Q114: Reference sheet GC003, existing condition note no. 5 calls for special handling and consideration will be required for excavated soils thought to contain contaminated substance. Contractor shall periodically monitor excavated soils. Soils shall be treated on site or disposed of properly. It is almost impossible to figure the cost of this work without knowing where exactly this condition exists. Should the assumption be all the excavated soil is contaminated? What is it contaminated with. This needs to be an allowance or unit price in the bid form as it is unknown at this time. Please advise.

A114: A&E Response: There is no anticipated contaminated soils on the site. This note is for the encounter of contaminated soils during construction that was not known during the design process. If it is encountered, the direction of this note shall apply and potential for Unforeseen Conditions change order.

Q115: Reference geotechnical exploration note 4 on sheet B-100, note states that additional information are in the engineer's subsurface information document, which is available to bidders. Please issue this document.

A115: A&E Response: See response to Q&A#9, amendment 01

Q116: Section 320119 did not specify any products of Joint Sealant for the Interior slab on grade & the exterior concrete pavement joints. It only includes the primers, backup materials. Please advise.

A116: A&E Response: Please see section 2.1 – Sealants. Sealants shall be per ASTM D5893

Q117: EP101 and EP102 Note 4 Should read the same as they are both referring to the receptacles in the hangar area. EP101 calls for all receptacles in hangar areas to be weatherproof gfci. EP102 calls for all receptacles in hangar areas to be explosionproof. The panels in these areas are just NEMA 1 so neither the weatherproof nor explosion proof makes sense.

A117: A&E Response: The panelboards in the hangar bays 101, 102, 103, and 104 shall be NEMA 3R rated. All receptacles in these areas shall be weatherproof and GFCI. (will be shown in amendment)

Q118: Prints EP101 and EP102 both show electrical feeds to Hangar Door Control Panels. Neither print shows connection to electric operators or pushbutton stations. Are we as electrical contractors responsible for any pipe, wire, connections, etc beyond the control panels?

A118: A&E Response: Connections past the hangar door controller will need to be coordinated with what is being provided by the hangar door manufacturer.

Q119: EP101 shows Fire Pump Control Panel. What is conduit and feeder size to Fire Pump and any associated controls?

A119: A&E Response: Fire pump and controller feeder sizes are as indicated on sheet EP601: 2 sets of 3- 500 KCMIL and 1- 250 KCMIL GND in 4” conduit. This is the same size connection to the controller and to the fire pump. (Additional keyed note for wire wise between controller and fire pump will be shown in amendment)

Q120: FX 401 shows a Jockey Pump Control Panel that is not on the Electrical prints.

A120: A&E Response: Jockey pump control panel will be shown on sheet EP101. Power requirements for jockey pump remain the same. (will be shown in amendment)

Q121: EP101 Note 5 Concerning ABI #2: Request more information on the specifications of the invertors that we may be required to provide as well as wiring requirements and what “accessories” may be needed. Clarification on the invertors we are to remove from the temporary shelters… note says to remove cords, connect to new invertors and test. What can we expect as far as necessary material to make these connections for the said test? Without details on the existing as well as new invertors, I cannot comprehend the connection of the two units for a test.

A121: A&E Response: Information on the existing 400Hz invertors in the temporary shelters is as follows:

Existing inverter (from the data plate):

EPU-6/E

Manufactured by Controlled Systems Inc.

Input: 50/60 hz, 240, 360 or 480 V, 3 phase Output: 50kW 400 hz, 120/208V Size: 4' x 4' x 5' tall If ABI#2 is funded, contractor will need to coordinate with owner and manufacturer of 400Hz invertors and provide all connections and accessories needed to make unit functional. Additional details of inverter and cable reels for each bay has been provided on sheet EP501. Keyed notes 2 and 3 on sheets EP101 and EP103, respectively, indicate to remove the existing power cords in the temporary shelters for the 400Hz inverters and connect them to the new inverters in the alert shelter. These will need to be tested upon connection to the new inverters to verify functionality and connectivity.

Q122: For the Joint Layout Plan Grid 1.Per Drawing CP101 between Columns (CE) and Rows (2-4) the joints are not labeled.

A122: A&E Response: Will provide joint in an amended drawing.

