RFI 0001: Section 122413 Roller Window Shades, Part 2 – Products, 2.01 Manually Operated Shades with Double Rollers. Could you please clarify which windows get Manually Operated Shades with Double Rollers? They are not marked on the Drawings

Answer: This has been included in Amendment 4 drawing set. See sheet A112-E

RFI 0002: Specification Section 028220 paragraph 1.03D states, “This specification is based on an Asbestos Survey of the site conducted by AECOM in October 2015. Laboratory test results are on file and may be obtained for review and are attached to this specification.”

The referenced Asbestos Survey conducted by AECOM does not appear to be included with any of the RFP documents. Please provide this survey.

Answer: The Asbestos and Lead survey is attached: Titled: W91364185000 Hangar 885 Survey Reports and Sampling Data.

RFI 0003: Section 010000 paragraph 17.11 describes the requirement to have all employees complete the AT Level I Awareness Training. The website link in paragraph 17.12.1 does not work.

How long does this training take and are there any costs associated with the training?

Answer: The correct URL for AT Level I Training is:

http://jko.jten.mil/courses/atl1/launch.html it is an on-line course. There is no cost associated with taking the course.

RFI 0004: Specification Section 028220 paragraph 1.05 says, “The total quantity of ACM and/or contaminated materials shall be field verified by the Asbestos Removal Contractor during the Pre-bid walkthrough. If the Asbestos Removal Contractor finds any perceived conflict, error, omission, or discrepancy in the Contract Documents, the Asbestos Removal Contractor shall submit a written request for an interpretation or clarification prior to the Bid Opening as specified in Division One of the Contract Documents. The Asbestos Removal Contractor shall not, at any time after the Bid Opening, be compensated for a claim alleging insufficient data, incomplete Contract Documents, or incorrectly-assumed conditions regarding the amount or nature of Work, if no request for interpretation was made by the Asbestos Removal Contractor prior to the Bid Opening. “

It is an impossibility of performance to expect us to catch any errors in the government provided design / scope of the hazardous material abatement work by making a short visual inspection during the site visit to the facility. In addition we cannot tell by a visual inspection if a building material is hazardous or not. That determination can only be made after destructive field sampling and laboratory testing. Even if we could make a determination of whether a building material was hazardous by looking at it, there may still be hazardous materials hidden above ceilings, behind walls, underground, etc.

Please remove the paragraph noted above from the contract documents and confirm that bidding contractors should assume the only hazardous material that we are to include in our bid is the hazardous material specifically noted to be removed and that any additional hazardous material that may be discovered after award will be treated as a differing site condition.

Answer: The Hazardous Material and Environmental Survey was issued as a response to RFI-0002

Revise Specification Section 028220 paragraph 1.05 to read as follows: "The Hazardous Material and Environmental Survey indicates all areas in the building where suspected asbestos containing materials (ACM) were tested. Therefore, all impacted ACM within the renovation or demolition area should be removed and disposed of in accordance with Federal, State, and local regulations, prior to disturbance. ACM not impacted within the renovation or demolition do not require removal as a part of this project.

ACM that are discovered during construction and required removal but are not indicated in the construction documents, specifications or noted in the Hazardous Material and Environmental Survey that was issued as a response to RFI-0002, will be treated as a differing site condition."

RFI 005- Please provide As-Built drawings for existing building.

Answer: The hanger underwent a large scale renovation in 1981. Those drawings are included which show how the additions were constructed.

These drawings do not show the thickness of the existing concrete floors in the building. The concrete floor thickness throughout the building is 14 inches thick.

RFI 006: Sheet A-102E shows what appears to be casework on the east wall of Room 158. However, there is no elevation detail provided in this room. Please clarify what casework is required on the east wall of Room 158.

RFI 007: 1. Do we remove the existing EPDM membrane or leave it in place?

2. Please clarify the type and thickness of new insulation desired.

3. There’s a referral to fabric backed membrane in the specifications. Is “fleeceback” membrane the desired product to be used?

