About this file

This is Amendment 0002 to solicitation W912WJ25B0001, providing responses to seven contractor questions regarding a bridge painting and repair project. The amendment, issued by the U.S. Army Corps of Engineers New England District on January 17, 2025, does not extend the proposal due date.

Key clarifications include: contractors may propose platforms spanning the entire bridge length if they can demonstrate no impact to wind loading and train travel in their Containment and Span Balance Plan; regreasing is not required after daily cleaning; interior spaces of front tower leg columns do not require painting; navigation light visibility must be maintained through clear plastic windows or adjusted containment; contractors must follow state VOC regulations; drawings are available on both SAM.gov and PIEE; and blast abrasives must comply with SSPC-AB 2 standards with oil content testing required once per containment. The original scope, terms, and conditions remain unchanged except for these clarifications.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0002

1. The specifications state that the Contractor can only work on 3 bays at a time, and equipment needs to be removed to allow unimpeded train travel at the end of the workday. Would the Contractor be allowed to install a platform below the bridge deck that spans the entire length of the bridge?

Separately, would the Contractor be allowed to install a platform that hangs from the top of the center span that stretches across the entire length?

GOV Response: The government’s restrictions are related to wind loading and ensuring train travel is not impacted. Additionally, there are vertical limitations both below and above the bridge deck related to train and marine vessel traffic. If the Contractor can demonstrate that these items are not impacted in their Containment and Span Balance Plan, which will be reviewed and approved by the Government, the Government is willing to consider both of these staging approaches.

2. The specifications state that the Contractor needs to clean the surfaces to be painted, which require removal of existing grease. Does the Contractor need to regrease these areas at the close of each workday?

GOV Response: No, the contractor is not required to regrease these areas.

3. Do we need to paint the interior space on the front tower “leg” columns, which support the counterweight rails?

GOV Response: No

4. It appears there are navigation lights on the bridge. Does the Contractor need to maintain access and visibility to these aids, or does the Government have other means of providing navigational aid on the bridge to support traveling marine vessels.

GOV Response: The Contractor must ensure that their containment does not obstruct visibility of navigation aids in their current state. If necessary, the Contractor may use clear plastic window or adjust the containment to avoid blocking lights. If navigation aids are obstructed, the Contractor must provide equivalent or better aids outside the containment per "USCG Bridge Lighting and Other Lighting Regulations 33 CFR 118.65." Refer to Specification Section 09 97 02, Paragraph 1.3.3.2 which states, ‘The plan shall address procedures to maintain visibility of safety lighting for both navigation and aviation interests.’ For additional information related to the USCG requirements for bridge lighting and other signals, please refer to the USCG Bridge Lighting Regulations.

5. Is there a maximum VOC limitation on the coating?

GOV Response: The Contractor is required to follow State Regulations regarding VOC limitations for paint products. Refer to Spec Section 09 97 02 subpart 2.2.

W912WJ25B0001

6. Just to confirm, the specifications state: "See Spec Section 01 11 00 paragraph 1.2 Existing Record

Drawings". Are these the same drawings on the PIEE Solicitation module link?” (the drawings on the PIEE link are attached) GOV Response: There are attachments on Sam.Gov as well as PIEE. PIEE has the Contract Solicitation, Contract Specifications, and Contract Drawings. All other attachments referenced in the specifications, such as the record drawings, can be found on the Sam.Gov posting.

7. Are there any inspection or test requirements for blast abrasives?

GOV Response: Blast abrasives shall comply with SSPC-AB 2, Abrasive Standard No. 2. Cleanliness of Recycled Ferrous Metallic Abrasives. Specifically, a single random sample of the abrasive work mix shall be tested for oil content in accordance with ASTM D7393. The test shall be performed once per containment.
