SUBFACTOR 1-TECHNICAL APPROACH: The Offeror's Technical approach will be evaluated the Offeror's demonstrated ability to complete all tasks contained in PWS paragraph 9.0 and show their understanding and capability in accomplishing all requirements specifically heating, cooling, kitchen equipment and gas system. The Offerors are cautioned that “mirroring/copying” the technical requirements of the PWS with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. The Offeror will be evaluated on providing Staffing Plan that clearly demonstrates how the contractor plans to provide the labor mix and quantities by task, identifies the replacement strategy, backup policy, retention policy, and any other information pertinent to the execution of this requirement. The Offeror will be evaluated on providing the proposed Key Personnel and Non-Key Personnel, both full time and part time staff, detailing roles, experience, license and responsibilities of each position supporting ITM of Mechanical Equipment. The feasibility of the proposed Staffing Plan will be assessed against the Offeror’s overall Technical Approach to ensure the Offeror has proposed an adequate number of qualified personnel in appropriate labor categories to satisfy all PWS requirements.
SUBFACTOR 2: QUALITY CONTROL PLAN (QCP): The Offeror will be evaluated on providing for QCP that demonstrates the Offeror’s approach to conducting comprehensive quality control. The plan shall clearly describe the Offeror’s quality control methods and practices such as standardized procedures to monitor performance, identify discrepancies, service call responses, and take corrective action to prevent re-occurrences. As part of the QCP, the Offeror shall identify what items the Offeror will inspect under its comprehensive QC for each task listed in the PRS table. The QCP shall be used throughout the life of this contract and shall be updated by the Contractor when the changes affect the QCP. The plan shall include followings at minimum:
- A description of the preventive maintenance system to cover all services. The description shall specify the areas to be inspected on both a scheduled and unscheduled basis, frequency of inspection, and the title and organizational placement of the inspectors.
- A description of the methods to be used to identify and prevent defects in the quality of service performed.
- A description of the methods to update inventory of the equipment of the operation and maintenance of communication center.
- A description of the methods to maintain and utilize computerized maintenance management system for accounting maintenance works and track the status of maintenance works.
- A description of the method to maintain the record for preventive maintenance and repair works.
SUBFACTOR 3: PHASE-IN PLAN (PIP): The Offeror will be evaluated on providing for Phase-In Plan that clearly demonstrate how the Offeror will prepare for 100% full performance in accordance with the PWS and transition. The Offeror shall include all general and administrative (G&A) functions and pre-hiring activities normally accomplished by contractor prior to physical phase-in performance. The Offeror shall describe in detail how the contractor will provide required personnel to perform the tasks in accordance with the PWS and milestone driven schedule of key events and procedures needed to assure readiness and 100% full performance under the contract by the end of the three (3) months phase-in period. The approach must be designed to ensure successful transition to full performance of work by the conclusion of the phase in period.
FACTOR 5- PAST PERFORMANCE:
The Government will evaluate the Offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS.
(1) Evaluation of past performance shall be in accordance with the proposal of the past performance.
(2) The Government will focus its inquiries on the Offeror’s (and major subcontractor’s) record of performance as it relates to all solicitation requirements, including cost, schedule, performance and management of subcontractors. A significant achievement, problem, or lack of relevant data in any element of the work can become an important consideration in the evaluation process. Therefore, Offerors will be reminded to include the most recent and relevant efforts within the last three (3) years (calendar year 2020, 2021 and 2022) in their proposal. Absent any recent and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the Offeror will be assigned a “neutral confidence rating” and its proposal will not be evaluated either favorably or unfavorably on past performance. The Government may use data provided by the Offeror in its proposal and data obtained from other sources, including data in Government files or data obtained through interviews with personnel familiar with the contractor and their current and past performance under Government or commercial contracts for same or similar services as compared to the NAICS 238220.
(3) Offerors shall submit Government and/or commercial contracts for the prime Offeror and each major subcontractor in performance or awarded within the last three (3) years (calendar year 2020, 2021 and 2022) which are relevant to the efforts required by this solicitation. The Government may consider a wide array of information from a variety of sources but is not compelled to rely on all of the information available.
(4) The past performance factor considers each Offeror’s demonstrated recent and relevant record of performance in repair and maintenance of administrative building with heating, cooling, kitchen equipment and gas system system during calendar year of 2020, 2021 and 2022. There are three aspects to the past performance evaluation: recency, relevancy, and quality. Offerors’ recent and relevant past performance may consist of Government and/or commercial contracts for the prime Offeror performed during calendar year of 2020, 2021 and 2022 using the licenses as specified in Technical Phase I, Factor 1 above. Relevant past performance is that constitutes the same or similar services based on size, scope, complexity and contract type.
· RECENCY: The first aspect is to evaluate the recency of the Offeror’s past performance. Recency is generally expressed as a time period during which past performance references are considered relevant and is critical to establishing the relevancy of past performance information.
· RELEVANCY: The second aspect is to determine how relevant a recent effort accomplished by the Offeror is to the effort to be acquired through the source selection. Relevancy is not rated separately; however, the following criteria (see Table 2) will be used to establish what is relevant which shall include similarity of service/support, complexity; dollar value, contract type, and degree of subcontract/teaming.
TABLE 2 - PAST PERFORMANCE RELEVANCY RATINGS

Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
- QUALITY ASSESSMENT: The third aspect assesses the overall quality of the Offeror’s past performance. Documented results from telephone interviews, CPARS, and other sources form the support and basis for this assessment.
(5) Performance Confidence Assessment: Utilize the Performance Confidence Assessment to select the most appropriate confidence level for each Offeror. Ensure the rationale for the conclusions reached are included.