4. Are the interior roofs included in the scope of the project? If so, what is the scope?

5. Should attachment patterns be FM standards?

Answer:

1. Section 070150.19, Paragraph 1.02.A.1 states "Full tear-off of entire roof surface". Paragraph 3.02.C states "Remove existing exterior roofing and other roofing system components down to the deck"

2. Per Spec Section 075323, 2.06.B.1 - Product to be Polyisocyanurate meeting ASTM C1289. Type II, Class 1, Grade 3 with felt or glass-fiber mat facer on both surfaces.

3. Delete the reference to fabric backed membrane. The product specific in 075323, is ASTM D4637 Type 1, non-reinforced which is an unbacked membrane.

4. Per 070150.19, Paragraph 1.02.A.2 the scope of the work includes "Partial tear-off of interior roof areas indicated." and "Patching and matching of existing interior roof surfaces indicated to remain."

5. Compliance with FM installation standards is not a requirement.

RFI 008: Specification 27 00 00 | Drawing E001

How many data cables are required at each type of data location as identified in the symbol legend (i.e.

white triangle, black triangle, camera, TV, etc) on drawing E001? See attached Div27 symbol legend for reference.

-Answer:

Per electrical design narrative all telecom is rough-in only. Per the electrical design narrative and E001, the security/access control devices are rough-in only and the CATV system devices is rough-in only.

These rough ins are to be included in CLIN 0001. Also the conduit and box size for the enclosed triangle has changed.

See quantity and types of cabling. This shall be included in CLIN 0002 which is the communication equipment ABI.

RFI 009: Sheet MD103-E is listed in the drawing index on sheet G001 but it is not included in the drawings. Please provide sheet MD103-E.

Answer: Sheet MD103-E has been included in Amendment 4 drawing set.

RFI 010: Specification 232300 Refrigeration Piping Can pre-charged and pre-insulated line sets be utilized between indoor branch controllers and indoor fan coils to reduce mechanical cost.

Answer: No, Follow refrigeration specification section 232300 and Section 2.09 of specification section 238136. Line sets must be robust.

RFI 011: Specification 211313 Fire Suppression #1. Sections A. B, and C Risers are isolated and severed at riser location in Corridor C11 (A101) To what extent are these risers to be re-worked?

#2 Sections A, B. C .D & E, the back lines providing protection above existing office space. have been severed and may sprinklers removed or broken. To what extent are these to be reconnected?

#3 Sections A. B, C, D, & E, all existing sprinklers are "Old Style" and are Standard Response. Are all of these sprinklers to be changed out to "Quick Response"? If so what is the weight limitations on the concrete deck above A, B & C in order to access the sprinklers in these locations #4 Existing High Bay sprinkler piping in all 6 areas are required to be internally inspected and flushed if obstructions are found. Has this inspection been performed if so is there documentation.

#5 We were unable to access the FOAM storage and Riser room located in section D. Access is needed to determine if existing storage tank is capable of providing adequate concentrate to the added square footage in sections C and F #6 The current Foam discharge fans have non-monitored ball valves to isolate the fans Are these to be changed to code compliant valves?

#7. The existing location of the Foam test connection is located inside the building and will become inaccessible after construction of the new office space. Should this be relocated?

Answer:

1. Do not rework existing risers. Extend sprinkler system to protect areas shown as not sprinklered on drawings. Verify that the newly protected areas are on a functioning system.

2. The existing overhead sprinkler system located above the offices at the roof structure are to remain. It is not the intent of this project to correct existing sprinkler system conditions except to protect unprotected areas.

3. See answer #2.

4. See answer #2.

5. The existing tank is 700 gallons.

6. The existing non-monitored isolation valves are to remain. No new valves are required on the existing foam generators.

7. Yes. Relocate the foam test connection to a new location. Contractor to relocate to new location.

Coordinate with govt contracting officer representative prior to installation.

