Q&A SET 4
AMENDMENT/ADDENDUM 04
W91364-19-B-8001 FOR ACA Shelter
AT 180TH FIGHTER WING
REMINDER: the Bid opening date has BEEN extended in Block 13 of the SF1442.
The new Bid Opening date is now 10 December 2018 at 200PM EST.
Q135: Drawing ES104 keynote 1 and keynote 4 indicate that we are to extend conduits into Building 600.
Are there currently conduits stubbed out of Building 600 for tie in? If not, please provide more information as to how are to connect to Building 600.
A135: A&E Response: There are two existing 4” conduits that extend from existing building 600 comm room to HH16 and that stub out on the north side of the fence line for the new comm conduits to the shelter. New conduit to be installed shall connect in this location. The circuit homerun to be installed for the convenience receptacle on the utility rack will need to be coordinated with the Base prior to installation.
Q136: Drawing EP101 and EP102, General Note 4 on both pages should read the same and they do not.
EP101 Note 4 reads that all of the receptacles should be GFCI and WEATHERPROOF.
EP102 Note 4 reads that all of the receptacles should be EXPLOSION PROOF.
Which note is correct?
A136: A&E Response: See response on amendment 03, Question 117. All receptacles in these areas shall be weatherproof and GFCI
Q137: Drawing EP101 and EP102, electrical panels LP2 and LP3 and not listed as weather proof or explosion proof. Should they be?
A137: A&E Response: Panelboards LP2 and LP3 shall be installed in NEMA 3R enclosures.
Q138: Please provide specification for 12.47kV Sectionalizing Cabinet that is referenced on drawing ES106 Key Note #1.
A138: A&E Response: Sectionalizing cabinet is referenced in specification 33 71 02, section 2.5.7 ‘Junction Cabinets’
Q139: Please define what the circular items are on drawing CS102 represents.
A139: A&E Response: Electrical Lighting. Coordinate with the Electrical Drawings.
Q140: Section 076114 Paragraph 3.3.1 references providing roofing panels in longest practical lengths from ridge to eave...with no transverse joints except at the junction of ventilators, curbs, skylights, chimneys, and similar openings. Elsewhere in the specification, there is reference to panel end laps.
Given the low slope application and long roof to eave runs, a continuous length panel 160’-0” long is highly recommended and is standard with high performance standing seam roof systems. Otherwise, there will be approximately 568+ panel end laps having 5,000+ exposed fasteners penetrating the roof panels. The roof plan does not indicate end laps. End laps are unsightly, prone to leak, and if not installed properly may be excluded from a manufacturer’s warranty. BEMO USA recommends revising the specification to require full length panels from ridge to eave as is standard in the industry for the intended building type and performance requirement.
A140: A&E Response:
a. Requirements for the standing seam metal roof are addressed in specification section 13 34 19 METAL BUILDING SYSTEMS. Specification section 07 61 14.00 20 STEEL STANDING SEAM ROOFING shall be deleted in its entirety.
b. As long as the roof system meets the performance requirements listed in section 13 34 19 METAL BUILDING SYSTEMS, the seam locations may be determined by the metal building supplier.
Q141: Per Demolition and Civil drawings, is the existing concrete that is to be demolished and removed reinforced? If so, what method is it reinforced with (Wire Mesh, Reinforcing steel etc)?
A141: BASE Response: The concrete to be demolished is reinforced as follows. The joints are doweled with 1-1/2” dowels spaced at 15” on center or are tied with #5 bars, 30” long spaced at 30” on center.
Irregularly shaped sections are reinforced with WWF 6x6 – W4xW4.
Q142: Is there an ODOT equivalent gradation to the crushed aggregate base course shown in the specifications.
A142: A&E Response: The aggregate base course gradations were put together and compared to local ODOT gradations during design.
Q143: For off-site removal of broken concrete and excavated spoils, drawings state the material must be disposed of at a government approved waste disposal site. Is this correct? And if so, can a listing of approved disposal facilities be provided?
A143: Base Response: NO, any appropriate disposal site is ok.
Q144: Drawing CU-100 shows the connection of the proposed Fireline at N: 702317.36 / E: 1613944.82.
The Fireline connection appears to cross over and run very close parallel to the existing security fence, with the actual Point of Connection appearing to underlap with the fence. Will the base remove or relocate this fence if required for the Hydrant scope of work? If the GC is to remove and relocate this fence is a there an allowance you would like us to carry.
A144: Base Response: The waterline connection will be made on the west side of the fence. The connection point can be adjusted as needed to avoid crossing below the fence if required (i.e. 2 -45s & thrust blocks). The contractor shall take all necessary precautions to maintain the integrity of the boundary fence and high security fence during construction. Fencing disturbed or damaged during construction shall be restored by the contractor to its pre-construction condition at no additional cost to the government.
Q145: What is the depth if the existing concrete to be demolished and removed? Is there asphalt underneath the Concrete? If so what is the depth of the asphalt?
A145: A&E Response: The existing concrete is 11 inches thick. There is no asphalt underneath, only a rock layer.
Q146: Please confirm that in accordance with the “Captivation Requirements” as noted on multiple drawings that this requirement applies to any and all trades which would have fasteners or other mechanical connections on the project?
A146: A&E Response: Correct- these requirements apply to all trades.
Q147: Sheets ES106 and ES104 indicate PVC conduit underground for 15KV primary feeds, however, specification section 26 20 00, paragraph 3.1.5.7 indicates rigid metal conduit only for circuits greater than 600V. Please clarify.
A147: A&E Response: All ducts that shall be concrete encased shall utilize PVC conduit, per specification 33 71 02.
Q148: Sheet EP102, General Note #4, indicates all 20A 120V receptacles are to be explosion proof.
EP101, General Note #4 indicates 20A 120V receptacles are to be weatherproof and GFCI. Please clarify.
A148: A&E Response: See response on amendment 03, Question 117. All receptacles in these areas shall be weatherproof and GFCI
Q149: Regarding captivation requirements, please clarify the intent of the requirement to apply to pre-manufactured goods (Light fixtures, HVAC units, etc) brought to the site, unboxed, and installed as is.
A149: A&E Response: The captivation requirement applies to the installation of these premanufactured goods. The use of GE silicone RTV 108 shall be used, as indicated in captivation notes on all applicable sheets, as an extra step in captivation for mounting and securing said goods due to the vibrating forces that will occur in this facility.
Q150: Is there a location onsite either at the 180th or at Toledo Express in which the materials from the taxiway demolition or spoils can be disposed of?
A150: BASE Response: NO location at the 180th. Materials that are not to be reused will be removed off site and disposed of properly by the contractor.
Q151: Sheet EP601 shows 2- 4" conduits going to the fire pump controller sheet EP 101 shows 3 conduits coming up at the fire pump controller.
