About this file
This document is an Amendment (Amendment 0008) to a federal solicitation for a U.S. Army Corps of Engineers project to conduct painting and steel repairs on the Vertical Lift Railroad Bridge at the Cape Cod Canal. The amendment provides responses to requests for information (RFIs), updates wage determinations, updates and removes Federal Acquisition Regulation (FAR) clauses, and clarifies technical specifications. Key technical clarifications include details about painting requirements in specific bridge rooms, span locking systems, operational restrictions, and balance considerations during the repair work.
The amendment addresses multiple contractor inquiries regarding bridge operational details, such as span drive brake capacities, counterweight configurations, painting methods for different rooms, and work scheduling restrictions. Significant coordination will be required with Mass Coastal Railroad and MBTA, as the bridge must remain functional for scheduled train operations during the project. The project involves blast cleaning metalwork, applying a high-performance paint system, and conducting limited steel repairs while maintaining the bridge's operational status and balance. The solicitation remains unrestricted, with an estimated project value between $10-$25 million and a performance period of approximately 545 days.

SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0008
1. What is the capacity of the span drive brakes to hold a temporary imbalance with the bridge in the raised position?
GOV Response: This capacity is unknown.
2. What is the capacity of the full open span locks to hold a temporary imbalance of the lift span in the raised position?
3. Reference is made to Section 01 11 00, Part 1.12 Construction Operational Restrictions, states, in part, “Project work shall only occur during the following days and times…” and said section continues by tabular presentation of schedule. The schedule is highly limited with respect to the performance of work as it relates to the lifting towers. The Contractor must design an access and containment system that must be highly “temporary” (i.e. installed and removed with great rapidity) relative to the water-face of the tower as the lift span must traverse this section daily when being raised or lowered outside the scheduled work period(s). The design and construction of such an access and containment system on a daily basis with such limited time constraints highly impedes, otherwise restricts, the production time to perform the work to a very minimal period each day. Further, to negate the limited production time period the Contractor would likely be required to have three (3) sides of the lift tower containment in place during non-scheduled work hours resulting in an open sided containment system subjecting the partial containment system to an amplified wind loading condition. Specifically, there is concern that the induced amplified wind loading, given the wind vortex to be generated within the open sided containment, maybe such that the lift tower’s structure my experience loads beyond allowable; full wind and global analysis of this element of the structure would be required to determine this matter. In consideration of the foregoing will the USACE consider a full closure of the structure for a measured period of time to eliminate or mitigate the construction condition stated?
GOV Response: No change to specifications. Operational restrictions have already been coordinated with the railroad operators and are reflected in the contract specifications.
4. Reference is made to Section 09 97 02 (Issued Amendment 6), Part 1.1 Summary states, in part, “Additional steel items to be painted in the machine rooms of the bridge towers include the bridge crane and rails, and the elevated platform structural steel, rails, grating, and ships ladder” and continues with “The preparation methods for all steel work include solvent cleaning (SSPC SP-1) followed by commercial blast cleaning (SSPC SP 6/NACE No. 3)”.” Further reference is made to Contract Drawings Sheet S-101, Key Note L, which states, in part, “Prepare Surface And Paint, In Accordance With Specification Section 09 97 02 The Following Items In The Two Machine Rooms: Bridge Crane And Rails…”. The aforestated citation references comport and are concurrent for which Specification 09 97 02 is generally understood to require surface preparation of steel surfaces, inclusive of those elements so enumerated in the machine rooms, by abrasive blasting SSPC-SP 6. However, during the site tour of January 14, 2025, while the attendees were in the machine room of the North Tower an official of the USACE made a statement recorded and understood to state “…of course no blasting just paint in here…”; video recording submitted herein for reference. It is understood that nothing stated at the site tour by any official of USACE is binding, but respectfully please provide confirmation that the steel elements in the machine rooms enumerated by the specifications and plans are to be abrasive blasted and painted pursuant to said applicable specifications and plan notes.
GOV Response: There are two rooms that are to be painted on either side of the bridge. There is the sheave gear room and there is the machinery room. The sheave gear room includes removal of bird guano and shall follow painting requirement as specified in 09 97 02. Refer to subpart 1.8 OPERATIONAL RESTRICTIONS, part c. The machinery room shall be painted in accordance with specification section 09 90 00.
5. Does the bridge have a manual Span locking system, while the hydraulic system is out of commission, can the bridge still be operated?
GOV Response: The upper span locks can be taken out of service and the bridge will still be operational.
All materials associated with this work shall be onsite prior to this phase of work starting to minimize the downtime of the upper span locks.
6. What is the time frame in which we will have to do the replacement of each cabinet? ( I see the specification
1.12 construction operational restrictions indicates working hours to be 7:30 to 5pm, can work on the towers, start or end of before the time frame indicated?)
GOV Response: The materials need to be onsite prior to disassembly. The Contractor shall have 5 working days to complete the replacement for each cabinet. Contractor may replace cabinets simultaneously or concurrently.
7. How long can the hydraulic span locking system be out of service, (12-14 hours, or 2 days) and will the USACE allow the lift span to be used with the manual locking system?
GOV Response: 5 working days; yes.
8. With S903 1.10 saying the reclaimed hydraulic oil needs to be tested before reuse, not sure what that entails or how long that will take. How should we handle this. It seems that this will go with the questions above.
GOV Response: See amended S-903.
9. The specification (09 97 02 page 11) limits the max imbalance to 8,000 lb. per tower and that the imbalance at the north and south ends must be within 3,000 lbs.
a. It will be necessary to have blast material temporarily on the lift span. Is the effect of the grit included in the 8,000 lb per tower limit? If the grit weight is to be considered as part of the 8,000 lb limit, the project may not be achievable. A significant temporary grit weight is anticipated. A tentative work plan would be to allow for an increased imbalance but to vacuum to remove the grit prior to operation to achieve the 8,000 lb limit.
GOV Response: GOV Response: See Spec Section 09 97 02, subpart 1.3.3.2
b. What is the capacity of the span drive brakes to hold a temporary imbalance with the bridge in the raised position?
c. What is the capacity of the full open span locks to hold a temporary imbalance of the lift span in the raised position?
10. How much room is inside the counterweights? What is used for the counterweights inside, is it concrete blocks and how much does each weigh? Inside the counterweights are there pockets? If so, what is the size?
GOV Response: Refer to information drawings for the configuration of the interior for the counterweights.
Available space is unknown as some of the space is currently occupied by concrete blocks. Refer to photos in the amendment 0008 attachment.