RFI 012: Note 1 on sheet S101 says the existing floor construction, unless noted otherwise, consists of a 10" thick concrete slab on grade. In the Government's response to previous RFI 005, it was stated the concrete floor thickness throughout the building is 14" thick. Please confirm the thickness of the existing concrete slab on grade for bidding purposes.

Answer: Previous saw cutting has indicated that the thickness of the concrete can vary from 10" to 14".

There are no records of where the concrete thickness changes. For planning purposes, plan on having to saw cut and demo concrete that is 14" thick

RFI 013: Section 016000, Product Requirements; Section 012500, Substitution Procedures The restrictive procedures for product selection and substitutions in the referenced sections wil unnecessarily and significantly restrict competition and will increase the cost of the project to the Ohio National Guard. We suggest and request that these sections be eliminated and adopt standard “Or Equal” provisions for all products be added to the RFP.

Answer: Delete Sections 016000 and 012500 from the specifications. Contractor may provide products that are "Equals" to the basis of design product listed in the individual specifications. Equal products must meet or exceed the specifications listed. The products/materials will be approved/disapproved during the submittal process by the Contracting Officer at the advice of the Contracting Officer Representative (COR) once the construction contract has been awarded.

The only sole source items are: Monaco Fire Suppression System and Project Mates Software (Justifications and Approvals are provided on FBO).

RFI 014: The drawings on sheet A601 show the sign types and there is no mention of frames needed for these signs. In the specs on page 3 of section 101423.13 mentions that frames are needed for signs. Please inform if frames are required or not required for signs.

Answer: Frames are not required.

RFI 015: Page 63 of 66 of the RFP, Section 28 Safety Assurance, 28.1 Directs us to the USACE 385- 1-1 Manual. 385-1-1 Section 01.A.17 states that the contractor is to employ a full time SSHO depending on job complexity, size and any other pertinent factors.

Please confirm that 1 full time SSHO is required for the project.

Answer: This project is not run or managed by the USACE. NO FULL TIME SSHO IS REQUIRED FOR THIS PROJECT. However, contract must comply with all OSHA regulations and safety requirements as a part of this project. The USACE Manual is listed for reference purposes.

RFI 016: Specs, Section 014000 Quality Requirements, 1.06.B.1: Project quality-control manager may also serve as Project superintendent.

Please confirm that the Project Superintendent may dual hat and serve as the Quality Control Manager for this $10-25 million dollar project.

Is the Quality Control Manager required to have a current USACE CQM Training Certificate?

Is there any specific training, experience, or other requirements for the Project Superintendent and Quality Control Manger?

Answer: Correct. As stated in section 014000-1.06.B the project superintendent may serve as the quality control manager. This project is not a USACE project. No USACE training certificates are required for individuals nor are there any other training or experience requirements for the project superintendent or the QCM. However, all job personnel require Anti-Terrorism Level I Awareness Training (On-line course).

RFI 017: Specs, Section 015000 Temporary Facilities and Controls, Part 2, 2.10 Materials, A.2 Where not located over existing pavement, utilize soil installation of post, or galvanized steel bases are acceptable in soil. Prints C100 Temporary Chain Link Fence Detail; Post are to be driven directly into the ground. Please provide direction for installation of temp fencing post on soil. Are galvanized steel bases on top of soil acceptable or do the post need driven into the ground? Print shows 6' fence, specs state 8'. Please clarify.

Answer: Galvanized bases are acceptable instead of directly installing in the soil.

Additionally. Instead of this detail, contractor may provide "Rental style" chain link fencing systems instead of more permanent chain link fence as shown in the detail. Panel type rental fencing with still must be galvanized mesh but the requirement for 2-3/8" and 4" fence post are not required. Panel stands can be used in both concrete and grass area. Sandbags shall be provided as required to ensure protection from high winds. Privacy screen shall not be provided.

