5.1 Key Personnel for revisions.

SEE: PWS TO para. 3.4.5.2.1 Support Personnel for revisions.

20Q:The expected requirement for seven (7) Key Personnel will potentially make the procurement less competitive, and is advantageous to the incumbent. Therefore, would the government consider lowering the number of the Key Personnel?
R:SEE: PWS IDIQ para. C3.4.5, C3.4.5.1, Technical Exhibit A - Key Personnel Job Descriptions and Qualifications, and Technical Exhibit A1 - Support Personnel Job Descriptions and Qualifications for revisions.

SEE: PWS TO v13 para. 3.4.5, 3.4.5.1, Technical Exhibit A - Key Personnel Job Descriptions and Qualifications, and Technical Exhibit A1 - Support Personnel Job Descriptions and Qualifications.

21Q:Technical Exhibit A Key Personnel Question: The PWS lists key personnel positions in Technical exhibit A. For all bidders, it will be advantageous for the government to map the position qualifications and descriptions to comparable positions described under the service contract act (SCA). This will ensure that bidders are clear about key personnel requirements and can perform their labor pricing correctly to recruit and hire in the local market. Will the government perform this review and, if position qualifications and job descriptions do not match the SCA, amend the requirements?
R:SEE: PWS IDIQ para. C3.4.5, C3.4.5.1, Technical Exhibit A - Key Personnel Job Descriptions and Qualifications, and Technical Exhibit A1 - Support Personnel Job Descriptions and Qualifications for revisions.

SEE: PWS TO v13 para. 3.4.5, 3.4.5.1, Technical Exhibit A - Key Personnel Job Descriptions and Qualifications, and Technical Exhibit A1 - Support Personnel Job Descriptions and Qualifications.

22Q:Technical Exhibit A Key Personnel Question: Question: The qualifications for the Lead Logistics Operations Manager require 6 years of US military supervisory experience in a logistics MOS. Will the government accept demonstrated equivalent military logistics experience of military civilian employees and contractors?
R:SEE: PWS IDIQ para. C3.4.5, C3.4.5.1, Technical Exhibit A - Key Personnel Job Descriptions and Qualifications, and Technical Exhibit A1 - Support Personnel Job Descriptions and Qualifications for revisions.

SEE: PWS TO v13 para. 3.4.5, 3.4.5.1, Technical Exhibit A - Key Personnel Job Descriptions and Qualifications, and Technical Exhibit A1 - Support Personnel Job Descriptions and Qualifications.

23Q:Technical Exhibit A Key Personnel Question: Question: The qualifications for the Facility Coordinator position includes Minimum of (6) Years of Facility Management Experience and Bachelor’s Degree in related field or 10 years of experience for individuals with an FMP but without a bachelor’s degree. Ten years of experience is overly restrictive, while a smaller number of years of relevant experience and an FMP would enable the contractor to bring in new talent and mentor them in the specifics of this position. Will the government consider reducing the years of experience needed for initial hire of individuals that have an FMP to 3 or more years of highly relevant experience?
R:SEE: PWS IDIQ para. C3.4.5, C3.4.5.1, Technical Exhibit A - Key Personnel Job Descriptions and Qualifications, and Technical Exhibit A1 - Support Personnel Job Descriptions and Qualifications for revisions.

SEE: PWS TO v13 para. 3.4.5, 3.4.5.1, Technical Exhibit A - Key Personnel Job Descriptions and Qualifications, and Technical Exhibit A1 - Support Personnel Job Descriptions and Qualifications.

24 Q: Technical Exhibit A Key Personnel Question: Question: The qualifications for the General Maintenance Worker cites only carpentry as a requirement, yet the SCA description states that this position requires “…practical skill and knowledge (but not proficiency) in such trades as painting, carpentry, plumbing, masonry, and electrical work.” The PWS indicates a need for skilled plumbing, masonry, and electrical work, indicating either a need for specific trades at the journeyman level or a requirement for a higher level of experience and skill—and corresponding wages—in this position. Will the government review the SCA requirement against the PWS need?

R: SEE: PWS IDIQ para. C3.4.5, C3.4.5.1, Technical Exhibit A - Key Personnel Job Descriptions and Qualifications, and Technical Exhibit A1 - Support Personnel Job Descriptions and Qualifications for revisions.

Clearances
(2 questions)25Q:PWS C.1.3 Objective: Section states: “Individual task orders may be classified up to the SECRET level in administrative, laboratory, warehouse, mixed-use, and headquarters space”. Is there a facilities clearance requirement or applicable DD-254?
R:SEE: PWS para. C.1.3 Objective for revision.

SEE: Attachment 12 – DD Form 254 DoD Contract Security Classification Specification.

26Q:What is the clearance requirement? Secret?

Costs/Labor/ list of Equipment
