About this file

This is Amendment 0005 to solicitation W912WJ25B0001, issued by the US Army Corps of Engineers New England District, which extends the bid due date from February 19, 2025 to March 5, 2025 at 1:00 PM.

The amendment provides responses to seven contractor questions regarding: available space in counterweight pockets (limited space available), cable de-energization requirements during construction (not required but safety procedures outlined), radio antenna protection (government will disconnect when workers nearby), vertical clearances (22' from railroad track to lowest steel member, 7' from lift span lower chord to water at high tide), and a request to use pressure washing instead of abrasive blasting for tower structures (denied - no change to contract requirements). The amendment maintains all other terms and conditions of the original solicitation for painting and steel repairs of the Vertical Lift Railroad Bridge at Cape Cod Canal.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0005

1. Can you please provide an inventory of the existing counterweight pockets to show if there is any available space within these pockets?

GOV Response: There is limited available space inside the existing counterweight pockets. After contract award, the contractor shall assess available space and provide a span balancing plan for government approval.

2. Cables on Truss Spans: Do any cables connected to the truss spans need to be de-energized during construction activities in their vicinity for safety reasons?

GOV Response: It is not the Government’s intent to require the contractor to de-energize electric cables during construction activities. The cables connected to the truss spans are generally safe to touch during construction activities. While many of these cables are only energized when the bridge is in operation, some remain continuously powered. The cables have insulation designed to prevent short circuits against the steel structure and they range in voltage up to a maximum of 480 volts. To ensure safety during construction activities, the cables shall be protected from blasting and painting to avoid damage to the insulation. The Government intends to maintain the cables in their normal operational position throughout construction. This means that while most of the cables will be de-energized, some may remain energized. If concerns about electric shock persist, the contractor may implement lockout/tagout procedures to de-energize specific equipment or cables. It will be the contractor’s responsibility to properly apply and verify the lockout/tagout procedures.

3. Radio Antennas: The contract requires the contractor to protect the radio antennas. However, for safety reasons, would the USACE consider de-energizing the antennas during construction activities to ensure both protection and worker safety?

GOV Response: The Government will disconnect these antennas while workers are in the vicinity. The Contractor shall physically protect these radio antennas from blasting and painting.

4. What is the vertical clearance from the railroad track on the lift span to the lowest steel member above the track?

GOV Response: The vertical clearance from the track to the lowest steel member is approximately 22’.

5. What is the vertical clearance from the lower chord of the lift span to the water?

GOV Response: The vertical clearance from the bottom of the lower chord of the lift span to the water at high tide is approximately 7’

6. After consulting with bridge engineers familiar with lift bridges and their machinery - they are concerned that even with the installation of a state-of-the-art containment system, there remains a strong likelihood that abrasive material and removed paint could become trapped in the grease on the counterweight cables, potentially contaminating the lifting mechanism and causing mechanical issues. Would USACE consider a pressure wash and overcoat method instead of abrasive blasting for the tower structures to mitigate this risk?

GOV Response: No, there is no change to the contract requirements.

7. We respectfully request the above project bid be postponed as subcontractors have requested additional time to prepare a fully responsive bid.

GOV Response: This amendment extends the bid due date.