Department of Labor, Employment and Training Administration, Office of Apprenticeship Training, Employer, and Labor Services (OATELS) or with a State Apprenticeship Agency recognized by the OATELS; or
(ii) In the first 90 days of probationary employment as an apprentice in such an apprenticeship program, even though not individually registered in the program, if certified by the OATELS or a State Apprenticeship Agency (where appropriate) to be eligible for probationary employment as an apprentice.
(2) The allowable ratio of apprentices to journeymen on the job site in any craft classification shall not be greater than the ratio permitted to the Contractor as to the entire work force under the registered program.
(3) Any worker listed on a payroll at an apprentice wage rate, who is not registered or otherwise employed as stated in paragraph (a)(1) of this clause, shall be paid not less than the applicable wage determination for the classification of work actually performed. In addition, any apprentice performing work on the job site in excess of the ratio permitted under the registered program shall be paid not less than the applicable wage rate on the wage determination for the work actually performed.
(4) Where a Contractor is performing construction on a project in a locality other than that in which its program is registered, the ratios and wage rates (expressed in percentages of the journeyman's hourly rate) specified in the Contractor's or subcontractor's registered program shall be observed. Every apprentice must be paid at not less than the rate specified in the registered program for the apprentice's level of progress, expressed as a percentage of the journeyman hourly rate specified in the applicable wage determination.
(5) Apprentices shall be paid fringe benefits in accordance with the provisions of the apprenticeship program. If the apprenticeship program does not specify fringe benefits, apprentices must be paid the full amount of fringe benefits listed on the wage determination for the applicable classification. If the Administrator determines that a different practice prevails for the applicable apprentice classification, fringes shall be paid in accordance with that determination.

The ratio of trainees to journeymen on the job site shall not be greater than permitted under the plan approved by OATELS.
(2) Every trainee must be paid at not less than the rate specified in the approved program for the trainee's level of progress, expressed as a percentage of the journeyman hourly rate specified in the applicable wage determination.
Trainees shall be paid fringe benefits in accordance with the provisions of the trainee program. If the trainee program does not mention fringe benefits, trainees shall be paid the full amount of fringe benefits listed in the wage determination unless the Administrator of the Wage and Hour Division determines that there is an apprenticeship program associated with the corresponding journeyman wage rate in the wage determination which provides for less than full fringe benefits for apprentices. Any employee listed on the payroll at a trainee rate who is not registered and participating in a training plan approved by the OATELS shall be paid not less than the applicable wage rate in the wage determination for the classification of work actually performed. In addition, any trainee performing work on the job site in excess of the ratio permitted under the registered program shall be paid not less than the applicable wage rate in the wage determination for the work actually performed.

CFR 121.103.
(b) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, upon occurrence of any of the following:

(1) Set aside exclusively for a small business concern identified at 19.000(a)(3) that is issued under an unrestricted multiple-award contract, unless the order is issued under the reserved portion of an unrestricted multiple-award contract (e.g., an order set aside for a woman-owned small business under a multiple-award contract that is not set-aside, unless the order is issued under the reserved portion of the multiple-award contract);
(2) Issued under a multiple-award contract set aside for small businesses that is further set aside for a specific socioeconomic category that differs from the underlying multiple-award contract (e.g., an order set aside for a HUBZone small business concern under a multiple-award contract that is set aside for small businesses);
(3) Issued under the part of the multiple-award contract that is set aside for small businesses that is further set aside for a specific socioeconomic category that differs from the underlying set-aside part of the multiple-award contract (e.g., an order set aside for a WOSB concern under the part of the multiple-award contract that is partially set aside for small businesses); and

(2) Used the HUBZone price evaluation preference regardless of dollar value, unless the Contractor waived the price evaluation preference; or
(3) Was an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.