Minimum fence height is 6 ft.

RFI: 018: Prints A601 - Basis of Design Finish Material Legend Shows Plastic Laminate for counter tops - Wilsonart Windswept Pewter 4795-60 Prints A402 - All casework details show Solid Surface Countertops.

Specs include Section 123661.16 Solid Surface Countertops Please clarify if Plastic Laminate or Solid Surface Countertops are required. If sold surface countertops are required, please provide Manufacturer and Color.

Answer: Solid surface counter tops are required. Basis of design. manufacturer: Dupont Corian Color: Graylite. Coordinate exact color and with contracting officer rep prior to ordering

RFI 019: Specifications do not include sections for Asphalt nor Permanent Fencing.

Please provide.

Answer: Specification sections added via Amendment 4

RFI 020: Plumbing Fixture Change (Issued by Government)

Answer: Sheet P501 Plumbing Fixture Schedule: Change Fixture L-1 to have built in soap dispenser. Change fixture model number to 9024.014EC. Provide with Bobrick B-8226 Stainless Steel Deck Mounted 20 oz. Liquid Soap Dispenser or equal. Delete pop up drain and provide McQuire flat grid strainer or equal.

RFI 021: Upon reviewing Amendment 0001, 0002, and 0003 on FBO, I have found only two SF 30s.

Per FBO, Amendment 0002 appears to be the same as Amendment 0001 and Amendment 0003 appears to be Amendment 0002 per the SF 30. Please confirm the amount of amendments, and the effective dates of those Amendments.

Additionally, I found instructions for hand-carried bids but not mailing instructions. Please confirm the mailing address we should use to submit the bid, as well as the names of the individuals we should place attention to on the mailing address. Thanks for your time.

Answer: The Amendments will be on the SF 30. Amendment 001 on the FBO site should not of been labeled Amendment 001.

RFI 022: Addendum 2 changes the issued by from 121 OH Air National Guard at Rickenbacker at 7370 Minuteman Way to USPFO for Ohio at 2811 Dublin-Granville. Please clarify if the bids are still due at Rickenbacker at 7370 Minuteman Way or 2811 Dublin-Granville Rd.

Answer: The “issued by” office has nothing to do with the bid opening:

The Bid Opening Location has not changed. Bid Opening will be held at the location in the IFB:

RFI 023: Specification 081113 Hollow Metal Doors and Frames, paragraph 1.03.B says, “Blast Resistant Door Assembly: An assembly of hollow metal door, steel frame and finish hardware, tested and approved as an assembly of components, capable of meeting ASTM F2927 and UFC 01-010.01 performance criteria for a 55 psf, 3 second force and achieve Damage Level Category II or better.

This information is an ASTM F2248 3 second duration design load. ASTM F2248 is used to calculate an equivalent 3-second duration equivalent design load to design blast glazing used in windows and vision lights only. It is not applicable to doors. A charge weight and standoff distance is required to determine the design blast load for the door.

In order to price blast doors, we need a charge weight, standoff distance, and level of protection. A damage category of II, as stated in the RFP, is a medium level of protection. The vast majority of UFC projects are for a low level of protection / damage category III.

There appears to be no indication as to which doors will require a UFC blast door. Please clarify which doors need to comply with the UFC requirements for blast resistant door assemblies and provide the charge weight, standoff distance, and level of protection for each individual blast door.

Answer: All new exterior man doors are to be blast resistant. The stand off distance is 56 ft and Category III.

RFI 024: In the comments column of the door schedule on sheet A602, openings 129 and 203 both reference a “SCIF lock”. Are these rooms required to meet SCIF requirements? Please clarify, as this impacts multiple trades and could be a significant cost impact.

Answer: The locks only are to meet the SCIF requirement. Other SCIF standards, unless specifically noted in the plans or specifications, are not required. These rooms will not be certified as SCIFs and therefore do not need to meet all SCIF required standards.