Q123: Our manufacturer solely purchases All Weather Insulated Panels for their systems and would not be able to directly purchase Kingspan Panels. I did not see an actual manufacturer for these panels in the specifications, but Addendum #2 specifically mentions Kingspan.

A123: A&E/Base Response: Government was not suggesting any Vendors for Metal Panels. Q48 was in reference to PEMB and single source supplier, it does not require the PEMB vendor to manufacture all parts but supply them.

Q124: Is there any electrical work associated with ABI#1? Grid 2 where the shelter is located is not included in the electrical demo prints.

A124: A&E Response: The contractor shall disconnect all utilities between shelters 1 and 2. The remaining shelters (2,3 & 4) shall not be reconnected to the base utilities. all lighting, conduit and wiring, general receptacles, and any additional electrical or communications equipment in existing shelter 1 shall be disconnected and demolished. The existing 400Hz converters shall be salvaged and returned to the owner.

Q125: Latest additions to Addendum #2 address the fabric hangar doors and that they can be controlled at the door and at a remote location. Where is this remote location?

A125: Base Response: The remote location is in the current ACA Crew quarters. See Sheet ES104 for approximate location. It is in the west hallway near the NW corner of the facility.

Q126: Drawing CU100 shows the waterline tie in point. Could you provide more detail on this location? Is there any pavement cutting / patching required? The existing drawings are hard to read.

A126: Base Response: There is no pavement to the west of our fence line, which is where the water line tie in goes.

Q127: Plans call for and reference an IDS (Intrusion Detection System). Specific information detailing what this system consists of seems to be vague. There is also a reference to an appendix on sheet ES102, Note #2, that we do not seem to have. Please provide additional information for the IDS and a possible appendix.

A127: A&E Response: Please see sheet T-002 for general information regarding the modifications to the IDS system. The reconnection of the IDS system shall be executed under a separate contract. The contractor is responsible for installing any necessary pathways and power for modifications to the IDS system onsite.

Q128: Specification section 13 34 19 paragraph 1.10.1 calls for a “No-Dollar Limit” warranty for the entire metal building system. These types of warranties are only associated with the roof panel system. A standard warranty of 1 year applies to the structural steel components. A standard finish warranty is available for both the roof and wall panels. And you can purchase optional weathertight warranties for the roof as requested in section1.10.2 of the specifications. Please confirm this is acceptable.

A128: A&E Response: Bid as specified.

Q129: According to the drawings, as part of the technology scope we are to “provide one pair of MM fiber from ACA shelter Communications room to SFS BDOC Communications room”. Where is the “SFS BDOC Communications room”. And what is the pathway to get the fiber there?

A129: A&E Response: Unsure of where this is called out. The MM fiber to be provided for the ACA Alert shelter shall be terminated in the Alert Crew Quarters Building 600.

Q130: Where does the communication backbone go once it leaves the new ACA?

A130: A&E Response: The fiber backbone and 200-pair copper route to and terminate in the Alert Crew Quarters Building 600.

Q131: On Print T-002 General Notes: Klaxon Alert System – please provide additional information regarding this system.

•Note 5 refers to an Appendix that we cannot find in the documents.

•Who installed the original Klaxon system?

•Please provide spec and part numbers

A131: A&E Response: Information for the Alert/Klaxon system can be found on sheet T-002. Additional information and as built drawings are attached for reference.

Q132: On Print TN501 Keyed Notes #2 ask contractor to provide a 2500 series wall phone. Please provide manufacturer.

A132: A&E Response: See attached information for shelter phone.

Q133: On Print TN401 the drawing shows what looks like ladder tray in the communication room however the description is 12” wide by 4” makes me believe the reference is to basket tray. Please clarify which item is desired. Ladder tray does not have dies on it so it will not be 4” deep.

A133: A&E Response: Cable tray to be provided in Room 106 shall be ladder cable tray, as indicated in specification 26 20 00.

Q134: Please provide the sectional thickness for the Exterior Pavement Demolition.

A134: A&E Response: The existing pavement anticipated to be demolished is 11 inches of Concrete.

Base material and thickness is unknown. Borings in the area indicate approximately 36 inches of rock material under the concrete pavement, however the base course thickness could vary across the pavement demolition limits.
