W91364-18-B-5000 Renovate Hangar

885 Rickenbacker ANGB, Columbus

OH

July 20, 2018

PREVIOUSLY ANSWERED RFIS CAN BE FOUND IN AMENDMENT 4

RFI 037: Telecommunication Scope Clarification (Issued by Government)

The IT rooms (Room 114 and 156) are existing IT rooms with existing fiber that is to remain. The existing fiber optic cable runs from the comm manhole located outside the building and into IT room 156.

Additionally the existing fiber optic cable and 100 pair cable, from IT room 156 to IT room 114 is to remain. This cable runs overhead in the steel structure from is to remain in place. Contractor to ensure that these cables are not damaged or removed during construction. These existing fiber optic cables will be connected to the new equipment located in these IT rooms.

RFI 038: Missing Spec Section 262500 Busduct

Answer: Enclosed in this amendment.

RFI 039 Government’s response to RFI 23 regarding blast resistant doors still leaves a lot of open questions that require answers in order to put together a price for the doors. The charge weight was not defined. This will significantly impact the cost of the doors. Please provide the charge weight.

Also, the Government response indicated all doors had a standoff distance of 56’. This seems unlikely given that one side of the hangar faces the parking lot and the other side faces the secure flight line.

Please clarify.

The Government response also said all exterior man doors should be blast resistant. This doesn’t seem to line up with the UFC requirements regarding which doors are required to be blast resistant. Typically, only routinely occupied rooms are required to be protected, which would exclude mechanical rooms.

Please clarify.

According to the door schedule on A602, multiple exterior openings call for the existing frames to remain, and just have the door replaced. For the openings to be blast resistant, the frames will need to be replaced as well. Please clarify.

Finally, please confirm the existing structure at the exterior door openings is strong enough for the new blast resistant frames to be anchored to or if additional reinforcing needs to be installed.

Answer: All exterior doors on the building should be new doors and frames in existing openings and be blast resistant with the exception of door 006 since it goes into a mechanical room, it will be new door in existing frame. Charge weight is explosive Weight Class II. Per UFC 4-010-02, the exact weight is For Official Use Only.

RFI 040 The Government’s response to RFI 25 stated STC ratings of doors would be identified in Amendment 4. We were unable to locate any clarifications of the door STC ratings in Amendment 4.

Please specify the required STC ratings of all doors.

Answer:. STC rating not required as this project has a "scif light" design intent and is not meeting the full

SCIF requirements.

RFI 041 Amendment 4 indicated the exterior roof will be a full replacement down to the deck. However, no additional design details were provided. No thickness or R-value called out for the new roof insulation. Please provide a thickness or required R-value.

Additionally, we need details showing edge blocking, edge flashing, etc., similar to the interior roof details shown on detail 9/A502. Please provide design details for the installation of the exterior roof with all components.

Answer: R30 Value for roof. Most likely 6 inches of insulation to achieve this, but that thickness varies based on the insulation used. Must achieve R30. Assume all new blocking around the perimeter. Edge flashing appears part of metal panel. This is to be removed and replaced after new roof is installed. See photos of this existing condition. Reinstall as it is in its existing state.

RFI 042 The room finish schedule on A601 calls for the Maintenance Hangar, Room 100, to have a floor finish of CON1. CON 1 is a gray epoxy paint. Is this new floor finish for the entire hangar floor area or just for new concrete placed in the hangar? If it is for the entire hangar floor, are any additional markings required such as the yellow stripes on the existing hangar floor? If so, please provide details on what floor markings are required.

Answer: The entire hanger floor (Approximately 50,000 SF) will need to be repainted as CON 1.

Additionally contractor shall provide 1300 LF of 4” wide yellow paint. Government will provide layout of new striping plan in the hanger and contractor will be responsible for painting the new layout.

RFI 043:

1. On sheet A602, Aluminum opening 001 is called out as a 3’0” x 7’0”, frame type #5, and hardware set

#3. On sheet A603, frame type 5 shows a 5’0” wide clear opening with two door leaves and two side lights. On sheet A201, Entrance Side, opening 001 is shown graphically as a single leaf door with side lights. Hardware set #3 has components that would lend itself to a single leaf of 3’0”. Please confirm which configuration is correct.

2. The Door Schedule on sheet 602 calls for Opening 002A as an aluminum system with a comment reading new door, frame and hardware in existing opening. Sheet A201, Entrance Side has note E01 pointing to this opening. Note E01 calls for a new hollow metal door and hardware in existing frame and opening. Please confirm the construction of Opening 002A.

3. On sheet A603, Window Types W1 and W2 state existing head, jamb and sill. On sheet A201, Air Side, W1 and W2 have note E05 pointing to them. Note E05 states Aluminum framed blast resistant windows installed in existing rough opening. Please confirm if we are to replace the glass and glazing only per sheet A603 or if we are to replace the window in its entirety.

4. Opening 006 is an exterior door requiring AT/FP Blast Resistance. It is nearly impossible to rate an existing, un-engineered frame, rated to receive new leaves, and this is a pair of in-swing doors which is not possible to make blast rated. Please confirm we are to remove the existing frame and provide a complete blast resistant assembly including frame, door leaves and hardware as well as reverse the opening to an outswing.

5. Openings 152A, 155, 156 & 165 all call for new 45 minute rated doors and hardware in an existing frame. Please confirm the existing frames are rated by either a UL embossment or label. If they are not, should we include pricing to replace the assemblies in their entirety or have an independent agency inspect the frames prior to installing the new rated leaves and hardware?

Answers:

1. Door 001 is a 3' x 7' door. Frame type 5 width should say "see schedule" Door 001 has (2) 8" side lites as shown.

2. New door, frame, and hardware in existing opening is correct.

3. Replace window in its entirety. Existing head jamb and sill note intending to refer to the fact that the opening is existing. Entire window and frame is new.

4. This door not required to be AT/FP blast resistant because it is not regularly occupied space since its mechanical room. New doors and hardware in existing frame is correct.

5. We have assumed these openings are currently rated based on existing drawings and observations on site. Therefore replacing the door and hardware in existing frame should still achieve the rating required.