RFI 025: Sheet A001 defines certain wall types as having specific STC ratings. However, there is nothing on the door schedule indicating any doors are required to meet specific STC requirements.

Are any door openings required to be STC rated? If so, is any field testing of STC assemblies required?

Answer: Doors will have STC rating and will be revised in Amendment 4

RFI 026: The door schedule on A602 shows opening 108 getting a new door in an existing frame, and hardware set #11. The comment in the door schedule says, “New door and hardware in existing frame”. Hardware set #11 only consists of a new cylinder. Is all other existing hardware to be removed and reused on the new door? This door connects to a dark room. Are any special seals required to control light? Please confirm hardware set #11 is the correct hardware set for opening 108.

The door schedule on A602 shows opening 109 getting a new door in an existing frame, and hardware set #11. The comment in the door schedule says, “New door and hardware in existing frame”.

Hardware set #11 only consists of a new cylinder. Is all other existing hardware to be removed and reused on the new door? This is a door into an Xray room. Is this door required to be lead lined? If so, what thickness of lead is required? Please confirm hardware set #11 is the correct hardware set for opening 108. And confirm if they new door has any special requirements.

The door schedule on A602 shows opening 111 getting a new door, a new frame, and hardware set #11.

However, the comment in the door schedule says, “New key cylinder in existing door, hardware”. Please clarify if opening 111 is getting a new door and frame, and what hardware set is required for this opening.

Answer: This is addressed on the Amendment 4 drawings.

RFI 027: Specification section 081113 Hollow Metal Doors and Frames, paragraph 2.03.B.2.e says, “Core: manufacturer’s standard kraft-paper honeycomb, polystyrene, polyurethane, polyisocyanurate, mineral-board, or vertical steel-stiffener core at manufacture’s discretion.”

Paragraph 2.08.B.1 says, “Steel Stiffened Door Cores: Provide minimum thickness .026-inch steel vertical stiffeners of same material as face sheets extending full height…”

Please confirm if the door cores are allowed to be a standard honeycomb core or are they required to be steel stiffened.

Answer: Both Honeycomb or steal stiffeners are acceptable. If manufacturer elects to use steel-stiffened doors (refer to 2.03.B.2.e) then follow 2.08.B.1

RFI 028: Several subcontractors (MEP) have requested and additional week to complete their proposals. Respectfully request bid date be extended to 27 July.

Answer: As of July 13, 2018 the Bid Opening Date will not be extended.

RFI 029 In the process of removing the existing fully adhered EPDM roof over mechanically fastened insulation, it is likely a small layer of insulation will peel off with the EPDM membrane. This would typically require the use of a cover board to adhere the new roof to a solid surface. A cover board is not found in the drawings and specifications. Please confirm that the layer of insulation removed while tearing off the existing EPDM will not require the entire depth of roof insulation to be replaced. Please add a detail showing how the Government expects the new roof to be prepped and installed.

Answer: Refer to Spec Section 070150.19 - Exterior roof is a complete tear down to deck. See revised sheet A141

RFI 030: Sheet AD141 describes the roof demolition. Note A on this sheet states, “SCOPE OF

EXTERIOR ROOF WORK IS ESSENTIALLY A LIKE FOR LIKE REPLACEMENT OF EXISTING

MEMBRANE ROOF WITH THE EXCEPTION THAT THE NEW ROOF IS A WHITE MEMBRANE

ROOF. INSULATION, DECKING, STRUCTURE ALL TO REMAIN UNLESS DAMAGED AND NEEDS

REPLACEMENT.” Note B states, “SCOPE ALSO TO INCLUDE REPLACEMENT OF ANY DAMAGED INSULATION, FLASHING, NAILERS, ETC.” A quantity of damaged insulation, decking, structure, etc., was not found in the drawings; therefore, we would assume that these concealed existing items are in good condition. Since they are concealed items, we cannot assess the condition until the membrane is removed. Please confirm that any damage to these items would be considered a differing site condition and any work associated with repairs is not included in the scope of this RFP.

