About this file

This is Amendment 0007 to solicitation W912WJ25B0001, issued by the U.S. Army Corps of Engineers New England District, which provides responses to requests for information (RFIs) and extends the bid due date from March 5, 2025 to March 12, 2025 at 1:00 PM.

The amendment clarifies several technical requirements: the lift span is locked with brakes when in the up position; contractors must calculate weights of materials used during containment phases; expendable abrasives are not permitted (only steel grit per SSPC-AB 2); liquidated damages will not be imposed for failing to meet daily time constraints though contractors must restore railroad tracks to operational condition within specified timeframes; and contractors are responsible for coordinating with railroad companies regarding additional requirements. The amendment also notes that train traffic varies from 2-10 trains per day at speeds of 10-15 MPH.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0007

1. Reference is made to Section 01 11 00, Part 1.12 Construction Operational Restrictions, states, in part, “Project work shall be performed in the up position.” Please clarify if the lift span is locked when in the up position or will the Contractor need to anticipate the live load of abrasive media to be introduced into a given containment phase (i.e., maximum of three (3) bays) as part of the counterweight balance.

GOV Response: The lift span is locked with brakes when in the up position. Contractor shall make calculations on weights of all materials used or stored on the span during the containment phase. Bidders should refer to specification section 1.3.3.2 Containment System and Span Balancing Plan for the maximum amount of imbalance between the lift span and counter weights.

2. Reference is made to Amendment 0002, dated 17 JAN 2025, Question 7 wherein the GOV Response stated, in part, “Blast abrasives shall comply with SSPC-AB 2.” for which said standard, as appropriately referenced, applies to recycled ferrous metallic abrasives, commonly referred to as “steel grit”. Will the USACE reconsider the use of expendable abrasives, in lieu of “steel grit”, given that the standard industry equipment to perform such surface preparation with “steel grit” is integrated (i.e. permanently mounted) on large over the road carrier trailers transported by semi-tractors and that that due to the profile grade, as well as the perceived limited load capacity, of the access road, known as Bell Road, to the southern end of the structure is non-traversable with said equipment, particularly at the railroad crossing? Further, additional consideration for the use of expendable abrasives is warranted due to the complexity of the structure with particular regards to the mechanical elements of the structure.

GOV Response: No, expendable abrasives shall not be used on this contract.

3. Will the USACE delay the current sealed offer date of 5 March 2025, so established by Amendment 5, dated 6 February 2025, by one (1) week to 12 March 2025 as additional time is necessary to complete the engineering analysis, principally related to counterweight balancing, necessary to submit a fully responsive and responsible bid?

GOV Response: This amendment extends the bid due date.

4. Reference is made to Section 01 11 00, Part 1.12 Construction Operational Restrictions, which states, in part, "Project work on the bridge shall only occur during the following days and times when no trains will be scheduled...". Will the USACE impose liquidated damages, otherwise monetary penalties, onto the Contractor in the event the Contractor fails to meet the specified time constraints, otherwise delay? If such liquidated damages are to be imposed, it is respectfully requested that the USACE publish the schedule of liquidated damage predicated on the number of minutes/hours for each such delay(s).

GOV Response: Far Clause 52.211-12 is included and will remain in the Contract Solicitation. However, the Government will not impose liquidated damages on the Contractor in the event the Contractor fails to meet the specified daily time constraints. Contractor shall perform all tasks required to restore the railroad track to an operational condition to meet the specified time constraints listed in Table of the Section 01 11 00, Part 1.12 Construction Operational Restrictions.

W912WJ25B0001

5. Please confirm whether the referenced contract requires a Railroad Liability insurance policy. Please provide the number of daily trains and the speed of passing trains.

GOV Response: The Contractor shall be solely responsible for coordinating with the railroad companies to determine additional railroad requirements. The number of daily trains vary depending on day and time of year, ranging from 2-10 trains/day. The speed of passing trains is approximately 10-15 MPH.

6. Is expendable abrasive acceptable to be used for the abrasive cleaning of the steel?

GOV Response: No, expendable abrasives shall not be used on this contract.

SECTION 00010 - SOLICITATION CONTRACT FORM

The required response date/time has changed from 05-Mar-2025 01:00 PM to 12-Mar-2025 01:00 PM.