Answer: This has been included in Amendment 4 drawing set

RFI 031: Please confirm this project is exempt from sales tax.

Answer: Yes. National Guard projects are exempt from sales tax.

RFI 032: We have been informed by the roofing and fire suppression subcontractors they will be unable to bid the project with the available information. The pending Government responses to the roofing and fire suppression related RFI's could substantially impact the cost of the project. Our subcontractors will need at least one week from the date the RFI's are answered to complete their proposals based on the Government's responses. Please extend the bid date accordingly.

Answer: As of July 17, 2018 the Bid Opening Date will not be extended.

RFI 033: Specification 211313 Fire Suppression #1. Does the entire Foam system need to be tested for correct coverage after new Foam Generators are installed and existing Foam Generators are relocated?

#2. Is the Fire Protection Contractor responsible for replacing FOAM used during test?

#3. Has the ETL (Engineering Technical Letter 02-15 been distributed to Electrical and or Fire Alarm Contractor?

Answer:

1. Yes. The Foam generator system must be tested in accordance with NFPA and UFC standards.

The contractor is responsible for protection of existing surfaces and cleanup of the testing.

2. Yes. The contractor must replace all foam concentrate used during the test.

3. ETL 02-15 is no longer current. Air National Guard ETL 15-01-03 is provided for contractors use.

RFI 034 Electric Hand Dryers (Item #7 within the Bathroom Accessory Legend on sheet A401) are shown in every restroom. However, there are no specifications for Electric Hand Dryers. Additionally, there are no power circuits shown on any of the electric drawings for these hand dryers. Does the Government want Electric Hand Dryers or paper towel dispensers in the restrooms? If Electric Hand Dryers are desired, please provide further detail on what type of hand dryer is required and where it is to be powered from.

Answer: See revised electrical plans for hand dryer electrical requirements. Hand Dryer basis of design is XLERATOR Hand Dryer as Manufactured by Excel Dryer or equal.

RFI 035 The Environmental Survey provided in Amendment 1 shows caulk at multiple windows testing positive for Asbestos Containing Material (ACM). The scope of work in this RFP includes removal of multiple windows and doors. However, abatement of ACM at existing windows and doors is not included in the scope of abatement work detailed in Section 028220 paragraph 1.03, Summary of Work. Please confirm if abatement of caulk at windows and doors scheduled for removal should be included our proposal. If so, please clarify which doors and windows will require abatement.

Answer:

Per the hazardous material survey issued in Amendment 2, Samples 885-02, 885-03, 885-04 and 885- 22 contained ACM. Sample 885-22 was located in the existing hanger door windows.

Add the following lines to spec section 028220-1.03.B.3. The existing windows identified by notes, ED04, ED08 and ED09 on Sheet AD201 contain ACM materials in the window caulking.

028220-1.03.B.4. Sheet A201, Note E12 shows removal of existing window for new mechanical vent.

The existing window mastic contains ACM.

No abatement is required for ACM located in the hanger doors and windows that are not being disturbed as a part of this renovation.

RFI 036

1. Category cabling clarification needed - 27 00 00 1.09 C. 1.c. states "The warranty shall state that the cabling system will support transmission speeds up to 10-Gigabit." However, 27 00 00 2.02 D.

Horizontal Cabling appears to be a standard Category 6 (min compliant) specification. The difference in cost between these two types of systems is substantial. Please indicate which solution the owner would like pricing for.

2. Who is the Utility Co. contact and provider?

3. Note #18 Drawing E502 states new metering and CT enclosure. Can you provide detail and requirements for this?

4. Notes #11 and 13 Drawing ES101 states to provide new concrete encased conduits and conductors to power pole and transformer but sizes and quantities are not shown. Please clarify.

5. Who is responsible for providing equipment pads for the new High Voltage Switch and transformer?
